Are you planning to open a new bar, restaurant or entertainment venue? Don’t assume it will only take 28 days to apply for your premises licence.

28 days is the public consultation period required once your application has been submitted. Don’t forget you also need time to prepare your application, operating schedule and premises plan before the 28 day period even starts. If objections are received, it can take even longer.

If your opening date is dependent on having your licence in place, start the application as soon as possible. Complete Licensing can help you plan your application and understand the likely timescales for your premises.

Understanding the Licensing Act 2003 (Series 11/20): Full Variations

Understanding a “full” variation under the Licensing Act 2003 matters if your business sells alcohol, offers late-night refreshment, or provides regulated entertainment.

A full variation is needed when you want to make significant changes to your premises licence, for example:

• Extending hours for alcohol sales or entertainment

• Adding new licensable activities (e.g. live music)

• Making substantial layout changes that affect how you promote licensing objectives

Key points to remember:

• You must submit the correct application form, plans, and fee

• You must advertise the application and notify responsible authorities

• Local residents and authorities can make representations

• The licensing committee may hold a hearing and can grant, modify, or refuse the variation

Plan early, assess the impact on crime and disorder, public safety, public nuisance, and child protection, and prepare clear evidence showing how you will manage risks. This reduces objections and helps your variation progress smoothly.

Complete Licensing has secured a key late‑night licence variation for Tiger Bay’s Shere Khan sh**ha bar in Enfield, extending opening hours to 5:30am on selected days.

This was achieved through focused mediation with the Metropolitan Police and Environmental Health, resolving their concerns within Enfield’s cumulative impact zone and avoiding a committee hearing. The licence was granted under delegated authority with clear conditions on resident engagement and ongoing compliance checks.

The result: later trading hours, a smoother process, and a framework that balances business needs with local community expectations.

Understanding the Licensing Act 2003 (Series 10/20): Minor Variations

Minor variations under the Licensing Act 2003 allow small, low‑risk changes to a premises licence or club certificate without a full variation process.

They are useful when you want to:

• Adjust opening hours slightly (without adding late‑night refreshment or more live music)

• Move or add internal walls or fixed bars

• Add small facilities like a pool table or background music

You cannot use a minor variation to:

• Extend the licensed area to outside spaces used for regulated activities

• Add alcohol sales to a licence

• Make changes likely to impact neighbours, noise, or public safety

The council checks the application, considers the impact on the licensing objectives, and can refuse if the change is not genuinely “minor”. Planning carefully which route to use (minor or full variation) saves time, cost, and effort while keeping your business compliant.

Many businesses only focus on their premises licence when something goes wrong. By then, it is often too late.

Start with the basics: understand every condition on your licence and check regularly that you follow them in practice. Schedule routine compliance checks and deal with issues early: incomplete incident or refusals logs, staff unsure of key rules, repeated noise complaints, or faulty CCTV.

Put a simple compliance framework in place: clear procedures, staff training, planned site visits, and real-time checks during trading. Record what you do, who is responsible, deadlines, and keep evidence. This turns “we think we comply” into “we can prove we comply”.

The result: lower risk, cost, and stress of a review, and a stronger position when seeking variations or later hours.

📣 Planning your venue’s events for 2027? A new proposal could give you more flexibility.

The Government has announced plans to increase annual Temporary Event Notice (TEN) limits for individual premises in England & Wales (subject to Parliamentary approval), intended to take effect on 1 January 2027:

✅ TENs per premises (per calendar year): 15 → 20
✅ Days covered by TENs (per calendar year): 21 → 26

🍻 For pubs, bars, restaurants and event organisers, this could create more room in the calendar for special events.

⏳ But timing matters: these proposed increases do not apply to your Christmas and New Year’s Eve events in 2026.

Before adding dates:
🔎 Check what your premises licence already permits
🧾 Confirm your remaining TEN allowance
📌 Make sure you have the right permissions for hours, activities and areas
