Two costs are about to land on the same shelf, and almost nobody is modelling them together.

Since September 8, Canada has applied surtaxes of 15, 25 and 50 per cent across $27.6 billion of American imports, with personal care in the top band. Waiting behind that is Health Canada's paused fee proposal, which would charge $20,035 a year simply to hold an importation site licence.

A tariffed cost base. A fee regime idling offstage. And a labelling deadline nobody will put in writing. That is the position of every distributor bringing American lines north this autumn.

The practical move is smaller than the problem. Pull the licence file on every US-origin line you carry and check the Canadian claim against the NPN. One audit answers the tariff question, the compliance question and the 2028 question together, and it can be finished before your next reset order goes in.

Seven of the eight things a GLP-1 customer needs are already in the natural health aisle. Only one of them just got a 50% surtax.

Since September 8, Canada has applied a 50% surtax to US whey protein concentrate, casein and milk protein substances. It landed on a whey market that had already moved from roughly $10,000 a tonne in January 2025 to nearly $29,000 by June 2026, with US high-protein whey exports down 21% year to date and Canada among the markets cut.

The detail most of the coverage will miss: the standard escape from expensive whey is casein or milk protein concentrate, and both are on the same list. Ottawa did not tax one dairy protein, it taxed the family. Only pea, soy, rice and egg sit outside it, which hands Canadian-made and plant protein a structural landed-cost advantage overnight.

The rest of the companion block is untouched. Creatine, fibre, electrolytes, multivitamin, B12, iron, zinc, calcium and vitamin D, probiotics are all off the surtax list and already in core range.

One caution for brand owners. There is no regulatory definition of GLP-1 friendly anywhere in North America, five class actions have been filed over GLP-1 claims since 2025, and in Canada the question sits upstream of advertising: is the claim on the NPN?

Three things earned Jamieson Wellness a 27% premium, and none of them were built in the year it sold.

Regulatory credibility. Manufacturing control. Demand in more than one market.

Kirin did not pay roughly C$2.5 billion for shelf space it could have rented. It paid for a licensed, trusted label that travels, and for the plants that let a new owner decide where it travels next.

Notice what is not on that list. Not a viral SKU. Not a category moment. Not a marketing budget. The assets that commanded the price took a decade or more to assemble.

The uncomfortable read for the rest of the industry is what the same deal says about the domestic aisle. Jamieson grew 5.7% at home last quarter and 46.6% in China. A mature market gets valued as a base. Growth markets get valued as the reason to buy.

Paused is not cancelled, and the difference is going to cost somebody their catalogue.

NHP cost-recovery fees were shelved in December 2025, not withdrawn. The proposed schedule is still on the table: $317 a year per NPN just for the right to sell, site licences around $4,784, and pre-market evaluation up to $58,332. Carry 200 NPNs and the annual line alone is over $63,000 before anyone has evaluated anything.

When it comes back, it reprices your entire catalogue overnight β€” and the SKUs that die first are the slow, differentiated ones that make your store worth visiting.
