IG COLEMAN’S OWN STATEMENT MAKES AN INDEPENDENT CO***NE INQUIRY NECESSARY
The Police Cannot Investigate Their Own Leadership and Preserve Public Confidence

MONROVIA, LIBERIA — The Liberian People’s Party (LPP) calls on President Joseph Nyuma Boakai to require Inspector General of Police Gregory O. W. Coleman to immediately recuse himself from all investigations related to Liberia’s ongoing co***ne crisis and establish an independent commission of inquiry with the authority to follow the evidence wherever it leads.

This is not an allegation that Inspector General Coleman is guilty of drug trafficking or any other crime. It is a demand for institutional integrity, impartiality, accountability, and public confidence in the rule of law.

A National-Security Crisis
In July 2026, Liberian authorities seized approximately 3,971 kilograms of co***ne, reportedly valued at about US$317 million—the largest co***ne seizure publicly recorded in Liberia.

Since then, several government officials and senior law-enforcement officers have been dismissed, suspended, questioned, investigated, or prosecuted in connection with narcotics-related matters.

This is therefore no longer simply a matter of street-level criminality. It is a national-security crisis involving institutions responsible for protecting the Liberian state.

When senior security officials become subjects of a narcotics investigation, the public has a legitimate right to know whether the problem involves individual misconduct, institutional failure, compromised intelligence, command failures, political interference, obstruction of justice, or some combination of these factors.

Coleman’s Own Statement Requires Answers

Most importantly, Inspector General Coleman has reportedly stated publicly that senior government officials were aware of, connected to, or involved in the co***ne operation.

If accurately reported, that is an extraordinary statement from the head of the Liberia National Police.

It raises fundamental questions:

Who are the officials to whom he referred? What did they know? When did they know it? What actions did they take? What evidence supports the Inspector General’s statement? Were the individuals questioned or investigated? And, if not, why not?

The Liberian people cannot be expected to accept a serious allegation involving unnamed senior officials without a transparent explanation of what happened afterward.

If credible evidence exists, those implicated must be investigated according to law. If there is insufficient evidence, the public deserves a clear explanation and correction.

Coleman Is Now a Material Witness

By publicly asserting knowledge of senior government involvement or awareness, Inspector General Coleman has potentially made himself a material witness to matters that require investigation.

An independent inquiry should determine:

● What information did he receive?
● When and from whom did he receive it?
● What evidence supported the information?
● To whom did he report it?
● What action did he take?
● Did he order or authorize further investigation?
● Were any investigative steps delayed, restricted, or discontinued?

These questions cannot credibly be answered through an investigation controlled by the very official whose knowledge, decisions, supervision, and conduct may need to be examined.

The issue is not whether Coleman is guilty. The issue is whether he can simultaneously be a potential witness, a subject of institutional scrutiny, and the commander of the investigators examining the matter.

He cannot credibly occupy all three roles.

Recusal Is a Safeguard, Not an Admission of Guilt

The LPP emphasizes that recusal is not punishment and is not an admission of wrongdoing.

It is a basic safeguard for the integrity of the investigation.

If Inspector General Coleman acted properly, an independent inquiry should establish that fact. If there were mistakes, failures of judgment, concealment, interference, or other misconduct, an independent process should be able to establish that as well.

The same standard must apply to everyone—regardless of rank, political affiliation, personal relationship, or institutional position.

Historical Questions Also Deserve Independent Scrutiny

The LPP is also aware of historical reports involving senior police personnel, the 2022 co***ne seizure involving approximately 520 kilograms, and the subsequent placement, return, or promotion of officers in sensitive security and intelligence positions who later became subjects of scrutiny.

These reports do not establish criminal guilt by Inspector General Coleman or anyone else. The presumption of innocence and due process must be respected.

However, such matters may be relevant to questions of leadership judgment, appointments, supervision, institutional vulnerability, intelligence handling, and command responsibility.

They should therefore be examined based on verified evidence—not rumor, political loyalty, or institutional self-protection.

THE LPP’S DEMANDS
The Liberian People’s Party calls on President Boakai to:

1. Require Inspector General Gregory O. W. Coleman to recuse himself from all operational, supervisory, evidentiary, and public-communication responsibilities connected to the current co***ne investigations pending an independent inquiry.

2. Establish an independent commission of inquiry composed of persons of unquestioned integrity, with appropriate international technical assistance where necessary, and with authority to summon witnesses, obtain records, preserve evidence, and refer suspected crimes for prosecution.

