More time to choose a provider, but the January start date stays
UAE retailers covered by the first phase of electronic invoicing now have until 30 October 2026 to appoint an accredited service provider. The deadline has been extended, but implementation is still scheduled for 1 January 2027.
This phase covers businesses with annual revenue of โฌ12.15 million (AED 50 million) or more. At an awareness event on 27 September, the Ministry of Finance and the Federal Tax Authority confirmed that the invoice exchange and tax-reporting network is operational, with the pilot programme now in an advanced testing stage.
For businesses using several invoicing or business management systems, choosing a provider is just the beginning. They also need to complete the contractual arrangements, onboarding through EmaraTax and the technical connections that allow their systems to send invoice data.
The pilot lets participating businesses check whether invoices can move successfully between providers and whether the required tax data reaches the Federal Tax Authority. This is especially useful when different systems create invoices in different ways. Those systems need to be tested together before the January start.
The requirement concerns invoices issued in a structured electronic format that systems can process automatically. It does not mean that every purchase at a checkout will require a new type of fiscal receipt. Retailers should identify which parts of their business issue invoices covered by the rules.
The immediate deadline is 30 October. Once the provider is appointed, the remaining time should be used to finish onboarding and test invoice exchange and tax reporting from start to finish.

Thereโs always more happening in the market than what we see in official announcements.
Sometimes, the first signs of a change come from industry conversations, market signals, new developments or simply the things people are starting to talk about.
For those working across fiscalization and retail, keeping an eye on these signals can be just as important as following regulations that are already in place.
At ๐

The next customer entering your store may never see your store.
Meta launched Muse on September 8. Two weeks later, it had climbed to the No. 1 position, while some of the biggest names in retail were already opening the door.
Gap, Walmart, Sephora, Ulta and Best Buy are moving toward Muse, giving the AI agent a more direct path from product discovery to purchase.
Amazon locked that door.
While Shopify and Stripe are building the infrastructure that could allow AI agents to move from search to checkout without sending customers to a traditional retail website, Amazon has blocked Muse from browsing and purchasing on its site.
Retailers may now have to answer a difficult question: how much of the shopping journey are they prepared to hand over to an AI interface they do not own?
In the latest Retail Talks, we discuss whether Muse is another brief AI obsession or the beginning of a retail model where the main shopping interface belongs to someone else.

Food Consumption Tax Could Fall from 8% to 1% from April 2027
A customer buys lunch to take away. The next customer orders the same meal and sits down to eat. Under Japanโs proposed tax change, those two sales could have different rates.
Japanโs Cabinet approved a plan on 15 September 2026 to cut the tax on qualifying food and drinks from 8% to 1%. The plan would run from 1 April 2027 to 31 March 2029. It still needs parliamentary approval, so these are proposed dates, not a tax change retailers can apply today.
Restaurant meals would remain outside the reduced rate and are currently taxed at 10%. That is where a simple update to the product list falls short. A POS system needs to know whether the customer is taking the food away or eating it on site.
There is more to check than the rate shown at checkout. Prices, receipts, invoices, refunds and accounting data may all be affected. Retailers would also need to switch back when the temporary measure ends. The final rules for that transition, including some price displays, are still being worked out.
For now, trace how the rate moves through your POS and ERP systems. That will make it much easier to test both types of sale once the law is final.

As e-invoicing continues to expand across markets, businesses are facing a growing number of different requirements, timelines and approaches.
Thatโs why weโre especially happy to welcome Vini da Silva, Senior Strategic Alliance Manager at Avalara, as our Special Guest at this yearโs Community Day.
Avalara is a long-standing partner of Fiscal Solutions, and weโre happy to have Vini joining us to bring an international perspective to one of the topics that is becoming increasingly important for businesses operating across borders.
Vini will take us through an Overview of Global E-Invoicing, exploring how e-invoicing is evolving across different countries and what businesses need to consider as more markets introduce or expand their requirements.
From different regulatory approaches to changing timelines and implementation models, the global e-invoicing landscape is becoming increasingly complex. Keeping up with these changes requires looking beyond individual markets and understanding the bigger picture.
With his experience working across the global tax and compliance landscape, Vini will share insights into the developments shaping e-invoicing around the world and what they mean for businesses navigating multiple markets.
Weโre looking forward to having Vini with us in Belgrade and adding a global perspective to this yearโs Community Day programme.

Fiscal Solutions has been accepted into the Claude Partner Network!
For us, this is an important recognition of the direction weโre taking: combining deep retail compliance expertise with enterprise AI and Compliance Intelligence.
For 23 years, weโve turned complex and constantly changing regulation into systems that work in stores and digital commerce. As AI agents take on more tasks within those systems, that regulatory knowledge needs to be understandable and usable by AI too.
This is where our experience has a clear role. We understand the fiscal, tax and regulatory rules behind retail operations across dozens of jurisdictions, and weโre building on that knowledge through Compliance Intelligence, the Compliance Compiler and AI agents.
Joining Anthropicโs ecosystem connects this work with the broader world of enterprise AI and marks an important step in our development as both a retail compliance and an AI company.
The next stage is to build deeper Claude expertise and bring that knowledge into customer solutions!

Poland plans to extend e-invoice (KseF) penalty deferral until the end of 2027
If Poland delays KSeF penalties, can an invoice still be issued outside KSeF? Only where the law allows it. A possible penalty delay does not change who must use the system.
The Ministry of Finance said in September that it wants to defer the dedicated penalties until the end of 2027. Parliament has yet to approve the change. As the rules stand, those penalties apply to infringements from 1 January 2027.
KSeF is already mandatory for the largest businesses, which joined on 1 February 2026, and for most others, which joined on 1 April. The smallest businesses covered by the exemption for monthly invoiced sales up to PLN 10,000 gross have until 1 January 2027, subject to statutory exceptions.
What happens after an ERP creates an invoice? It still has to reach KSeF through the correct process. Someone has to manage incoming invoices, corrections, permissions and the cases where transmission fails.
A delayed penalty would not repair a missing invoice or the tax settlement that depends on it. The tax administration says it will continue monitoring invoices issued outside KSeF without a legal basis.
Keep the current dates in your implementation plan. If the amendment passes, use the extra room to resolve the failures your teams find in testing.

Belgium E-Reporting: Near Real-Time B2B Reporting Proposed for 2028?
A business customer buys something at a store checkout. Later, the retailer issues a structured invoice from its central system. Do the VAT number, amount and tax code still match the original sale?
That handoff deserves attention as Belgium considers a new reporting requirement for B2B invoices. The Council of Ministers has approved a preliminary draft that would bring certain invoice data to the VAT administration much sooner.
It is now under review by the Data Protection Authority and the Council of State. The planned start is 1 January 2028, although the date and the rules may still change.
Qualifying domestic B2B transactions have required structured invoices since 1 January 2026. Those invoices are not automatically reported to the VAT administration under the first phase. The proposal would add reporting by the parties to covered transactions, making differences between their records easier to spot.
The proposal concerns B2B invoice data; it should not be read as a general reporting requirement for every consumer receipt issued at a POS. The planned removal of the annual customer listing is also limited to taxpayers covered by the future regime.
There is no final reporting specification to build against yet. Retailers can, however, check the data that already passes between their POS, invoicing system, ERP and VAT return. That is where a mismatch is likely to start.
