Training and Benefits Delivered With Respect, Integrity, Service, and Equity | RISE Partnership RISE Partnership delivers outstanding training and benefits with a focus on equity and worker-employer collaboration.

Last week, we had a chance to visit our licensed practical nurse (LPN) students as they trained their skills. Today's lesson? Wound care! Offered by RISE Partnership, the LPN Training Program provides state-recognized training and career support to new workers at no cost to them.

In 2025, RISE Partnership program Carewell SEIU 503 trained 6,702 new in-home care workers in Oregon. By blending state-required instruction with lessons on career advancement, benefits navigation, and Union contribution, we’re helping build a more equipped, confident homecare workforce. Bridging the language gap in home care: Carina expands platform to serve Asian communities For many immigrant families navigating the healthcare system, finding in-home care can feel overwhelming—especially when language barriers stand in the way.

In 2025, RISE Partnership helped thousands of Oregon workers access their benefits through comprehensive and . By taking some of the guesswork out of signing up for benefits, RISE Partnership is helping to create a healthier public workforce. Here are some of our 2025 highlights:

💟 9,143 care providers accessed health coverage through Healthcare Cost Assistance.

💟 Essential Worker Healthcare Trust expanded coverage to more than 6,100 care providers and family members.

💟 94% of new state employees completed Uplift Your Benefits training within the first 30 days of employment.

In 2019, RISE Partnership debuted training for Oregon new in-home care workers, our first ever professional training program. Since that time, RISE's commitment to workforce development has expanded to include training for current in-home care workers, state employees, and certified nursing assistants–each offered at no cost to the learner.
