Earlier today, Monday, June 15, 2026, the House of Representatives, Federal Republic of Nigeria held an Emergency Sitting, presided over by the Honourable Speaker, Rt. Hon. Abbas Tajudeen, PhD, GCON.

The sitting was convened to facilitate the effective implementation of the 2025 Appropriation Act and further strengthen parliamentary administration.

A major item on the Order Paper was a Bill for an Act to Amend the Appropriation (Repeal and Enactment) Act, 2025, seeking to extend the implementation period for the capital component of the 2025 Budget from June 30, 2026, to September 30, 2026. The Bill was read for the First Time and subsequently considered for Second Reading.

During the debate, Members underscored the importance of granting additional time to ensure the ex*****on and completion of ongoing capital projects captured in the 2025 Budget.

Following its consideration by the House Committee of Supply, the Bill was passed at Third Reading, thereby extending the implementation period of the capital component of the 2025 Appropriation Act to September 30, 2026.

The proceedings reaffirmed the House of Representatives' commitment to promoting effective budget implementation, strengthening legislative oversight, and ensuring the efficient discharge of its constitutional responsibilities in the interest of the Nigerian people.

3️⃣ YEARS OF TRANSFORMATIONAL & PEOPLE-CENTERED REPRESENTATION

Reflecting on Service, Impact, and Our Shared Progress

My dear constituents of Uyo/Uruan/Nsit Atai/Ibesikpo Asutan Federal Constituency,

With profound gratitude to Almighty God and a deep sense of responsibility to the people who entrusted me with the mandate to represent them in the House of Representatives, I reflect on the remarkable journey of the past three years of service.

These three years have been defined by a singular commitment: to provide transformational and people-centered representation that directly improves the lives of our people and lays a solid foundation for sustainable development across our Federal Constituency.

From the very first day I took the oath of office on Tuesday, June 13, 2023, I came prepared, focused, and intentional about attracting the dividends of democracy to our constituents. My vision has always been to ensure that governance is not distant from the people but remains visible, accessible, and impactful in every nook and cranny of the Federal Constituency.

Today, I am humbled by the progress and achievements we have collectively recorded.

MEGA EMPOWERMENT PROGRAMME

One of the landmark achievements of this representation was the unprecedented Mega Empowerment Programme held on November 27, 2025, which was valued at over ₦1 billion.

The programme saw the distribution of:

• 5 high-quality cars

• 20 mini buses

• 44 cargo tricycles (Katafrak)

• 22 passenger tricycles (Keke)

• 51 motorcycles

• 40 sewing machines

• 42 deep freezers

• ₦10 million grant to one beneficiary

• ₦2 million each to two beneficiaries

• ₦1 million each to 78 beneficiaries

• ₦500,000 each to 14 beneficiaries

• ₦250,000 each to three beneficiaries

• ₦200,000 each to 102 beneficiaries

• ₦100,000 each to 182 beneficiaries

• 100 bags of cement to one beneficiary

Even after the event, additional empowerment items, including passenger tricycles, motorcycles, deep freezers, and sewing machines, were distributed to deserving beneficiaries.

A particularly memorable moment was the presentation of a ₦1 million empowerment grant to our beloved constituent, popularly known as "Dancing" Joy John, whose resilience and positive spirit continue to inspire many.

INFRASTRUCTURE DEVELOPMENT

I firmly believe that development thrives where infrastructure exists. Consequently, my representation has facilitated several strategic projects, including:

• Construction of the 4.5-kilometre Ibakang–Ikot Ekpot–Ikot Ukpong Road with drainage systems and solar-powered streetlights in Nsit Atai Local Government Area.

• Construction of Ifa Atai Street with solar-powered streetlights in Uyo Local Government Area.

• Construction of Atakpo Lane, off Uruan Street, with solar-powered streetlights in Uyo Local Government Area.

• Construction of the 5,000-capacity Otuekong Raphael Bassey Unity Hall in Odot, Nsit Atai Local Government Area.

• Construction of a recreational centre with indoor and outdoor sporting facilities in Idu, Uruan Local Government Area.

• Ongoing construction of Ekpenyong Urua Street, Mbiabong, off Oron Road, Uyo Local Government Area.

RURAL DEVELOPMENT

Through deliberate interventions, we have installed over 1,350 solar-powered streetlights across various communities in Uyo, Uruan, Nsit Atai, and Ibesikpo Asutan Local Government Areas.

These projects have transformed previously dark environments into safer and more vibrant communities, boosting economic activities and improving security.

