Part I: The Healthcare Risk Advisory: Designing Resilient Architecture for Regional Clinical Hazard Assessments
The true measure of an institution’s safety culture is not how it responds to an active risk or crisis, but how thoroughly it maps its silent, daily vulnerabilities.
At OSH-Lab Consulting, we utilize high-level project-scoping methodologies to help medical enterprises map their baseline safety positions. We move facilities away from ad-hoc compliance checks and guide them toward building integrated hazard identification systems that protect human health, reduce liability, and safeguard the environment. We finalize this by delivering participatory Action-Oriented Training to the staff to enable them own and operationalize the systems that we design for them.
In sub-Saharan Africa, hospital work remains one of the most masked occupational risk sectors. Clinical hazard management goes far beyond basic environmental sanitation: it requires an intentional, multi-sector engineering architecture designed to protect healthcare workers, patients, and surrounding communities from severe biohazard exposure.
When launching a national or enterprise-level health, safety, and environment (HSE) intervention, the initial project architecture dictates the quality of all future data. In setting up the baseline for the National Healthcare Waste Management (HCWM) framework in Cameroon, our Inception Phase focused on a critical priority: aligning cross-functional stakeholders spanning public health (MINSANTE), environmental protection (MINEPDED), decentralization (MINDEVEL), water and energy (MINEE), housing (MINDUH), and labor (MINTSS).
A rigorous assessment framework cannot rely on assumptions. It requires a balanced mix of qualitative and quantitative matrices - combining structured surveys with guided and unguided field observations across diverse hospital categories. For our national assessment, this meant developing a structured fieldwork architecture that deployed 387 comprehensive surveys across 7 out of 10 socio-cultural and geographical regions, sampling all 6 official categories of public and private healthcare facilities (HCFs). By analyzing systemic milestones through a strict technical lens rather than criticizing individual facility failures, we establish an objective baseline for national change.
We have harmonized the lessons and strategies into bankable intervention axes for serious healthcare institutions positioning for excellence and top clientele.

- Rationale
The structure, organization, and resources dedicated to Occupational Health and Safety (OSH) management in Cameroon are significantly undermined and compromised. At present, OSH practices rely on the interpretation and application of various laws spread across three main ministries: The Ministry of Labour and Social Security (MINLSS), the Ministry of Public Health (MINSANTE), and the Ministry of Environment, Nature Protection, and Sustainable Development (MINEPDED).
Cameroon does not have a harmonized “National OSH Policy.” The tripartite body responsible for strengthening OSH practices has neglected to uphold the provisions of existing laws. Currently, at least 31 pieces of legislation address different aspects of OSH governance in a fragmented manner. The principal legislation, developed under the leadership of MINLSS, is Law No. 92/007 of 1992 (Labour Code), which establishes the employer’s duty of care to safeguard workers’ health and safety.
Other regulations derived from the Labour Code include Order No. 039/MTPS/IMT of 1984, which sets general rules for workplace hygiene and safety, Law No. 77/11 of 1977 on the compensation and prevention of work accidents and occupational diseases, and many more. Broader frameworks, such as the 1996 Environmental Management Law and CNPS circulars, also reinforce workplace protection. Moreover, Cameroon’s ratification of key ILO Conventions (155, 161, 187, and 148) further aligns national legislation with international OSH standards.
