Today we reached an important milestone by presenting our policy proposal to Hon. Prime Minister Dr. Harini Amarasuriya, seeking to address a historic injustice and establish a fair and inclusive university admission policy that recognizes the rights of Sri Lankan expatriate students.

At present, Sri Lankan expatriate students educated abroad are grouped together with foreign applicants under the existing 4.5% foreign student quota, rather than being recognised as Sri Lankan citizens. As a result, many families are compelled to send their children overseas for higher education, leading to significant foreign exchange outflows, despite their continued contribution to Sri Lanka through remittances and their enduring commitment to the nation.
Our proposal does not seek additional university allocations or place any extra burden on the State. Instead, we respectfully propose reserving a dedicated 3% admission category within the existing 4.5% foreign student quota exclusively for Sri Lankan expatriate students, together with a fair and transparent admission process, a reasonable fee structure, and fee-free opportunities for outstanding students based on merit.

We sincerely hope this proposal will receive favourable consideration and lead to a policy that is fair, inclusive, and beneficial to both Sri Lankan families living abroad and the nation's long-term educational and economic development.

ශ්‍රී ලාංකික විදේශගත සිසුන්ගේ අයිතිවාසිකම් පිළිගන්නා සාධාරණ හා යුක්තිසහගත විශ්ව විද්‍යාල ප්‍රවේශ ප්‍රතිපත්තියක් ස්ථාපිත කර දෙන මෙන් ඉල්ලා සිටින, අපගේ ප්‍රතිපත්ති යෝජනාවලිය ගරු අග්‍රාමාත්‍ය ආචාර්ය හරිනි අමරසූරිය වෙත ඉදිරිපත් කිරීමෙන්, අද දින වැදගත් සන්ධිස්ථානයකට පැමිණියෙමු.

වර්තමානයේ, විදේශයන්හි අධ්‍යාපනය ලබන ශ්‍රී ලාංකික විදේශගත සිසුන්, ශ්‍රී ලාංකික පුරවැසියන් ලෙස පිළිගැනීම වෙනුවට, පවතින 4.5% විදේශීය ශිෂ්‍ය කෝටාව යටතේ විදේශීය අයදුම්කරුවන් සමඟ කාණ්ඩගත කර ඇත. එහි ප්‍රතිඵලයක් ලෙස, බොහෝ පවුල්වලට තම දරුවන් උසස් අධ්‍යාපනය සඳහා විදේශගත විශ්ව විශ්වවිද්‍යාලවලට යොමු කිරීමට බල කෙරී ඇති අතර, එමඟින් ශ්‍රී ලංකාවට ඔවුන්ගේ පවුලේ ප්‍රේෂණ හරහා අඛණ්ඩ දායකත්වයක් සහ කැපවීමක් ලබාගත නොහැකිවීමත් සමග, සැලකිය යුතු විදේශ විනිමය පිටතට ගලා යැමක්ද සිදු වේ.
අපගේ යෝජනාව මගින් විශ්වවිද්‍යාල සඳහා අමතර ප්‍රතිපාදන අපේක්ෂා නොකරන අතර රජයට අමතර බරක් ද පැටවෙන්නේ නැත. ඒ වෙනුවට, ශ්‍රී ලාංකික විදේශගත සිසුන් සඳහා පමණක් වශයෙන් 3% ක ශිෂ්‍ය කෝටාව ක්, (4.5% ලෙස දැනට පවතින විදේශීය ශිෂ්‍ය කෝටාව කොටස් දෙකකට බෙදීමෙන්) වෙන් කිරීමට අපි ගෞරවනීය ලෙස යෝජනා කරමු. සාධාරණ හා විනිවිද පෙනෙන ඇතුළත් වීමේ ක්‍රියාවලියක්, සාධාරණ ගාස්තු ව්‍යුහයක් සහ කුසලතා මත පදනම් වූ කැපී පෙනෙන සිසුන් සඳහා ගාස්තු රහිත අවස්ථා ද ඊට ඇතුළත් වේ.

