WE NEED TO CHANGE THE WAY WE THINK ABOUT DISASTERS.
OLD MINDSET
π¨ May baha β Mag-evacuate
π¨ May bagyo β Mag-relief
π¨ May disaster β Maglinis at bumangon ulit
β
Mahalaga ang lahat ng ito.
Pero hindi sapat.
THE REAL QUESTION IS:
Hindi lang:
"Handa ba tayo kapag may disaster?"
Dapat din:
"Bakit naging ganito kalaki ang risk?"
A HAZARD DOES NOT AUTOMATICALLY BECOME A DISASTER.
Our decisions matter.
π Saan tayo nagtatayo ng bahay?
π« Saan natin inilalagay ang schools at hospitals?
π Maayos ba ang drainage at waterways?
πΊοΈ Ginagamit ba ang hazard maps at risk assessments?
ποΈ Matibay ba ang infrastructure?
π° Ginagamit ba nang tama ang public funds?
REAL RESILIENCE IS NOT JUST RECOVERY.
β Hindi lang kung gaano kabilis maglinis pagkatapos ng baha
β Hindi lang kung gaano kahusay sa rescue operations
β
Mas mababang vulnerability
β
Mas ligtas na communities
β
Mas matalinong decisions
β
Mas matibay na infrastructure
β
Totoong nabawasang disaster risk
THE SENDAI FRAMEWORK PARADIGM SHIFT

π΄ Reaction

π’ Prevention
FROM:
π΄ Responding to Disasters
TO:
π’ Reducing Disaster Risk
FROM:
π΄ "May Hazard"
TO:
π’ "Ano ang Risk at Bakit?"

π’ "Nabawasan ba Talaga ang Risk?"

GOOD GOVERNANCE REDUCES RISK.
The decisions we make today about:
π£οΈ Roads
π Bridges
π Drainage Systems
ποΈ Land Use
π’ Public Buildings
π³ Environmental Protection
can either:
REDUCE RISK
OR
CREATE MORE RISK
THE GOAL IS NOT BETTER DISASTER RESPONSE.
THE GOAL IS:
β
Fewer people exposed to hazards
β
Lower vulnerability
β
Stronger communities
β
Better planning
β
Smarter investments
β
Less disaster risk
RESILIENCE IS NOT A SLOGAN.
It must be seen in:
ποΈ Safer communities
ποΈ Stronger infrastructure
π Better decisions
π° Smarter use of public funds
π‘οΈ Reduced vulnerability
π± Reduced disaster risk
FROM REACTION β TO PREVENTION
FROM DISASTER RESPONSE β TO DISASTER RISK REDUCTION