3. Require Inspector General Coleman to provide the commission, under oath, with the information underlying his public statement, including the identities of the senior officials to whom he referred and the evidence supporting his claim.

4. Determine what actions were taken after Coleman received the information, including whether the individuals concerned were questioned, investigated, suspended, arrested, charged, or cleared.

5. Investigate any attempt to obstruct, delay, influence, compromise, conceal, or selectively disclose information concerning the co***ne investigations.

6. Review the recruitment, appointment, promotion, reinstatement, transfer, and supervision of officers implicated or questioned in connection with the cases, including the handling of narcotics intelligence within the LNP and other security agencies.

7. Publish an interim report within a defined period and a final report identifying institutional failures and recommending prosecution, dismissal, disciplinary action, or exoneration based strictly on the evidence.

8. Protect whistleblowers, investigators, journalists, witnesses, and public servants who provide relevant information from retaliation, intimidation, or political interference.

Accountability, Not Public Relations

Liberia cannot defeat a sophisticated international co***ne network through press conferences, diplomatic meetings, selective dismissals, or assurances that authorities will simply “follow the evidence.”

The evidence must be followed wherever it leads—from couriers and operational intermediaries to financiers, facilitators, protectors, political contacts, and senior officials, if the evidence establishes their involvement.

The Inspector General’s statement has created a public responsibility that cannot be resolved through silence.

Either senior government officials were aware of or connected to the operation, in which case they must be identified and investigated, or there was insufficient basis for such a serious public statement, in which case the public deserves an explanation.

There should be no double standard.

President Boakai has demonstrated that senior officials can be removed or suspended when credible evidence raises serious ethical or criminal concerns. That same standard must apply consistently throughout government, including within the highest levels of the national police.

Liberia’s institutions will not lose credibility because they submit to independent scrutiny.

They will lose credibility if they resist it.

The LPP therefore calls for immediate recusal, an independent inquiry, full disclosure consistent with due process, and prosecution of every person against whom credible evidence establishes criminal wrongdoing—without fear, favor, friendship, party loyalty, or official rank.

Statement on Democratic Tolerance, Freedom of Expression, and the Unjustified Attacks on the Fahnbulleh Family

The Liberian People's Party (LPP) Youth League expresses its profound concern over what appears to be a deliberate effort to silence progressive voices in Liberia. This growing culture of political intolerance is inconsistent with the democratic ideals for which generations of Liberian progressives struggled, sacrificed, and, in many instances, endured persecution.

The LPP Youth League reminds the Liberian people that the freedoms enjoyed today—including multiparty democracy, freedom of expression, and political pluralism—were not gifts bestowed by those in power. They were secured through decades of courageous struggle by progressive activists, students, intellectuals, labor leaders, and ordinary citizens who challenged one-party dominance and authoritarian rule. It is because of those sacrifices that Liberians of every political persuasion have had the opportunity to contest and occupy the nation's highest offices.

The Youth League is therefore deeply troubled by the wave of insults, falsehoods, innuendos, and hateful rhetoric directed at Comrade Henry Boima Fahnbulleh Jr., the LPP's 2017 presidential candidate, following recent public comments made by his sister, Miatta Fahnbulleh. While disagreement is an essential feature of any democracy, personal attacks, character assassination, and attempts to malign an entire family because of differing political views have no place in a civilized society.

The Fahnbulleh family occupies a distinguished place in Liberia's political and intellectual history. Ambassador Henry Boima Fahnbulleh Sr. was one of Liberia's most accomplished diplomats and public servants. In 1968, during the administration of President William V. S. Tubman, he was arrested, tried, and convicted on charges of treason after being accused of plotting against the government and criticizing the administration while serving as Liberia's Ambassador to Kenya. Ambassador Fahnbulleh consistently maintained his innocence, and many scholars and historical accounts have since characterized the prosecution as politically motivated.

Following the accession of President William R. Tolbert Jr. in 1971, Ambassador Fahnbulleh Sr. was released and granted a presidential pardon, a development widely regarded as recognition that the prosecution had been unjust. His experience remains an important chapter in Liberia's political history and serves as a lasting reminder of the dangers of political intolerance and the suppression of dissent.

Against this historical backdrop, the LPP Youth League unequivocally affirms Miatta Fahnbulleh's constitutional right to express her views. Article 15 of the Constitution of the Republic of Liberia guarantees every citizen the right to freedom of speech and expression. Those who disagree with her opinions are equally entitled to respond, but such responses must be grounded in facts, civility, and mutual respect—not abuse, intimidation, or deliberate misinformation.

