📚 The Center for Strategy and Development (CSD) has developed an Operational Manual for Azerbaijan focused on preventing illicit transactions involving Advanced Conventional Weapons (ACW) systems and their components.
🇦🇿 The manual offers practical guidance for government agencies, financial institutions, logistics companies, and private-sector entities engaged in export-control, compliance, and risk-management processes. It outlines:
👉 Key ACW components and proliferation trends,
👉Azerbaijan’s legal and regulatory framework on dual-use goods, export controls, and financial oversight,
👉Red-flag indicators and risk-assessment tools,
👉Best practices for sanctions compliance and due diligence,
👉Case studies, open-source resources, and templates for institutional use.
📚Designed as a practical reference, the manual supports organizations in strengthening internal controls, enhancing transparency, and aligning procedures with international standards for non-proliferation and responsible technology governance.
