The official page for the American Samoa Telecommunications Authority (ASTCA). Any excess revenues are reinvested into network upgrades and infrastructure.
ASTCA was established in 1998 by Executive Order to improve telecommunication services in the Territory of American Samoa. Initially operated as the Office of Communications under the Executive Branch, ASTCA is now organized under a Board of Directors, with Chuck Leota serving as Chief Executive Officer since 2020. ASTCA was a pioneer in the region, installing one of the first cellular networks and becoming the first telecom to offer 3G wireless services. Under Chuck Leotaโs leadership, ASTCA upgraded its network from 4G LTE to 5G, and most recently, to 5G Ultra, advancing its service offerings to the latest wireless technology. ASTCA operates on a non-profit basis, funded entirely through its service and sales revenues.
