Constituents of a Project
A tender is made up of three elements:
(a) Direct costs. These are mainly materials, plant, labour and sub-contractor costs involved in executing the work.
(b) Site on-costs. These are costs that can be directly attributable to a project. These include costs such as site staff, transport costs, welfare and site office costs, insurances and bonds. Site on-costs are also sometimes called ‘project overheads’
(c) Mark-up. This item usually contains three elements:
(i) Company overheads. This is also sometimes called ‘establishment cost’ or ‘head office overheads’ or ‘general overheads’. Some examples of company’s overheads are:
• Directors’ and office staff salaries.
• Upkeep of offices.
• Rents.
• Services such as telephones, heating and lighting.
• Finance costs such as bank overdraft.
• Stationery.
• Cars and other vehicles including maintenance and depreciation.

(ii) Allowance for risk. (e.g. cost escalation, bad weather, construction difficulties and poor workmanship).

(iii) Profit. This is the amount of money the Contractor hopes to gain for performing the work.
The figure for the mark-up varies from Contractor to Contractor and from project to project. The mark-up is expressed as a percentage of the net cost (i.e. direct costs plus site on-costs)