I have also facilitated the reactivation of major solar-powered water schemes and the construction of new solar-powered boreholes in Eman Ukpa, Atakpo Lane, and Ikot Ikan-Asutan, each with a 12,000-litre capacity, ensuring access to clean and safe water for our people.

HEALTHCARE INITIATIVES

Healthcare remains a critical pillar of my representation.

Through major medical outreach programmes conducted across the Federal Constituency, over 10,820 beneficiaries received free healthcare services, including eye care, medical consultations, medications, and life-saving surgical procedures.

For many families, these interventions provided access to healthcare services that would otherwise have remained beyond their reach.

HUMAN CAPACITY DEVELOPMENT

I strongly believe that true development begins with empowering people.

To this end, we have successfully trained and empowered hundreds of constituents in agriculture, kaolin mining, poultry production, snail farming, agribusiness, and various entrepreneurial ventures, accompanied by substantial grants and startup support running into hundreds of millions of naira.

These initiatives have not only improved livelihoods but have also created pathways for economic self-reliance and wealth creation.

EDUCATIONAL INTERVENTIONS

Recognizing education as the foundation of societal progress, I have prioritized educational development through:

• Construction and furnishing of a six-classroom block at Migrant Secondary School, Ibakang, Nsit Atai Local Government Area.

• Renovation of classroom blocks at QIC Central School, Iwok, Nsit Atai Local Government Area, and Lutheran Primary School, Ikot Akpa Oso, Ibesikpo Asutan Local Government Area.

• Launch of an Education Support Scheme through which 234 students received ₦100,000 each.

• Continuous tuition support programmes for students from our constituency.

EMPLOYMENT FACILITATION

One of the most rewarding aspects of this mandate has been facilitating employment opportunities for our constituents in federal establishments, including:

• Federal Inland Revenue Service (FIRS)

• Federal College of Education, Ididep

• Federal Medical Centre, Abakaliki

• College of Dental Technology and Therapy

• Radio Nigeria

• National Institute for Legislative and Democratic Studies (NILDS)

These opportunities represent hope, dignity, and economic stability for many families.

LEGISLATIVE RESPONSIBILITIES

While delivering constituency projects and empowerment programmes, I have remained committed to my constitutional responsibility of lawmaking.

I have sponsored and supported several people-oriented bills and motions, including the Higher National Diploma Discrimination (Prohibition) Bill, 2023, and constitutional amendment proposals aimed at strengthening our democracy and promoting equity.

As Chairman of the House Committee on Inter-Parliamentary Relations and a Member of the Executive Committee of the African Parliamentary Union (APU), I have proudly represented Nigeria and our National Assembly in numerous international engagements, fostering legislative cooperation and strengthening Nigeria's diplomatic presence on the global stage, including visits to Namibia, Tanzania, Angola, Switzerland, Uganda, Morocco, Ghana, Liberia, the United States of America, Seychelles, Uzbekistan, and Malawi.

GOING FORWARD

As I reflect on the journey so far, I remain deeply grateful for the trust, support, and encouragement of the good people of Uyo Federal Constituency.

The achievements of the past three years are not mine alone; they are the product of our collective vision, unity, and shared commitment to progress.

For me, true success is not measured by material possessions or personal wealth but by the positive impact we make in the lives of our people. What makes me a successful man is not the amount of money in my bank account or the mansions in my name, but the smiles on the faces of constituents whose lives have been transformed through empowerment, support, and opportunities they once thought were beyond their reach. These stories of hope, progress, and renewed possibilities continue to inspire my commitment to selfless service.

While we celebrate these milestones, I am mindful that there is still much work ahead. As I enter the final phase of my first term as your representative, I recognize that the future holds even greater opportunities for development, empowerment, and transformation.

I therefore call on all sons and daughters of Uyo/Uruan/Nsit Atai/Ibesikpo Asutan Federal Constituency to continue supporting this noble cause as we work together to build a constituency where prosperity, opportunity, and effective representation remain the birthright of every citizen.

With God on our side and with our collective determination, the future of Uyo Federal Constituency is indeed bright.

To Almighty God be all the glory for the successes recorded thus far and for the greater accomplishments that lie ahead.

We are a nation of resilience, hope, and pride. Over the past 27 years, our democracy has weathered uncertainties, challenges, and setbacks, yet we have remained steadfast in our commitment to sustaining and strengthening this noble system of government.

Through our collective determination, we have continued to advance the ideals of democratic governance, accountability, and the rule of law.

As legislators, we remain intentional about enacting people-centered laws and providing effective representation that responds to the needs and aspirations of our citizens.

Together, we can build a Nigeria that is more prosperous, united, secure, and full of opportunities for all.
