The Phoenix IDA is an entrepreneurial nonprofit that draws upon its decades of experience and proven record of accomplishments to support community and economic development through access to capital. The Phoenix IDA improves the community through multiple strategies such as bond financing, investments, and down payment assistance to advance homeownership. The organization’s primary goal is to positively impact vulnerable populations and underserved communities. Established in 1981, the Phoenix IDA is a self-sustaining organization governed by a nine-member Board of Directors.

Question: Why is affordable housing still so difficult to build when everyone agrees we need more of it?
Answer: Because financing affordable housing is incredibly complex.
It often takes multiple funding sources, public-private partnerships, tax credits, and years of planning to bring a single project to life. That’s why organizations like Phoenix IDA exist — to help finance these projects so more families have access to safe, affordable homes. The Phoenix IDA is proud to support the recent closing of $20 million in multifamily housing revenue bonds for Broadway Farms at Hurley Station II, the second phase of a new affordable housing development that will expand access to quality homes for Arizona families by 144 units, bringing the total affordable housing units in the complex to 334.
The project, located in Estrella Village on the northeast corner of 91st Avenue and Broadway Road in Phoenix, represents another important investment in creating housing opportunities for working families and individuals while strengthening neighborhoods and supporting long-term community stability.
Through its financing role, the Phoenix IDA continues its mission of leveraging public-purpose investment to help make affordable housing projects like both Broadway Farms I and II possible.
The Phoenix IDA is proud to partner with organizations like St. Charles Town Company that are committed to increasing the supply of affordable housing. We look forward to seeing Broadway Farms provide safe, stable homes for residents for years to come.

Phoenix IDA CEO Juan Salgado recently returned as a guest speaker for the fifth annual Academy of the Americas, an international leadership program hosted by Espiritu Community Development Corporation that was the vision of ESPÍRITU CEO Armando Ruíz. The program prepares emerging leaders thro@ugh dialogue, academic exchange and community service.
The Academy brings together pre-university, university and postgraduate students from across North and South America to explore critical issues facing the region through presentations from leaders in business, government, education, religion and social justice. This year’s three-week program includes sessions in Washington, D.C., Phoenix and Ecuador.
The Phoenix IDA was proud to host Academy participants from the United States, Mexico, Chile, Ecuador, Brazil and Peru as they met with Phoenix leaders, including Monica Villalobos, President and CEO of the Arizona Hispanic Chamber of Commerce; Tom Espinoza, President and CEO of Espinoza Community Development and President of the San Juan Diego Institute, and former President, CEO and co-founder of Raza Development Fund, the nation’s largest Latino Community Development Financial Institution; Armando Ruíz, CEO of ESPÍRITU Community Development Corporation; and Daniel Salgado, an associate in Womble Bond Dickinson US LLP’s Intellectual Property Practice Group.
During the Justice session, Salgado shared his perspective on advancing economic opportunity through public-purpose investment, affordable housing and community development. He also discussed the important role mission-driven organizations play in expanding access to capital and creating stronger, more equitable communities.
“Developing the next generation of leaders is one of the most meaningful investments we can make,” Salgado says. “The Academy of the Americas challenges students to think beyond themselves and consider how they can use their talents to serve others. I’m honored to once again be part of that conversation.”