මෙම යෝජනාව කෙරෙහි සුභවාදී ප්‍රතිචාරයක් ලැබෙනු ඇතැයි අපි බෙහෙවින් අපේක්ෂා කරමු. එමඟින් විදේශයන්හි වෙසෙන ශ්‍රී ලාංකික පවුල්වලට මෙන්ම, සමස්ත ජාතියේම අධ්‍යාපනික හා ආර්ථික උන්නතිය වෙනුවෙන් සාධාරණ මෙන්ම ඵලදායී ප්‍රතිපත්තියක් සකස් වනු ඇත.

வெளிநாடுகளில் கல்வி கற்ற இலங்கை புலம்பெயர் மாணவர்களின் பல்கலைக்கலக அனுமதியில் வரலாற்று ரீதியாக நிலவி வரும் அநீதிக்கு தீர்வு காணவேண்டி, வெளிநாடுகளில் வாழும் இலங்கையர் சார்பாக பல்கலைக்கழக முன்மொழிவு இன்று கௌரவ பிரதமர் கலாநிதி ஹரிணி அமரசூரிய அவர்களிடம் உத்தியோகபூர்வமாக SLBPC தலைவர் கலாநிதி மொஹமட் ரிஸ்லான், SLCC தலைவர் திரு. துலிப் லியனகே மற்றும் SLCBF தலைவர் திரு. அஜித் ஆகியோரால் கையளிக்கப்பட்டது.

தற்போது, வெளிநாடுகளில் கல்வி கற்ற இலங்கை புலம்பெயர் மாணவர்கள், இலங்கைப் பிரஜைகளாக அங்கீகரிக்கப்படுவதற்குப் பதிலாக, நடைமுறையில் உள்ள 4.5% வெளிநாட்டு மாணவர் ஒதுக்கீட்டின் கீழ் வெளிநாட்டு விண்ணப்பதாரர்களுடன் இணைத்து வகைப்படுத்தப்படுகின்றனர். இதன் காரணமாக, பல குடும்பங்கள் தமது பிள்ளைகளை உயர்கல்விக்காக வெளிநாடுகளுக்கு அனுப்ப வேண்டிய நிலைக்கு தள்ளப்படுகின்றனர். இதனால், கணிசமான வெளிநாட்டு நாணய வெளியேற்றம் ஏற்படுகிறது.

எமது முன்மொழிவு மேலதிக பல்கலைக்கழக இட ஒதுக்கீட்டையோ அல்லது அரசாங்கத்தின் மீது எந்தவொரு மேலதிக சுமையையோ ஏற்படுத்துவதை நோக்கமாகக் கொண்டதல்ல. மாறாக, தற்போதுள்ள 4.5% வெளிநாட்டு மாணவர் ஒதுக்கீட்டிற்குள், வெளிநாடுகளில் கல்வி கற்ற இலங்கை புலம்பெயர் மாணவர்களுக்காக மட்டும் தனியான 3% அனுமதி பிரிவை ஒதுக்கீடு செய்யுமாறும், பொருத்தமான கட்டண அமைப்பு, மேலும் திறமை அடிப்படையில் சிறந்த மாணவர்களுக்கு கட்டண விலக்கு ஆகியவையாகும்.

இந்த முன்மொழிவு சாதகமான பரிசீலனையைப் பெற்று, வெளிநாடுகளில் வாழும் இலங்கை குடும்பங்களுக்கும், நாட்டின் நீண்டகால கல்வி மற்றும் பொருளாதார வளர்ச்சிக்கும் பயனளிக்கும். இந்த முயற்சிக்கு பங்களிப்பு வழங்கி, எமது கூட்டு முயற்சிக்கு ஆதரவளித்த அனைவருக்கும் எமது மனமார்ந்த நன்றியைத் தெரிவித்துக் கொள்கின்றோம்.
