UP OVPDx Data Governance Program

𝗘𝘃𝗲𝗿 𝘄𝗼𝗻𝗱𝗲𝗿 𝘄𝗵𝗼’𝘀 𝗯𝗲𝗵𝗶𝗻𝗱 𝘆𝗼𝘂𝗿 𝗖𝗨’𝘀 𝗱𝗮𝘁𝗮 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻? 🤔🔒

As a legal officer and a lecturer at the UP Baguio College of Arts and Communication, Atty. Paulo M. Bautista brings both legal expertise and academic insight to his role as the University of the Philippines Baguio's Data Protection Officer (DPO).

As DPO, he serves as the University's privacy guardian: the eyes and ears looking out for the protection of your personal information. He bridges UP Baguio and government agencies to ensure compliance, and empowers offices to treat data protection as a shared responsibility.

Together with UP Baguio offices, he has helped shape key milestones: the CU's Data Privacy Policy — used as a basis for other related policies — and a growing network of privacy champions, because data protection is a community effort.

Stay tuned for the next 𝙋𝙧𝙞𝙫𝙖𝙘𝙮 𝙇𝙤𝙘𝙠-𝙞𝙣 series and meet the other UP DPOs ✨

From raw records to real decisions, data passes through and lands in several hands and systems.

Anonymization is the step that protects the journey of an individual's data while ensuring that the patterns, trends, and insights needed for good decisions remain fully intact.

Did you know you can use an email alias to keep your real email address hidden? 📧

Instead of handing out your actual email, an alias acts as a stand-in — forwarding messages to your inbox while keeping your real address out of sight!

How do they work?
➡️ An email alias is an alternative email address that functions as a forwarder — emails sent to the alias are automatically delivered to the main inbox.

Organizations and individuals prefer it for various reasons:
✅ Keep your real email safe
✅ Have more security, get less spam
✅ Manage your email better

In celebration of Privacy Awareness Week 2026, the UP OVPDx Data Governance Program hosted a hands-on webinar last May 26, 2026, via MS Teams, with over 60 participants from HR offices, college departments, and IT units.

Led by 𝗗𝗿. 𝗥𝗶𝗮 𝗠𝗮𝗲 𝗛. 𝗕𝗼𝗿𝗿𝗼𝗺𝗲𝗼, participants explored Amnesia by OpenAIRE, learning practical techniques to de-identify student, personnel, and alumni records.

“Once identifiable data is shared unnecessarily, privacy risks emerge. So the question becomes, how can we preserve the usefulness of the data while reducing the risk to individuals? And that's the role of the identification or anonymization,” said Dr. Borromeo.

Building on last year’s workshop that introduced ARX for research datasets, this session continues UP’s practice of strengthening privacy literacy and embedding anonymization into daily workflows. In line with the advocacy of the National Privacy Commission, these initiatives reflect the University’s ongoing commitment to responsible data stewardship and privacy-preserving analytics.

Ever heard of data scraping? 🕵️‍♂️

It’s how programs convert human-readable web content into machine-readable datasets — powerful, but risky when misused.
