हाईकोर्ट का फैसलाः सरकारी स्कूलों में अपने बच्चों को पढ़ाएं अफसर :
लखनऊ। उत्तर प्रदेश के जूनियर और सीनियर बेसिक स्कूलों की दुर्दशा पर इलाहाबाद हाईकोर्ट ने सख्त कदम उठाया है। कोर्ट ने कहा है कि जब तक जनप्रतिनिधियों, नौकरशाहों व अन्य उच्च पदों पर बैठे अधिकारियों, न्यायाधीशों के बच्चे प्राइमरी स्कूलों में अनिवार्य रूप से नहीं पढ़ेंगे तब तक इन स्कूलों की दशा नहीं सुधरेगी।
हाईकोर्ट ने प्रदेश के मुख्य सचिव को आदेश दिया है कि वह अन्य अधिकारियों से परामर्श कर यह सुनिश्चित करें कि सरकारी, अद्र्ध सरकारी सेवकों, स्थानीय निकायों के जनप्रतिनिधियों, न्यायपालिका एवं सरकारी खजाने से वेतन, मानदेय या धन प्राप्त करने वाले लोगों के बच्चे अनिवार्य रूप से बेसिक शिक्षा परिषद द्वारा संचालित स्कूलों में शिक्षा प्राप्त करें। ऐसा न करने वालों के खिलाफ दंडात्मक उपबन्ध किए जाएं। यदि कोई कान्वेन्ट स्कूल में अपने बच्चों को पढ़ाने के लिए भेजे तो उस स्कूल में दी जाने वाली फीस के बराबर धनराशि उसके द्वारा सरकारी खजाने में प्रतिमाह जमा कराई जाए। साथ ही ऐसे लोगों का इन्क्रीमेन्ट, प्रोन्नति कुछ समय के लिए रोकने की व्यवस्था हो। कोर्ट ने राज्य सरकार को 6 माह के भीतर ऐसी व्यवस्था करने का आदेश देते हुए कहा है कि अगले शिक्षा सत्र से इसे लागू किया जाए।
यह आदेश न्यायमूर्ति सुधीर अग्रवाल ने शिव कुमार पाठक व कई अन्य की याचिकाओं को आंशिक रूप से स्वीकार करते हुए दिया है। कोर्ट ने प्रदेश के एक लाख 40 हजार जूनियर व सीनियर बेसिक स्कूलों में अध्यापकों के दो लाख 70 हजार खाली पदों सहित स्कूलों में पानी आदि मूलभूत सुविधाएं मुहैया न होने पर तीखी टिप्पणी की है। कोर्ट ने कहा है कि प्रदेश में तीन तरह की शिक्षा व्यवस्था है। अंग्र्रेजी कान्वेन्ट स्कूल, मध्यमवर्ग के प्राइवेट स्कूल तथा उ.प्र. बेसिक शिक्षा परिषद द्वारा संचालित सरकारी स्कूल। अधिकारियों के बच्चों को सरकारी स्कूलों में पढऩे के लिए अनिïवार्य न करने से इन स्कूलों की दुर्दशा है। इनमें न योग्य अध्यापक हैं और न ही मूलभूत सुविधाएं है। कोर्ट ने मुख्य सचिव से 6 माह बाद कृत कार्यवाही की रिपोर्ट मांगी।