The Liberian People's Party Youth League categorically condemns the campaign of vitriol directed at Miatta Fahnbulleh, the malicious attempts to smear Comrade Henry Boima Fahnbulleh Jr., and the broader effort to demonize Liberia's progressive movement. Comrade Fahnbulleh is a respected academic, public intellectual, diplomat, and statesman whose decades of public service speak for themselves. Political disagreement must never become an excuse for personal attacks or the distortion of historical facts.

The LPP Youth League further calls upon all political parties, public officials, civil society organizations, the media, and ordinary citizens to reject the politics of hatred and embrace a culture of respectful dialogue. Liberia's democracy can flourish only when ideas compete freely, citizens engage one another peacefully, and constitutional rights are protected without fear or intimidation.
As our nation continues its democratic journey, the Liberian People's Party Youth League remains unwavering in its commitment to defending the constitutional liberties for which so many Liberians sacrificed. We urge every citizen to participate actively in national discourse, exercise the right to free speech responsibly, and reject all forms of political intolerance. Only through mutual respect, truth, and democratic engagement can Liberia continue its march toward lasting peace, justice, and national progress.

PRESS STATEMENT OF THE LIBERIAN PEOPLE'S PARTY (LPP) YOUTH LEAGUE

FOR IMMEDIATE RELEASE

A CALL TO THE NATIONAL EXECUTIVE COMMITTEE OF THE LIBERIAN PEOPLE'S PARTY TO INITIATE STRATEGIC PUBLIC INTEREST LITIGATION IN DEFENSE OF THE LIBERIAN PEOPLE

The Liberian People's Party (LPP) Youth League extends its compliments to the people of Liberia and reaffirms its unwavering commitment to the principles upon which our Republic was founded: accountability, transparency, constitutional governance, and the responsible stewardship of public resources.

Today, we respectfully call upon the National Executive Committee of the Liberian People's Party, under the distinguished leadership of Chairman J. Yanqui Zaza, to immediately commence a series of public interest lawsuits against the appropriate government institutions and officials whose statutory responsibilities require them to protect the financial interests of the Liberian people.

This call is neither political theater nor partisan rhetoric. It is rooted in the Constitution of Liberia, the rule of law, the Public Financial Management framework, the General Auditing Commission Act, the Freedom of Information Act, the National Social Security and Welfare Corporation Act, and internationally accepted financial reporting standards.

For far too long, successive governments have allowed audit findings, financial irregularities, and reports of public concern to gather dust on shelves while ordinary Liberians continue to suffer under economic hardship. Accountability delayed has become accountability denied.

I. ENFORCEMENT OF THE GENERAL AUDITING COMMISSION'S FINDINGS

The 1986 Constitution of Liberia places the management of public resources under the strict supervision of the law. The General Auditing Commission (GAC), established under Article 89 of the Constitution, serves as the supreme audit institution charged with examining the use of public resources.

The Ministry of Justice has the constitutional and statutory responsibility to enforce the laws of Liberia, while the Ministry of Finance and Development Planning is entrusted with safeguarding the financial integrity of the Republic.

The Youth League therefore urges the LPP National Executive Committee to institute legal proceedings compelling these institutions to enforce the findings contained in the 2024 and 2025 GAC audit reports, including but not limited to:
- Recovery of approximately US$181 million reportedly owed by agricultural investors from financing extended in 2013.
- Investigation and clarification of approximately US$704 million of the reported US$1.03 billion domestic debt identified by the GAC as unsupported or invalid.

These are not merely accounting discrepancies. They represent resources that could transform Liberia's education system, healthcare sector, road network, agriculture, and youth employment.

II. DEMANDING ACCOUNTABILITY FROM THE CENTRAL BANK OF LIBERIA

The Youth League further urges legal action compelling the Ministry of Justice and the Ministry of Finance to require the Central Bank of Liberia to fully account for major financial transactions reflected in its audited financial statements.

Specifically, the Central Bank should be required to:
- Produce documentary evidence identifying the assets exchanged for the US$205.56 million reflected in Note 16 of its 2018 audited financial statements.
- Provide the legal basis upon which approximately US$207 million and US$101 million, reportedly held in custody, were reclassified as assets of the Central Bank.

Financial transparency is not optional. It is a constitutional obligation owed to every Liberian taxpayer.

III. PROTECTING THE CONTRIBUTIONS OF LIBERIAN WORKERS THROUGH NASSCORP

The National Social Security and Welfare Corporation (NASSCORP) exists to protect the retirement security of Liberian workers. Every dollar contributed by workers belongs to those workers and must be managed solely in their interest.

