Do you pay employees tax-free mileage, subsistence or country money?

Tax-free doesn’t mean record-free.

There are specific Revenue rules that must be followed for these payments to remain tax-free — and proper record-keeping is essential.

Employers can generally reimburse qualifying business travel and subsistence using the current Civil Service rates, lower rates, or actual qualifying costs supported by receipts. Ordinary travel between home and an employee’s normal place of work does not generally qualify.

🚗 Mileage

Civil Service mileage rates are based on annual business kilometres travelled and the engine capacity of the vehicle.

🍽️ Subsistence

Day subsistence generally requires the employee to be more than 8 km from both their home and normal place of work, while the normal overnight allowance generally requires the assignment to be at least 100 km from both.

🏗️ Country Money

Country money may be paid tax-free to qualifying site-based employees, subject to Revenue conditions.

📋 Record-keeping is critical

Employers should retain sufficient supporting information, including:

• Employee/director name and address
• Date and business purpose of the journey
• Starting point, destination and finishing point
• Kilometres travelled
• Rate or basis of reimbursement
• Receipts where actual expenses are reimbursed

These records must generally be retained for six years after the end of the relevant tax year.

⚠️ Don’t forget ERR

Since 1 January 2024, tax-free travel and subsistence payments, including mileage, subsistence and country money, are subject to Enhanced Reporting Requirements (ERR) and must be reported to Revenue on or before the payment date.
