NO FISHING ALLOWED - This property is on lease to WHCA in order to preserve the first Mayor Of Whitby's home - Captain James Rowe. The purpose of the Whitby Heritage Community Association (WHCA) is to restore and preserve for future use the James Rowe House, first Mayor of Whitby's home c.1856. To promote and encourage, to research and preserve the history of James Rowe, his family and his house in the said Town of Whitby, for the residents of Whitby and Ontario and all visitors to the area. To celebrate, preserve and promote the history of the Town of Whitby as the original seat of the County. To foster community spirit and to co-ordinate community relations with various governmental bodies, other associations and service organizations.
