🤝 We just took part in the Third Ministerial Meeting on the Green Agenda for the Western Balkans in Žabljak, Montenegro, held under Montenegro’s Chairmanship of the Berlin Process. Here's what happened. 👇

1. The meeting saw the endorsement of the 2026 Green Agenda for the Western Balkans Ministerial Declaration.

2. Bringing together representatives of the Western Balkans, the European Commission and regional and international partners, the meeting took stock of progress under the Green Agenda and set priorities for the next phase of implementing the regions' commitments towards climate neutrality by 2050.

3. Representing the Secretariat, Adam Cwetsch, Head of the Decarbonisation and Governance Unit, outlined how the Energy Community framework can help advance the implementation of the Green Agenda and support the region’s closer integration with the European Union.

🤔 But how?

👉 The Western Balkans already have a strong institutional and policy architecture for the energy transition through their legally binding commitments to the Energy Community Treaty & National Energy and Climate Plans can guide this process.

👉 In this regard, the Secretariat recently published a first-of-its kind assessment of adopted NECPs 2025–2030 and progress towards the 2030 energy and climate targets. It underlines the need for the region to increasingly shift the focus from planning and establishing governance structures towards implementation and investment.

🚨 The 5th winter of Russia’s full-scale war against Ukraine will be a defining test for the country’s energy system, and for the model of international solidarity supporting it.

This was the message from the G7+ Energy Ramstein meeting in Paris on Thursday, in which Energy Community Secretariat Director Artur Lorkowski participated.

🗣️ “Ukraine is at the forefront of developing new ways to protect and operate energy infrastructure under attack, generating experience and innovation that can help strengthen energy security well beyond its borders,” Lorkowski underscores.

At the Ukraine Recovery Conference in Gdańsk in June, the European Commission, the Ministry of Energy of Ukraine and the Energy Community Secretariat jointly called for an additional EUR 650 million to cover prioritised energy needs ahead of winter. Strong international support reduced these needs by 70%. 🤝

Yet the scale and frequency of attacks on Ukraine’s energy infrastructure continue to evolve. At the G7+ meeting, the Ministry of Energy of Ukraine put the current additional needs at EUR 400 million.

What's the status of current Funds?

📍 As of this writing, and ahead of winter, there are approximately EUR 54 million in open procurement opportunities under the Fund. EUR 164 million worth of equipment is currently scheduled for delivery to Ukrainian companies by the end of 2026.

This is Ray of Hope. ☀️ Delivering long-term life-saving energy security to *over 100* Ukrainian healthcare facilities across different regions of Ukraine, like the ones you're looking at now.

⚡ Unfamiliar with it?

The Ray of Hope is led by the Energy Community Secretariat and implemented by the Ukraine Energy Support Fund. It installs a combination of solar panels and battery storage to strengthen the resilience of healthcare infrastructure to power outages. This helps ensure the continuity of lifesaving operations, including ventilators, incubators, operating theatre lighting, and the refrigeration of medicines and blood supplies, even during Russian attacks.

🫶 The project is implemented in collaboration with the Ministry of health of Ukraine, and the Ministry of Energy of Ukraine, and with the support of the external project manager - Urban Technology Alliance LP. It is backed by donors including the European Union, the Netherlands, Sweden, Canada, Belgium, the United Kingdom, Denmark, and Germany.

🗣️ “Strengthening the energy resilience of hospitals is one of our priorities. On-site generation and energy storage systems provide healthcare facilities with an additional means of operating continuously, even amid Russian attacks on energy infrastructure ... I thank the European Commission, the Energy Community Secretariat, and all international partners for their contribution to the resilience of Ukrainian healthcare facilities", said Denys Shmyhal, First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine.

🗣️“Ukraine is now in the fifth year of the full-scale war, and our health system must be ready to operate under a wide range of emergency scenarios — from attacks and power outages to disruptions in heating, water supply and logistics. Ensuring continuity of healthcare is critical for the entire country ... I am grateful to our partners, including the Ray of Hope initiative, for supporting this work", said Viktor Liashko, Minister of Health of Ukraine.

🗣️ “Energy keeps our economies running, our societies functioning and our essential services operating — including healthcare. With the Ray of Hope initiative, we are helping Ukraine to boost the resilience of its energy system and ensuring that vital medical care can continue. In the face of Russia’s ruthless attacks on infrastructure, decentralised renewable energy systems are essential to keep the lights on. This initiative is a powerful demonstration of solidarity in action,” said EU Energy and Housing Commissioner Dan Jørgensen.

In total, 285 projects are currently in various stages of implementation, with 687 healthcare facilities in total pre-selected and prioritized by the Ministry of Energy of Ukraine for support.

🤝 Happy to have received Celine Gauer at the Energy Community Secretariat, where we met to prioritise EU energy market integration and the enlargement process 👇

Here's what happened:

⚡ The two institutions strengthened coordination across the enlargement agenda, the energy transition and crisis response.

⚡ The meeting centred on the Secretariat's role in supporting candidate countries' legislative alignment with the EU, accelerating integration with the EU energy markets, pursuing climate and energy reforms in line with the EU governance model, and coordinating and channelling energy-related support in crisis situations, including Ukraine.

⚡ Under the Energy Community framework, future EU member states can integrate with EU energy markets well before formal accession — energy acts as a bridge between candidate status and membership, making integration measurable, mutually beneficial and credible. The Secretariat drives this process through sustained, hands-on support — from aligning national legislation with EU requirements to putting reforms into practice.

💛 💙 A charity campaign launched by the Embassy of Ukraine in the Kingdom of Spain has so far raised EUR 30,600.39 in support of Ukraine’s energy resilience through the Ukraine Energy Support Fund.

The Embassy and its partners continue working to expand the campaign, attract additional contributions and increase support for Ukraine’s energy sector ahead of the difficult winter period.

Amid continued Russian attacks on Ukraine’s energy infrastructure, every additional contribution is critical to helping Ukrainian energy companies maintain heat and electricity supplies to millions of Ukrainians.

Following a joint call by the Ministry of Energy of Ukraine, the European Commission and the Energy Community Secretariat at the Ukraine Recovery Conference in June to mobilise an additional EUR 650 million in support, nearly EUR 193.5 million still needs to be raised to meet Ukraine’s urgent energy needs ahead of winter.

🗣️ “Every donation strengthens Ukraine’s resilience and helps us protect what matters most: the everyday lives of millions of Ukrainians. I call on everyone to continue supporting Ukraine, as our needs remain immense. Continued support is essential to helping Ukraine withstand Russia’s aggression, strengthen our resilience and protect the lives of our people”, said Ambassador of Ukraine to Spain Yuliia Sokolovska.

🗣️ “We thank the Embassy of Ukraine in Spain for demonstrating the crucial role that public solidarity can play in supporting Ukraine’s energy resilience,” said Energy Community Secretariat Director Artur Lorkowski.
