Does achieving 0.5 Ω automatically mean your earthing system is safe?
Not necessarily.

A low earth resistance value is an important indicator—but it is not the only indicator of a properly engineered earthing system.
An earthing network can achieve an excellent resistance measurement while still exposing infrastructure to critical risks caused by:
• Inadequate equipotential bonding.
• High Touch Voltage.
• High Step Voltage.
• Poor fault current distribution.
• Excessive Ground Potential Rise (GPR).
These issues cannot be identified by resistance measurements alone.
