Toronto 'renoviction' bylaw puts more pressure on landlords
In Ontario, rental units built after November 2018 are exempt from provincial rent control.
Before July 31, 2025, all landlords were required to submit an N13 form to the Landlord and Tenant Board (LTB) for tenants to vacate the unit. Following renovations, landlords had the right to re-rent their units at higher rental prices.

Effective July 31, 2025, new regulations were enforced:
-Landlords must have a licensed, qualified individual confirm that vacant possession of a unit is necessary for renovations.
-Landlords are required to pay the application fee within specified timelines.

If a unit needs to be vacated during renovations, landlords must provide:
-A one-time moving allowance of $1,500 for a studio or one-bedroom unit, or $2,500 for a two-bedroom or larger unit.
-Temporary, comparable housing at similar rents, or agree to pay monthly rent-gap payments to the tenant wishing to return.
Severance compensation equal to three months of rent-gap payments for tenants who do not wish to return.
