Institutionalizing Sustainable Repair and Maintenance Financing through the Rural Water Supply Service Support Center (SSC): Experience from Hima Local governments, Karnali Province – Suswa 01/09/2026

Investing in water infrastructure is only part of the solution. Ensuring that services remain functional over time requires strong local institutions, sustainable financing mechanisms, and clear systems for post-construction support.

Through its systems-strengthening approach, the SuSWA Project supported Hima Rural Municipality to institutionalize a Repair and Maintenance (R&M) Fund Operational Guideline through its Rural Water Supply Service Support Center (SSC).

The experience offers an important lesson: when local governments have the mandate, mechanisms, and resources to respond to maintenance needs, communities are better positioned to protect and sustain their water services.

In one recent repair, the Water User Committee contributed 52% of the total repair cost, demonstrating strong community ownership and commitment, while the remaining 48% was supported through the municipal R&M Fund.

This is more than a repair mechanism it is an example of how locally led systems can strengthen accountability, resilience, and the long-term sustainability of rural water services.

As SUSWA moves into its final year, strengthening local WASH institutions is central to ensuring a sustainable transition beyond the project period.

The 3rd Slot of the four-day Integrated Capacity-Building (ICB) Training, held in Surkhet, brought together 42 newly recruited WASH Unit staff from Local Governments across Karnali.

Across four days, the training focused on practical capacity strengthening across key WASH areas—including safely managed sanitation, BCC, WASH marketing, SSC, GEDSI, Baby WASH, M&E and WASH in Schools.

With 100+ WASH Unit staff recruited across 28 Local Governments, this investment in institutional capacity is an important step under SUSWA’s Controlled Landing Strategy helping ensure that strengthened systems, knowledge and capacities remain embedded within Local Governments beyond SUSWA.

What if the people who shape traditions could also help change them? 👀

In many communities, Dhami/Jhakris (religious leader) are more than traditional healers they are trusted voices who influence beliefs, decisions and everyday practices. So, when it comes to changing harmful menstrual traditions, engaging them is not just important it is essential.

That is why SUSWA has kicked off a two-day workshop on Dignified Menstruation Management to Dhami/Jhakri in Naumule, Dailekh, bringing together 31 participants from all 8 wards.

A workshop that creates a space to listen, learn, question and reflect and, most importantly, to equip traditional and religious leaders to become advocates for dignified menstruation within their own communities.
