Fast Rural Development Program (FRDP) is a non profit and non governmental organization, registered under the societies Act XXI of 1860 in 2007.

Fast Rural Development Program (FRDP) is a nonprofit and nongovernmental organization registered under the societies Act XXI of 1860, working in the underprivileged areas of Sindh, Pakistan since 2007. The Program is aimed at facilitating the rural communities in a way that they could be empowered to secure their rights with command over the resources and capabilities to manage the process of sustainable development. FRDP is involved with overall integrated rural development but its major focus is to promote Water and Sanitation, Health & Hygiene, Emergency Relief, improve Education, MNCH, Poverty Alleviation, Promotion of Human Rights (especially the rights of women, children and persons with disabilities) Peace Building, Good Governance in Sindh province. FRDP has well educated, experienced and committed members on its board. FRDP is known for its highly qualified, motivated and experienced staff, quality work and excellent perception among the communities, government and other relevant stakeholders at provincial, national and international level. FRDP has implemented a wide range of projects with its national including government and international partners in the fields as mentioned above. Some prominent partners are Sindh Education Foundation, UNICEF, FAO, IOM, Oxfam Novib, Concern Worldwide, The Asia Foundation, Penny Appeal, Amir Khan Foundation and NRSP. The organization has up to the mark systems and policies which include Tally ERP Financial Software, Financial Policy, Admin & Logistic Policy, HR & Gender Policy, Internal & External Audit Systems and Complaint Response Mechanism. FRDP seeks the services of top four auditors for its annual audit. FRDP believes in two-way monitoring system i.e. top to bottom and vice versa. FRDP has its well established and equipped Head Office in Hyderabad and a number of Field Offices in different districts including Jacobabad. Besides, FRDP has also a coordination office in Islamabad.

The second day of the Training of Trainers focused on building practical skills to operationalize Anticipatory Action (AA) through risk-informed planning, early warning financing, and integrating AA into existing government systems.
The day began with a recap of the key topics and learning from Day One. The sessions used a mix of in-person and virtual participation, with interactive presentations, group work, discussions, and participatory learning approaches.

Participants discussed Training Module 5: AA Financing and Anticipatory Cash, which was facilitated virtually by Naeem Iqbal from FAO. The session focused on key concepts and practical approaches related to financing Anticipatory Action and the use of anticipatory cash mechanisms.

This was followed by a session on “Operationalization of AA Protocols,” facilitated by Atif Khan from IFRC, which focused on translating AA protocols into practical actions and strengthening participants’ understanding of their operational application.
Day two concluded with session on “Institutionalization of AA and Integration into Planning Processes,” facilitated by Mohammad Khan, a consultant from PDMA. The session highlighted the importance of institutionalizing Anticipatory Action within existing planning and government systems to strengthen its sustainability and implementation.

Fast Rural Development Program (FRDP), with support of the Provincial Disaster Management Authority (PDMA) Sindh, Welthungerhilfe (WHH) and CESVI, arranged a three-day Training of Trainers on Strengthening Government-Led Anticipatory Action from 22-24 September 2026.

The training attended by the DDMA and leading government departments representatives from Naushahro Feroze, Larkano, Dadu, Mirpurkhas, Badin and Umerkot, and participants from academia, GIZ, Sindh Social Protection Authority, Pakistan Meteorological Department, BISP, ACT International, Rescue 1122, Planning & Development Department, Jazz Cash, Sami Foundation, SIDA, Pakistan Red Crescent Society, and other implementing agencies.

The first day was aimed at developing a shared understanding of the centrality of AA for enhancing preparedness before a disaster occurs. The day introduced the participants to the Building Institutional Resilience Against Natural Disasters (BRAND) project and discussed the basic ideas and building blocks of Anticipatory Action.

Participants discussed the practical steps involved in developing anticipatory action protocols, selecting triggers, and enhancing coordination among government and other stakeholders.

As part of the National HOIFA (Humanitarian Operation & Innovation Facility) under the ToGETHER Programme, the "Heatwaves Response in Vulnerable Districts of Sindh, Punjab and Balochistan" is a 2-month emergency intervention (20 July – 19 September 2026) being implemented by a consortium led by Community Development Foundation (CDF) in District Jaffarabad, Balochistan, together with Fast Rural Development Programme (FRDP) in District Shaheed Benazirabad, Sindh, and Rural Community Development Society (RCDS) in District Bahawalpur, Punjab with the support of WHH to protect communities from the escalating health and economic impacts of extreme heat.

In Shaheed Benazirabad, FRDP successfully Distributed 400 specialized, heavy-duty traffic-control umbrellas for traffic police personnel, street vendors, and hawkers in each district, protecting those who face direct, prolonged exposure to solar radiation and ambient heat while working at congested intersections and open-air stalls in urban centers; sourced from local markets, each umbrella features a large 60-inch to 72-inch canopy diameter with an inner double-layer UV-protective silver or black coating that blocks up to 99% of harmful solar rays, mitigating the risk of heatstroke and thermal exhaustion.

From assessment to validation to delivery, this response reflects the strength of a well-coordinated consortium and a shared commitment to accountable, people-centered humanitarian action, and FRDP remains proud to stand alongside WHH and its consortium partners in protecting the communities hit hardest by this summer's heatwaves.

FRDP has distributed 500 Heat wave Kits to frontline community and health facility workers, hawkers, street vendors, and other outdoor workers in Shaheed Benazirabad mobile, responsive medical assets designed to protect them from acute dehydration and early thermal shock during peak heat waves.

Frontline community and health facility workers, hawkers, street vendors, and outdoor workers spend the hottest hours of the day exposed to the sun, making them among the most vulnerable to acute dehydration and early thermal shock during peak heatwaves, and it is precisely this exposure that made them a priority under FRDP's Heatwaves Response initiative in District Shaheed Benazirabad, Sindh, part of the National HOIFA project under the ToGETHER Programme. Recognizing that this frontline workforce needed mobile, responsive medical assets rather than one-time relief, FRDP successfully distributed 500 Heatwave Kits directly to Community Health Workers (CHWs), Lady Health Workers (LHWs), Lady Constables, hawkers, and street vendors, following a rigorous, WHH-validated beneficiary selection process and close field-level monitoring to ensure every kit reached the people who needed it most.

By equipping these workers with the means to protect themselves in real time, FRDP is helping safeguard the very individuals who keep communities running and healthcare systems functioning, even in the peak of summer's harshest conditions.

Building on this validated data, FRDP successfully distributing Heat wave Kits to Community Health Workers (CHWs), Lady Health Workers (LHWs), Lady Constables, and hawkers/outdoor workers who are most exposed to extreme heat, alongside 500 food ration packs delivered to the most deserving households across the community.

From assessment to validation to delivery, this response reflects the strength of a well-coordinated consortium and a shared commitment to accountable, people-centered humanitarian action, and FRDP remains proud to stand alongside WHH and its consortium partners in protecting the communities hit hardest by this summer's heatwaves.
