There is only one Council meeting in July and one in August. Tomorrow’s agenda isn’t too long, though the two presentations at the end (Finance & Electric Utility) will elicit discussion.
1. Appointments to ACD, BRB, TAB. We continue to see multiple applicants for our Boards.
2. Emergency procurement ($627K) for debris collection from the severe June storms. The 2027 budget should plan for the growing trend of extreme weather events.
3. Beekeeping ordinance updates. Bees play a critical role in the ecosystem so it’s vital that we support residents with apiaries. The changes mirror ordinances in other communities. 1) reinstitute fencing/notice/signage, 2) increase setback from 5' to 15', 3) require flightpath via owner's lot, 4) on-property water source
4. Bauer Road Duplexes. PZC approved (7-0) in March; not sure why this kept getting delayed on this agenda. Our worry was that they would deviate from the presented materials and change the brick after approval (like what happened in their property to the west).
5. 2026 YTD Budget Report. Performance consistent with expectations. Revenue $280.62M (+3.9% y/y, 0.8% lower than projected). Expenses $254.65M (+2.1% y/y, 12.2% lower than projected). General Fund is strong and flexible enough to support emergencies (e.g., storms, emergency staffing). The first budget workshop will be Sep 21.
6. EU presentation: Market Participation without Asset Ownership (city would supply energy & capacity by purchasing power through the wholesale markets).

Due to additional storms forecasted for the area this afternoon and evening, tonight's fireworks show at Frontier Sports Complex is canceled. This also includes the pre-fireworks concert. The Park District and City of Naperville will work with the fireworks vendor on a possible rescheduled date for the fireworks show.

**NEW PZC meeting time: 6pm!!**
Three items on Wednesday’s agenda. I anticipate the most discussion during the final hearing (Spring/Mill)
1. Taste Buds Kitchen (2603 Aurora, Ste 119) - conditional use for amusement establishment (cooking classes) in Westridge Court (next to Block59).
2. NorthGate (2255 Monarch) - PUD changes, setback variance, conditional use for 171 single-family attached townhomes in OCI. 61% will be VISITABLE! At the 6/2/2026 meeting, we approved a new rental building across the street. I expect that two developments at the same intersection could trigger the need for a stoplight.
3. Ostara (Spring/Mill) - R2 conditional use and variances for 25 single-family attached units in 6 buildings. This one has gotten a lot of attention from residents concerned with density and traffic.

I also missed a couple of items on the agenda that could get pulled from the consent agenda:
- License plate readers (intergovernmental agreement between Naperville & Will County)
- Costco traffic light improvements (sorry, not improvements to the intersection, only the poles). Costco is responsible for the payment but we are paying for upgrades to decorative elements consistent with other lights (eg Ogden/Columbia).
