The Public Utilities Commission (PUC) has been notified by the Ministry of Public Utilities and Aviation of excess cables and wiring left by telecommunications operators on utility poles particularly those belonging to the Guyana Power and Light Inc. (GPL). In response to these concerns, the Commission has issued a directive to the telecommunications service providers for corrective action to be taken.

The concerns raised relate primarily to public safety and obstruction of maintenance activities arising from excess, clustered and improperly arranged cables/wiring. The Commission recognises that telecommunications and utility infrastructure is essential to the delivery of reliable services and that its proper maintenance is critical to public safety and service continuity.
Where utility infrastructure is shared among multiple service providers, appropriate coordination, authorisation and compliance with applicable requirements are necessary to ensure that such infrastructure is used responsibly and safely.

In light of these concerns and in keeping with its regulatory mandate, the Commission has directed telecommunications service providers to ensure that their installations are properly maintained, safely arranged and be compliant with applicable requirements. Service providers are also required to take timely steps to address excess, clustered or improperly arranged cables/wires.
All relevant operators and stakeholders are expected to complete the necessary corrective measures no later than September 30, 2026.

The PUC reaffirms its commitment to ensuring that utility infrastructure is managed in a manner that promotes public safety, service reliability and the protection of consumers.

The Public Utilities Commission (PUC) wishes to inform the public of its monthly awareness programs, which are being conducted in communities across Guyana, targeting schools, regional/remote offices for public and private institutions and the general public.

On July 14, 2026, the Commission via its Consumer and Public Affairs Division, conducted one such awareness programme with the Chairman and Councilors of the Buxton/Foulis Neighborhood Democratic Council (NDC).

The outreach provided the attendees with an opportunity to interact with staff from the Commission. Information such as the role of the PUC, its location, the utilities and service providers being regulated, types of matters which are investigated, number portability, the complaints procedure and a brief on the statistics of the type of complaints received were provided to those who attended. Questions put forward by those in attendance included billing issues, quality of services and subsidies, all of which were addressed by PUC representatives.

The Public Utilities Commission remains committed to ensuring that every citizen has access to the information needed to make informed decisions and to be aware of the available avenues for redress when issues with utility service providers arise. Through these awareness programs, the Commission hopes to build stronger relationships with communities while promoting greater understanding of consumer rights and responsibilities.
