🤝🇪🇺 Welcoming the new EU Representative to the West Bank and Gaza Strip

The Head of EUBAM Rafah, Nataliya Apostolova, welcomed Ambassador Andreas Fiedler, the newly appointed EU Representative to the West Bank and Gaza Strip.
Ms Apostolova briefed Ambassador Fiedler on the Mission’s work, including:

🛂 Supporting passenger movements at the Rafah Crossing Point
🧩 Strengthening Palestinian capacity in border management
🤝 Cooperation with relevant authorities and international partners

They also discussed the Mission’s current operating context, shared priorities and close cooperation as part of Team Europe on the ground.
EUBAM Rafah looks forward to working closely with Ambassador Fiedler and his team.

Installation of Mobile Sanitary Units to Serve Travelers

As part of the GABC’s ongoing efforts to improve the level of services provided to citizens and to meet their basic needs, the Chairman of the General Authority for Borders and Crossings, Amin Qandil, announced, that in cooperation with the European Union Border Assistance Mission for the Rafah Crossing Point (EUBAM Rafah) the installation of sanitary units along the main road adjacent to Al Karama Passenger Terminal, to serve travelers waiting there.

Additional sanitary units have also been installed along the main road adjacent to the Mahmoud Abbas Pilgrims Village.

The units include separate facilities for men and women and are equipped with water and lighting. Cleaning supplies and regular maintenance are also provided to ensure that the facilities remain ready for use and available on a continuous basis.

Lessons for modern border management

Rafah’s Organized Crime Working Group delivered for the first time to its partner, the Palestinian General Authority for Borders and Crossings (GABC) in Jericho, a workshop on the darknet and its relevance to organised crime and border security.

By using concrete international examples, participants were shown how organised crime can generate complex, cross-border networks and large volumes of intelligence.

“The meeting and the discussions have contributed to enhancing our understanding of the risks associated with organized crime, particularly with regard to the importance of proactive information management and analysis among the relevant authorities,” resumed Saif Dragmeh, workshop participant.
Take away for GABC’s border and customs experts working at the Al Karama Passenger Terminal at the Jordanian border:

💡 Digital investigations and information sharing can help border authorities identify organised-crime threats before they reach or cross the border.
🤝 Strengthening interagency cooperation and intelligence-led risk analysis can support a more proactive approach to organised-crime and border threats.

قدّمت البعثة الأوروبية للمساعدة الحدودية على معبر رفح من خلال مجموعة العمل المشتركة الخاصة بالجريمة المنظمة ورشة عمل حول الشبكة المظلمة للهيئة العامة للمعابر والحدود في أريحا.
ومن خلال الاستعانة بأمثلة دولية واقعية، تعرّف المشاركون إلى كيفية قيام الجريمة المنظمة بإنشاء شبكات معقدة وعابرة للحدود، وإنتاج كميات كبيرة من المعلومات الاستخبارية.
“ساهم الاجتماع والنقاشات في تعزيز فهمنا للمخاطر المرتبطة بالجريمة المنظمة، لا سيما فيما يتعلق بأهمية الإدارة الاستباقية للمعلومات وتحليلها بين الجهات المعنية"، حسبما أفاد سيف دراغمة، أحد المشاركين في ورشة العمل.
أبرز ما خرج به خبراء الحدود والجمارك في الهيئة العامة للمعابر والحدود والعاملون على معبر الكرامة على الحدود الأردنية:
💡 يمكن للتحقيقات الرقمية وتبادل المعلومات أن يساعدا سلطات الحدود على تحديد مخاطر الجريمة المنظمة قبل وصولها إلى الحدود أو عبورها.
🤝 يمكن لتعزيز التعاون بين الجهات المعنية وتحليل المخاطر القائم على المعلومات الاستخبارية أن يدعما نهجًا أكثر استباقية تجاه الجريمة المنظمة والتهديدات الحدودية.

A more dignified journey for mothers and children at Al Karama Passenger Terminal 👩‍👧💙

We are pleased to hand over a newly established Mother and Child Room at Al Karama Passenger Terminal, the only international land gateway for Palestinians living in the West Bank to travel to Jordan and onward destinations. 🎉

This facility represents an important step towards making border crossings more inclusive and responsive to the needs of travelers, particularly mothers, infants and young children. 🤝

“In creating this room, we took our Palestinian culture into consideration. However, spaces like this for mothers and children should be available everywhere families travel,” said Amin Qandil, Chairman of the Palestinian General Authority for Borders and Crossings (GABC).
With around 2,500 passengers crossing the terminal each day 🚶‍♀️🚶‍♂️, and approximately 40,000 infants and young children travelling through in 2025 👶, providing a hygienic and private space for mothers to care for their children can make a real difference. ❤️

“It makes us proud to have supported this initiative in cooperation with the GABC as part of our broader work to strengthen border management and improve services for travelers”, noted Giacomo Querini, Deputy Head of EUBAM Rafah and seconded by the Italian Carabinieri. 🌍🤝

🚪 10,000+ passenger crossings through Rafah with EU support
Today marks an important milestone at the Rafah Crossing Point: 10,128 passenger crossings since operations resumed on 2 February 2026.
📊 Since then:
🔹 4,929 people entered Gaza
🔹 5,199 people exited to Egypt
🏥 1,858 people travelled to receive medical treatment

"Rafah is more than just a crossing. It is a gateway for people seeking medical care and a chance for families to come together again," said Nataliya Apostolova, Head of EUBAM Rafah.

The mission continues to monitor operations, support Palestinian border officials, and work with all parties to help ensure people can travel safely and with dignity.

This work forms part of the EU's support for the Gaza Peace Plan, endorsed by UN Security Council Resolution 2803 (2025). The EU remains committed to supporting peace, stability, and recovery in Gaza.

🚍 Electric Vehicles Boost Operations at Rafah Crossing

To respond to an increase in the daily number of passengers using the Rafah Crossing Point (RCP) since the opening, EUBAM Rafah donated one electric luggage transport cart and two new mobility carts to the Palestinian General Authority of Borders and Crossings (GABC).

“The new equipment will improve the movement of luggage within the crossing while providing better assistance to 👵 elderly travelers, ♿ persons with disabilities and others with reduced mobility”, explained Michael Haliti, EUBAM Rafah’s Head of Operations.

EUBAM Rafah continues to support safe, dignified and efficient border operations for everyone using the crossing.

🤝 Strengthening Cooperation in Border Management and Training

🇵🇸 A delegation from the Palestinian General Authority for Borders and Crossings (GABC), accompanied by 🇪🇺 EUBAM Rafah, visited the Headquarters of the European Border and Coast Guard Agency (Frontex) in Warsaw, Poland, from 23–25 June 2026.

🎯 As part of its ongoing support to GABC, EUBAM Rafah continues to strengthen training capabilities by promoting knowledge exchange, professional development, and international cooperation.

💬 Iyad Salameh, Head of International Relations at GABC, concluded that "this visit to Frontex reflects our commitment to strengthening cooperation and enhancing the efficiency of our border crossings through the exchange of expertise and best practices. I would also like to thank EUBAM Rafah for facilitating this valuable visit and for its continued support."

🗺️ The programme included coordination discussions on the future implementation of EU4BorderSecurity Phase II (2026–2029), supporting stronger border security capacities and regional cooperation across North Africa and the Middle East.
