On behalf of Fiji Network Plus (FJN+), we welcome this historic moment with deep gratitude and hope.

The passing of the HIV/AIDS (Amendment) Bill 2026 is more than a change in law. For many of us living with HIV, and for our vulnerable communities, it represents hope, protection, dignity and a stronger commitment that no one should be left behind in Fiji’s HIV response.

We sincerely thank the Minister for Health and Medical Services, Hon. Dr Atonio Rabici Lalabalavu, for his leadership and commitment during this very challenging time in our national HIV response.

We also extend our heartfelt appreciation to Dr Jason and the team, our health workers, partners, community organisations, advocates and everyone who worked tirelessly behind the scenes to ensure this important Bill was passed.

This is a significant step forward in creating an environment where people can access HIV prevention, harm reduction, treatment, counselling and support without fear, judgement or discrimination.

For FJN+, this moment is especially meaningful because behind every HIV statistic is a person, a family and a story. We know the pain caused by stigma, discrimination, fear and barriers to accessing care. This amendment gives us renewed hope that Fiji is choosing compassion, evidence and humanity.

The work does not stop here. We look forward to working closely with the Ministry, partners and communities to ensure the spirit of this Bill is translated into real action on the ground, especially for people living with HIV and communities most affected by HIV.

Vinaka vakalevu to everyone who helped make this possible. Today, we celebrate progress. Tomorrow, we continue the work together.

Peer Outreach Workers and HIV Peer Counsellors continue to play an important role in Fiji’s HIV response through outreach, HIV screening, counselling and community support.

Yesterday, the team joined efforts with Sexual and Reproductive Hub Clinic Lautoka to reach Fiji Airways staff, bringing HIV information, screening and counselling services closer to the workplace. This is why community involvement matters. Communities help build trust, reach people where they are, and support those who may feel afraid or unsure about accessing HIV services.

The Peer Outreach Worker programme is led by Rainbow Pride Foundation 4 LGBTQ Rights and Equality in Fiji and brings together CSOs and community-led organisations across Fiji, with Peer Outreach Workers available at subdivisional level.

The HIV Peer Counselling Programme is led by Fiji Network Plus (FJN+) and is currently available in the Central and Western Divisions, with plans to roll out to the Northern Division soon.

A big vinaka vakalevu to all our Peer Outreach Workers and Peer Counsellors for your dedication and commitment to the community. Also vinaka vakalevu to the Lautoka SRH Clinic team for the great work and strong leadership, and for recognising the important role that community-led organisations play in Fiji’s HIV response.

We also sincerely thank Australian Government Department of Foreign Affairs and Trade Health Equity Matters and Burnet Institute for their continued support in strengthening community-led HIV services in Fiji.

Fiji Network Plus is continuing its involvement in Fiji’s Integrated Biological and Behavioural Survey (IBBS), working alongside key community-led organisations and partners.

Last week, community organisations took part in a CSO Socialisation and Engagement Training to better understand the purpose of the IBBS study, how recruitment will work, the importance of confidentiality, and how communities can be meaningfully involved throughout the process.

The IBBS is important because it will help Fiji better understand the realities, experiences and health needs of key populations. The information collected can help strengthen HIV prevention, testing, treatment and support services across the country.

For FJN+, one of the most important parts of this study is ensuring that communities are not only participants, but are also involved in guiding, supporting and shaping the process.

This study is about listening to our communities, understanding their realities, and making sure their experiences help shape a stronger HIV response. That is why respect, dignity, confidentiality and strong community involvement must remain at the centre of this work.

Tomorrow (Thursday 24 Sep), the Western team will take part in their training, and our community-led representatives are looking forward to learning, contributing and supporting this important national study.

The study is being led by the Sexual & Reproductive Health Research Department at Fiji National University, with strong participation from vulnerable communities and community-led organisations.

When communities are part of the process, the response becomes stronger, more trusted and more meaningful.

Fiji Network Plus is very grateful to see more workplaces and communities opening their doors to HIV awareness and testing. This is an important step forward for Fiji.

BRINGING HIV TESTING CLOSER to where people work and spend their time makes testing easier, more private and more accessible. It also helps people know their status early, start treatment early if needed, and protect their partners and families.

In our current HIV situation, we need more workplaces, organisations and communities to follow this example. HIV TESTING SHOULD BECOME SOMETHING NORMAL, SAFE and FREE FROM SHAME or JUDGEMENT.

Fiji Network Plus (FJN+) is proud of our HIV Peer Counselling Program Manager, Rusiate Naulunimagiti, who represented FJN+ at the Pacific HIV Symposium 2026 in Nadi.

Rusiate shared the important work of our HIV Peer Counselling Program, which supports people living with HIV to stay connected to treatment, receive peer support, and improve their quality of life. He also highlighted the importance of reaching underserved communities, including people who inject drugs, and the need for stronger harm reduction, sustainable funding, and community-led services.

At FJN+, we believe trust, respect, and meaningful community engagement are key to strengthening Fiji’s HIV response. Proud to see our team sharing the work happening on the ground and helping ensure community voices are heard.
