If approved, the Comanche Circle developer will 𝘽𝙍𝙀𝘼𝙆 𝙂𝙍𝙊𝙐𝙉𝘿, and forever change natural state treasures like 𝐃𝐢𝐧𝐨𝐬𝐚𝐮𝐫 𝐕𝐚𝐥𝐥𝐞𝐲 𝐒𝐭𝐚𝐭𝐞 𝐏𝐚𝐫𝐤, its 𝟏𝟏𝟑-𝐦𝐢𝐥𝐥𝐢𝐨𝐧-𝐲𝐞𝐚𝐫-𝐨𝐥𝐝 𝐟𝐨𝐬𝐬𝐢𝐥𝐢𝐳𝐞𝐝 𝐭𝐫𝐚𝐜𝐤𝐰𝐚𝐲𝐬, and the 𝐏𝐚𝐥𝐮𝐱𝐲 𝐑𝐢𝐯𝐞𝐫 𝐛𝐚𝐬𝐢𝐧. Subject: Public Comment: Deny Sailfish Permit Appeal – Agenda Item #1 (Sept 8th Meeting)

To the Honorable Hood County Judge and Commissioners Court,

I am writing as a concerned Hood County resident regarding Agenda Item #1 on the agenda for Tuesday, September 8th, at 9:00 AM.

I strongly urge the Commissioners Court to deny the appeal filed by Sailfish regarding their on-site permit denial based on the following key points:

Lack of an Approved Site Development Plan: Sailfish does not currently have an approved Site Development Plan. Utilizing an on-site permit as a shortcut to bypass mandatory site development requirements undermines county guidelines and standard regulatory oversight.

Unverified Power and Water Self-Provision: Sailfish has failed to present any evidence demonstrating that it has applied for, or received approval through, the government-required audit process to self-provide its own power and water utilities.

Disregarding State and County Directives: Just last week, this Court voted unanimously to follow the Governor’s directive halting data center developments pending a Public Utility Commission (PUC) audit. Sailfish and Panther have not provided evidence of a successful PUC audit. Approving these permits would directly contradict both the State and County directives.

Improper Agenda Bundling: Projects Lion and Panther do not have approved concept plans and were filed under a separate LLC. They should not be bundled with Comanche Circle without a new concept plan.
