Second Quarter 2026 Northern Traditional Leaders Committee (NTLC) Meeting on Primary Health Care Delivery

The Federal Ministry of Health and Social Welfare, in collaboration with the National Primary Health Care Development Agency (NPHCDA) and development partners, including the Sultan Foundation for Peace and Development (SFPD), Chigari Foundation, UNICEF, WHO, the Gates Foundation, Rotary International, and others, convened the Second Quarter 2026 Northern Traditional Leaders Committee (NTLC) Meeting on Primary Health Care Delivery on Wednesday, 5 August 2026, in Abuja.
The meeting was attended by the Coordinating Minister of Health and Social Welfare, Professor Muhammad Ali Pate, CON; the Executive Director/Chief Executive Officer of the National Primary Health Care Development Agency, Dr. Muyi Aina; the Chairman of the NTLC, His Highness Alhaji Muhammad Sama'ila Mera, CON, Emir of Argungu; members of the Committee drawn from the 19 Northern States and the Federal Capital Territory (FCT), Abuja; as well as representatives of key development partners, including UNICEF, WHO, the Gates Foundation, Rotary International, and other stakeholders.
The meeting reviewed progress made during the second quarter in the implementation of polio eradication activities, routine immunization, and other primary health care interventions implemented by the NPHCDA with the active support of traditional leaders. Members received updates on the In-Between Rounds Activities (IBRA) and the Big Catch-Up Campaign conducted across 15 priority states, namely Sokoto, Kebbi, Zamfara, Katsina, Kano, Jigawa, Bauchi, Borno, Adamawa, Gombe, Yobe, Niger, Nasarawa, and Kwara.
The Committee was informed that the IBRA Standalone Campaign achieved 91% settlement coverage, 91% vaccination coverage, and 75% coverage of eligible children with the novel Oral Polio Vaccine (nOPV2) across the participating states, reflecting significant progress towards interrupting poliovirus transmission and improving population immunity.
Participants also received an update on the Federal Government's National Food Bank Programme, which was recently launched by the First Lady of the Federal Republic of Nigeria, Senator Oluremi Tinubu, in Jigawa (North-West), Borno (North-East), and Kogi (North-Central) States. The initiative is aimed at addressing acute malnutrition among children and strengthening the country's nutrition response through improved access to essential food commodities.
In his remarks, the Coordinating Minister of Health and Social Welfare commended the traditional leaders for their unwavering commitment to advancing primary health care delivery. He acknowledged their invaluable contributions in fostering community trust, supporting social and behavioural change initiatives, supervising field activities, mobilizing caregivers for immunization services, and resolving cases of non-compliance within their respective communities.
Speaking on behalf of the Committee, the Chairman of the NTLC, His Highness Alhaji Muhammad Sama'ila Mera, CON, Emir of Argungu, expressed appreciation to the Federal Ministry of Health and Social Welfare and the NPHCDA for their continued leadership and technical guidance in strengthening primary health care delivery across the country. He also acknowledged the sustained support of development partners in promoting demand generation for routine immunization, polio eradication, and other vaccine-preventable disease interventions. The Chairman reaffirmed the Committee's commitment to working closely with government and partners to improve maternal, newborn, child health, and other primary health care outcomes across Northern Nigeria.

The campaign aims to vaccinate children under five years of age against Polio, thereby contributing to the interruption of poliovirus transmission and the strengthening of routine immunization efforts.
The Sultan Foundation for Peace and Development (SFPD) is supporting the campaign through the strategic engagement of traditional leaders, who will provide supportive supervision within their communities and help address cases of non-compliance as they arise.

As part of the pre-implementation activities, flag-off events are being conducted by Emirs and District Heads across the implementing states. These activities are facilitated by the respective state teams with support from the Foundation, ensuring strong community mobilization and ownership.

At the conclusion of the campaign, it is expected that immunization coverage across the targeted states will significantly improve.
