PRO3 RECORDS 16.82% DROP IN FOCUS CRIMES AS JBM PATROL SYSTEM IMPLEMENTATION CONTINUES

Camp Olivas, City of San Fernando, Pampanga — Police Regional Office 3 (PRO3) recorded a 16.82 percent decrease in focus crimes across Central Luzon as the implementation of the JBM Patrol System continues, alongside significant accomplishments in various law enforcement campaigns.

Comparative crime data show that focus crime incidents declined from 107 cases recorded from August 9 to 22, 2026, to 89 cases from August 23 to September 5, 2026, representing 18 fewer incidents.

Notable reductions were recorded in murder, which dropped by 62.5 percent; homicide, by 50 percent; r**e, by 38.46 percent; theft, by 17.39 percent; and motorcycle carnapping, by 18.18 percent.

The JBM Patrol System, implemented on August 15 under the leadership of PRO3 Regional Director PBGEN Jess B Mendez, is designed to strengthen police visibility and make patrol deployment more purposeful, responsive, and focused on the actual peace and order concerns of communities.

From August 15 to September 5, PRO3 also posted substantial accomplishments across its various law enforcement campaigns. These included the arrest of 111 persons in illegal drug operations and the confiscation of approximately ₱3.61 million worth of illegal drugs.

PRO3 personnel also accounted for 258 loose fi****ms, with 21 persons arrested and 91 cases filed in court, while 382 wanted persons were arrested, including 64 Most Wanted Persons and 318 other wanted persons.

The implementation of local ordinances likewise resulted in action against 226,431 violators, generating more than ₱14.33 million in fines, while anti-illegal gambling operations led to the arrest of 244 persons. PRO3 also conducted 269 operations against smuggled and counterfeit to***co products, resulting in the confiscation of items with an estimated value of ₱874,887.00.

For communities across Central Luzon, these gains translate into fewer potential victims, fewer illegal fi****ms and dangerous drugs on the streets, and fewer wanted persons remaining at large. Greater police visibility also brings law enforcement closer to residents, allowing personnel to respond more quickly to concerns and address potential threats before they escalate.

PBGEN Mendez said the results reinforce the importance of maintaining a visible and purposeful police presence.

“The real measure of our patrol system is not simply how many personnel are deployed, but whether their presence helps make communities safer. When crimes decrease, wanted persons are arrested, and illegal drugs and fi****ms are removed from the streets, our people benefit directly. That is the kind of police presence we want our communities to feel.”

The continuing implementation of the JBM Patrol System supports the leadership direction of Chief, PNP PGEN Jose Melencio C Nartatez Jr. toward strengthening police presence, proactive law enforcement, and responsive police service nationwide.

PRO3 will continue to assess crime trends and ground-level information to guide patrol deployment and other law enforcement efforts, ensuring that personnel and resources are directed to areas where they are needed most.

Through these efforts, PRO3 remains committed to sustaining safer communities and delivering “Serbisyong Mabilis, Tapat, at Nararamdaman” throughout Central Luzon.

8 SUSPECTS NABBED IN FOILED TARLAC PAWNSHOP ROBBERY

Camp Olivas, City of San Fernando, Pampanga — Eight suspects were arrested after police foiled an alleged robbery at a pawnshop in Santa Ignacia, Tarlac, on September 4, 2026.

At about 10:30 AM, Santa Ignacia police responded after the establishment's alarm along Romulo Highway, Barangay Poblacion West, was activated and reported through 911. Upon inspection, responding personnel discovered an opening near the roll-up door and found that the suspects had allegedly used the highway drainage system to gain access to the establishment.

A follow-up operation led to the arrest of five suspects who were allegedly escaping through the same drainage system. Further investigation led police to three other alleged cohorts waiting aboard an Isuzu Elf truck in Barangay Población East, resulting in their arrest during a hot pursuit operation.

Recovered during the operations were an improvised pistol, three hand gr***des, one r***e gr***de, eight sachets of suspected shabu, the Isuzu Elf truck, and various tools allegedly used in the attempted robbery.

PRO3 Director PBGEN Jess B Mendez said the operation not only prevented the robbery but also removed potentially dangerous weapons and explosives from the community.

“Our personnel acted quickly on the information they received, preventing the crime and apprehending all eight suspects. The recovery of fi****ms and explosive devices also prevented these from posing further danger to our communities. This is the kind of quick and decisive police response that we want our people to feel,” PBGEN Mendez said.

PRO3 said the incident demonstrates how timely reporting, effective security systems, and immediate police response can help prevent crimes before they cause greater harm to businesses and communities.

The suspects are now undergoing appropriate legal proceedings as PRO3 continues its intensified anti-criminality operations in support of the leadership thrust of Chief, PNP PGEN Jose Melencio C Nartatez Jr. and the commitment to deliver “Serbisyong Mabilis, Tapat, at Nararamdaman.”
