Europe wants a circular economy.
But today, its circular material use rate is only 11.8%.

In other words, a large share of the materials entering the European economy still comes from primary resources rather than being recovered and returned to productive use.

The EU now wants to accelerate that transition.
The European Commission plans to present a proposal for a new in 2026. Its ambition is to support a stronger single market for secondary raw materials, increase the availability of high-quality recycled materials and stimulate demand across Europe.
Because collecting and recycling materials is only part of the challenge.

Circularity also requires:
! Functioning return systems
! Reliable information about material quality and availability
! Efficient movement across supply chains and borders
! Cooperation between producers, logistics providers and users
! Sufficient demand to make circular solutions economically scalable

Europe is not running out of trucks.

Around 502,000 positions are currently unfilled across Europe, according to the latest IRU Driver Shortage Report.
And the gap could become even wider: around 20% of Europe’s driver workforce is expected to retire within the next five years.
