دونالد ترامپ پیش از رأی‌گیری با سناتورهای جمهوری‌خواه دیدار کرد و در نهایت سنا محدودیتی برای اقدام نظامی احتمالی علیه ایران تصویب نکرد. این تصمیم باعث شد گزینه نظامی همچنان به عنوان یک اهرم فشار در مذاکرات و توافقات احتمالی آینده با جمهوری اسلامی روی میز باقی بماند.
