Filipino teachers are some of the most passionate we have ever met. That is not the difference.

The difference is the door. In the Philippines, the lesson mostly stays inside the classroom, and so do the students. A field trip means permission slips, safety risk, liability, and a long list of restrictions. So the chance to connect what is in the book to what is outside the window gets lost.

Not because teachers do not want to. Because the system makes it hard.

At better-ed, we believe the quality of an assessment depends on the quality of its questions. So we set out to answer a simple question: how do you measure whether a question is actually good for a given student?

Three goals drove this research:

Ask the right questions. We want better-ed to ask questions calibrated to each student's learning capability, not one-size-fits-all.
Go beyond memorization. Traditional exams mostly test recall. We want to challenge students to analyze, evaluate, and create. Bloom's Taxonomy gives us a proven framework for measuring that kind of higher-order thinking.
Make questions easy to understand. A great question is useless if a student can't parse it. We use CEFR levels to calibrate the language complexity of each question to the student's age and grade level.

The result: a model that scores questions on both cognitive depth (Bloom's level) and language complexity (CEFR level), so better-ed can ask questions that are challenging in the right way and clear enough to answer.

In Finland they call it phenomenon-based learning.

The lesson leaves the room. A walk to school, a trip to the hills, a field visit: that is where the science in the textbook gets tested against the world. Students do not just read about a concept. They find it outside and explain what they see.

The result is simple. Kids value what they learn because they have felt it, not just memorised it.

OECD's PISA 2025: AI can help learning when it's purposeful, moderate, and guided.

Students who used AI to draft writing often scored lower than those who didn't.
But frequent users who used AI to *learn*, and were taught how to check AI output, tended to do better than users with no guidance.

AI as a substitute for thinking hurts.
AI as a scaffold for thinking can help.

The teacher's job isn't catching AI. It's knowing whether students understood.

In Finland, children get no grades until Grade 3. School runs half a day. The other half is play. No homework.

And Finnish 15-year-olds still sit near the top of the PISA rankings.

The reason is not the schedule. It is who stands in front of the class. Even early-years teachers hold advanced degrees in education, so the people teaching six-year-olds understand the science of how six-year-olds learn.

That is what we saw up close during our time in Helsinki. It changed how we think about assessment: if a country can hold off on grades for three years and still lead the world, maybe the grade was never the point. The understanding was.

Good news for Philippine classrooms.

PISA 2025: Filipino students posted their highest scores yet in reading, math, and science.

vs 2022: Reading +20 ยท Math +16 ยท Science +17

More learners hit baseline (Level 2+): reading 24%โ†’31%, math 16%โ†’21%, science 23%โ†’32%. OECD flagged PH among the fastest improvers in reading.
