Skylar Wayne Pelletier, a high-risk offender who was previously residing in Surrey will now be housed in Vancouver and monitored by Vancouver Community Corrections.

VPD News Release | High-risk s*x offender Skylar Pelletier to reside in Vancouver

Vancouver Police are warning the public that a convicted s*x offender, Skylar Wayne Pelletier, will be residing in Vancouver and poses a significant risk to women in the community.

Pelletier has historical convictions of s*xual assault, commit s*x assault, break and enter and assault.

Pelletier is Indigenous, 6’1”, tall (188cm), weighs 180 lbs. (82 kg) with a medium build. Pelletier has short black hair and brown eyes.

While living in the community Pelletier will be monitored by Vancouver Community Corrections and must comply with the following conditions:

• Not to contact any victims
• Not to consume drugs or alcohol
• Abide by a curfew from 10 p.m. to 6 a.m.
• Not to possess knives

Anyone who witnesses Skylar Wayne Pelletier in violation of any of these conditions is asked to call their local police department by calling 9-1-1.

At the recent Walk for Truth and Reconciliation, Cst. Steve Hanuse had the honour of giving Phyllis Webstad the patches right off his uniform. Orange Shirt day began with Phyllis when she was stripped of her clothes including a new orange shirt her grandmother bought for her. It was meaningful for our officer to strip off his own orange patch and symbolically return what had been taken.

Tonight and throughout the month of October, SPS Headquarters and our Community Police Offices across Surrey are shining purple in support of Purple Light Nights. Purple Light Nights raises awareness about intimate partner violence and supports survivors, their families, and those working to end gender-based violence.

Today, we remember Constable John Terrance “Terry” Draginda. On September 29, 1974, Cst. Draginda was serving with the Surrey RCMP when he was involved in a fatal vehicle collision in Surrey. His sacrifice is remembered and his legacy lives on.

Surrey Police Service is advising the public and issuing a Public Interest Disclosure after being notified that a dangerous high-risk offender, Leonard Michael Ramstead, who has previously been convicted of s*xual offences involving children and is believed to continue to pose a risk for violent s*xual offences against children, will be residing in Surrey.

Leonard Michael Ramstead is a 58-year-old White male, 5’7” tall, and approximately 235 lbs. He has brown hair, blue eyes, and normally has a beard (see attached photo).

Leonard Michael Ramstead has been released on a 10-year Long-Term Supervision Order with numerous conditions, including the following:

• he must not consume alcohol or any drugs;
• he must have no contact (not to be in the presence of) with any children under the age of 16;
• he must not be in, near, or around places where children under the age of 16 years are likely to congregate such as day cares, elementary or secondary schools, parks and playgrounds, swimming pools, and recreational centres;
• he must not seek, obtain, or continue any employment, whether or not the employment is remunerated, or becoming or being a volunteer in any capacity that involves being in a position of trust or authority towards persons under the age of 16 years;
• he must reside as the designated residence approved by the Correctional Service of Canada.

Leonard Michael Ramstead will be the subject of electronic monitoring. Investigators from SPS’s Major Crime Unit will continue to monitor and ask anyone who sees him breaching his release conditions to immediately call 9-1-1.

September 27 is Police and Peace Officers’ National Memorial Day. SPS officers had the honour of joining agencies across the province at the BC Legislature for the British Columbia Law Enforcement Memorial to remember all those who made the ultimate sacrifice.