The Youth League therefore calls upon the LPP National Executive Committee to institute legal proceedings compelling the Board of Directors and Chief Executive Officer of NASSCORP to:
- Seek reimbursement of approximately US$80,000 reportedly used to purchase vehicles for then President-elect Joseph N. Boakai, if those expenditures were made from NASSCORP resources without lawful authority.
- Demand all outstanding interest income due on approximately US$40 million in Government of Liberia bonds purchased by NASSCORP.
- Require the Government of Liberia to remit all employee contributions withheld from workers but allegedly not transferred into NASSCORP accounts.
- Ensure commercially sound leasing arrangements for NASSCORP properties, including the ELWA Junction property and the property located on 22nd Street, so that contributors receive maximum value from these investments.
- Demand reimbursement from the Government for any expenditures improperly charged against NASSCORP.

Under International Financial Reporting Standards (IFRS), interest income from bonds must be recognized using the Effective Interest Rate method. Failure to recognize or collect such interest raises significant questions regarding the protection of contributors' funds.

IV. INVESTIGATION OF ALLEGED BUDGET MANIPULATION

The Youth League further calls upon the National Executive Committee to file an action compelling the Ministry of Justice and the Liberia Anti-Corruption Commission to investigate public allegations made by former Speaker J. Fonati Koffa, who reportedly alleged that legislators inflate national budget appropriations and subsequently receive kickbacks from ministries and agencies.

These allegations concern the integrity of Liberia's national budget and therefore deserve an impartial, independent, and transparent investigation.

No public official should be above the law.

V. ENFORCEMENT OF THE FREEDOM OF INFORMATION ACT

Transparency is not discretionary.

Sections 1.4(b) and 1.4(c) of Liberia's Freedom of Information Act require proactive dissemination of essential public information.

Section 1.6 extends these obligations to ministries, agencies, commissions, state-owned enterprises, and private entities performing public functions or receiving public resources.

Accordingly, the Youth League calls upon the LPP National Executive Committee to institute legal proceedings compelling all state-owned enterprises and public corporations to publish:
- Audited financial statements;
- Annual budgets;
- Material contracts; and
- Other public financial records required by law.

Citizens cannot effectively hold their government accountable if critical financial information remains hidden from public scrutiny.

VI. REVIEW OF NATIONAL PORT AUTHORITY EXPENDITURES

The Youth League further urges legal action compelling the Ministry of Justice and the Ministry of Finance to ensure that the National Port Authority complies with the financial responsibilities established under the 2011 Concession Agreement with APM Terminals Liberia.

Under the landlord port model established by that agreement, APM Terminals serves as the operating entity responsible for operational activities and related expenses, while the National Port Authority functions primarily as landlord, regulator, and asset manager.

Consequently, expenditures charged against the National Port Authority should be consistent with its legally defined functions. Any operational expenses contractually assigned to APM Terminals should not improperly burden the finances of the National Port Authority.

THE LEGAL FOUNDATION FOR THIS CALL

This appeal is grounded in:
- The 1986 Constitution of the Republic of Liberia;
- Article 89 establishing the General Auditing Commission;
- The General Auditing Commission Act;
- The Public Financial Management legal framework;
- The Freedom of Information Act, particularly Sections 1.4(b), 1.4(c), and 1.6;
- The National Social Security and Welfare Corporation Act;
- The Anti-Corruption legal framework of Liberia; and
- International Financial Reporting Standards governing financial reporting and recognition of investment income.

OUR MESSAGE TO THE NATIONAL EXECUTIVE COMMITTEE

The Liberian People's Party has historically distinguished itself as the conscience of the nation. Our founders believed that public office is a sacred trust and that government exists to serve the people—not private interests.

The Youth League therefore respectfully urges Chairman J. Yanqui Zaza and the National Executive Committee to demonstrate courageous leadership by initiating strategic public interest litigation to compel accountability, recover public resources where legally justified, strengthen transparency, and reinforce the rule of law.

This is not an attack on any individual or institution. It is a call for every public official and every public institution to faithfully discharge the duties imposed by law.

Liberians deserve a government where audit reports lead to action, where workers' pension contributions are protected, where public finances are transparent, and where no allegation of financial misconduct goes without lawful scrutiny.

The rule of law must prevail over the rule of silence.

The Liberian People's Party Youth League remains committed to working peacefully, constitutionally, and lawfully in pursuit of accountable governance, fiscal responsibility, and social justice for all Liberians.
