The applicant pools behave differently. A corridor with three distribution centres inside a few kilometres has workers who move between them and already know what each one pays, so a posting there gets answered fast and turns over just as fast. A newer site sitting on its own draws from a smaller pool nobody has recruited hard yet, which fills slowly and then holds.
So identical wording at an identical rate fills a shift in four days at one site and sits for two weeks at the other, with nothing wrong at either end.

Coverage gets counted as headcount against a schedule, so a shift with every station filled reads as a shift that ran.

What the count can't see is who moved. A picker covering the wrap station works it at maybe two thirds the pace of the person who does it every day. The line keeps running. It just runs slower, and the shortfall surfaces two departments downstream as a late load rather than as an absence, which is why it rarely gets traced back.

Sites that hold output through absence usually have a small group cross-trained on the two or three stations that set the pace for everything behind them.

Picture the week from the other side of the table.

A maintenance technician with a current ticket applies to four employers on a Sunday night. Two come back within a day. One books him in for Wednesday. Yours confirms availability on Thursday and asks about a second stage.

By Friday, he's accepted something. He never compared the two roles, because only one of them was still live when he had to decide.

None of that is about pay. Skilled operators and technicians are usually talking to several employers at once, and the ones who consistently win them aren't paying the most. They just get to a yes sooner.

Minimum wage moved again in October. WSIB premiums adjust. EI and CPP thresholds shift. None of it announces itself on your invoice, it just quietly compresses what a supplier can pay a worker while holding your rate flat.
A rate that was competitive eighteen months ago may now be the reason your orders are filling last. The workers see the wage, not your rate card.

Since July 2024, knowingly using an unlicensed temporary help agency is a violation of the ESA. Not for the agency. For you.
Ontario publishes the register publicly, so "we didn't know" is a hard position to hold.

Absence has a shape, and on most sites it's a stable one. Mondays run one way. The shift after payday runs another.

Where that gets interesting is the buffer. A standby list sized to the monthly average puts the same number of people behind a Tuesday as behind a Monday, which means one of those days is overcovered and the other still goes short.

Moving people rather than adding them closes most of that. Same headcount, sitting where the gap actually is.

Toronto's unemployment rate was 6.7% in July, down from a recent high of 9.0% in July last year. Ontario's rate fell to 6.8%, its lowest since July 2024, and the province added 52,000 jobs over the month.

If your last big intake was summer 2025, you hired at a point when far more people were looking. Postings filled fast and shortlists ran long.
That's not the market you're staffing into for this peak.

The same posting at the same rate won't pull what it pulled twelve months ago. Nothing about your operation changed. The pool it draws from got smaller.
