Leadership in local governance starts with learning, innovation, and responsible stewardship.

The Philippine Councilors League Northern Samar Chapter proudly presents GIYA 2026: Guiding Legislative Budgeting and Fiscal Oversight for Effective Local Governance, on July 1, 2026 (Wednesday) at Ibabao Hall, Provincial Capitol, Catarman, Northern Samar.

Derived from the Waray word "Giya," which means "Guide," the program embodies the League's commitment to equipping councilors with the knowledge, direction, and practical tools needed to navigate the complexities of budget legislation and fiscal governance. Just as a guide provides clarity and direction, GIYA 2026 is a roadmap toward informed decision-making and transparent resource management.

Mark your calendars and join us as we continue to build more competent, accountable, and responsive local legislative institutions.

Happy Birthday po, Vice Mayor Eping Sosing
