Signs may include:
• The person cannot be woken up or is not moving.
• Breathing is very slow or has stopped.
• Choking, coughing, gurgling, or snoring sounds.
• Cold or clammy skin.
• Very small pupils.
• Changes in the color of the lips or nails.

Harm reduction is about improving health, increasing safety, supporting wellbeing, and saving lives.
By reducing risk and increasing access to support, harm reduction can benefit individuals, families, and entire communities.
It can help people stay safer, connect with healthcare and recovery resources, reduce overdose- related risks, and strengthen support for families. It also helps build healthier, safer communities where people have the information and resources they need.
Harm reduction saves lives.

Is Harm Reduction Recovery?
Yes.
Recovery is not the same for everyone, and there is no single path that works for every person. Harm reduction is a recognized recovery pathway that supports health, safety, wellbeing, and personal recovery goals.
Just as some people find recovery through treatment, mutual support groups, faith, medication, or other approaches, others identify harm reduction as part of their recovery journey.
Recovery is personal, and every positive step matters.

Does Harm Reduction Enable Substance Use?
This is one of the most common questions people ask about harm reduction.
The answer is no.
Harm reduction focuses on reducing risk, improving safety, and helping people stay alive and connected to support. Research shows that harm reduction strategies can reduce overdose deaths, prevent the spread of disease, and create more opportunities for people to access treatment, recovery, and other services.
