Special attention will be paid this year to the issue of band incursion, sometimes referred to as band-hopping. This includes unauthorised persons entering registered bands, following too closely, blocking bands, interfering with revellers, removing barriers, obstructing trucks, harassing participants, creating bottlenecks, or entering areas where they are not authorised to be.
The message is simple: if you are not a registered reveller, authorised band personnel, an approved service provider, an official, emergency personnel, or otherwise authorised by the organisers, you should not enter or move with a band in controlled areas.
Spectators are asked to remain behind barriers, on sidewalks, or in areas designated by the police and event officials. Persons without wristbands, costumes, credentials or other lawful authority must not force their way into bands or interfere with the movement of masqueraders and event operations.
Band incursion is not only dangerous and disrespectful; where it causes obstruction, disorder, trespass, harassment, assault, theft, damage, public nuisance or a breach of the peace, it may also be unlawful. Persons found guilty may be liable to a fine of $5,000, six months in prison, or both.
