Chief Secretary reviews development programmes, visits relief camps in Churachandpur

Churachandpur, September 12, 2026 (DIO): The Chief Secretary, Government of Manipur, Shri Rajeev Singh Thakur, IAS, today reviewed the implementation of various government schemes and development programmes in Churachandpur district at a meeting held at the Conference Hall of the Deputy Commissioner’s Office and attended by all District Level Officers (DLOs).

The officers briefed him on the achievements, ongoing programmes and challenges of their respective departments, with discussions covering health services, livelihood promotion, rehabilitation and relief measures for internally displaced persons (IDPs).

After the review meeting, the Chief Secretary also interacted with representatives of civil society organisations (CSOs) of Churachandpur.

The Chief Secretary later visited the Pre-Fab Relief Camp at Bethlehem and the Lanva TD Block Relief Camp at Lingsiphai, where he interacted with IDPs and heard their grievances & requests and assured all possible help would be extended.

During relief camp visits, the Deputy Commissioner Shri Krishna Kumar, IAS informed that the district administration is organizing health camps at every relief camps on regular basis. Those requiring regular medical care were advised to inform the concerned Sub-Divisional Officer (SDO) so that appropriate medical assistance could be arranged.

The Deputy Commissioner also said enrolment for Ayushman Bharat and Chief Minister-Gi Hakshelgi Tengbang (CMHT) cards had been carried out in all relief camps. IDPs who did not possess either card were advised to inform the district administration so that the enrollment cards could be facilitated through the District Hospital.

According to the district administration, 19 relief camps are currently operational in Churachandpur, accommodating 5,195 IDPs and apart to that 10214 non-campers are also getting DBT.

During the departmental review, presentations were made on health, rural development, livelihood promotion, education, e-governance, rehabilitation and resettlement, skill development, infrastructure and other sectors.

The Chief Secretary stressed that livelihood and skill-development initiatives should benefit not only displaced persons but also the local population. He directed the administration to extend skill training being provided to IDPs in various livelihood activities to local youths of Churachandpur, enabling them to acquire employable skills and access livelihood opportunities.

He also laid emphasis on e-governance and appreciated Deputy Commissioner, Churachandpur for use of e-office and directed all line departments to get on-board on e-Office to ensure complete paperless working eco-system. Greater use of digital file processing and official communication, he said, would help improve efficiency, transparency and accountability in government functioning.

The Chief Secretary encouraged the District Level Officers to ensure effective implementation of government schemes, strengthen coordination among departments and ensure that the benefits of welfare and development programmes reach both displaced families and the local population.

The Chief Secretary was accompanied during the relief camp visits by the Deputy Commissioner, Churachandpur, Superintendent of Police, Churachandpur, District Forest Officer, Churachandpur, Additional Deputy Commissioners, Churachandpur, ASP (Law and Order), Churachandpur, Sub-Divisional Officers and officials of various line departments.

Aadhaar enrolment camp at Moreh

Tengnoupal, the 12th September 2026 (DIO): A notification issued by Deputy Commissioner, Tengnoupal Shri Saurabh Yadav, IAS has informed that Aadhaar biometric capture and updation will be conducted from 14th to 18th September, 2026 at SDO Office, Moreh during 10:00 am to 4:00 pm for all the students who are studying in Tengnoupal District.

The camps will be conducted with the objective of achieving full saturation of Aadhaar enroments, biometric updates, APAAR registration of students in Tengnoupal district.

It further requested all concerned to visit the mentioned venue on the mentioned date to avail the opportunity.

The notice further stated that mandatory documents which would be necessary during enrolment camp includes, for below 5 years (0-5), Birth certificate, both parents Aadhaar number, elder one of parent’s biometric to be present at the time of Aadhaar enrolment.

For 5 years and above, ST/SC/OBC certificate, domicile/UIDAI certificate with photo signed by Gazetted officer. Physically challenged persons : Disability certificate with photo inside.

Children from Orphanage: UIDAI certificate with photo sealed and signed by Superintendent/Warden/Head of the Institution of recognized Shelter homes or orphanage.

AVYAY SCHEME: SENIOR CITIZENS SENSITISED ON SAFE DIGITAL & FINANCIAL PRACTICES

Kakching, the 12th September, 2026 (DIO-IPR): A "Digital and Financial Literacy Programme", under the Atal Vayo Abhyuday Yojana (AVYAY) scheme, was organised by the District Social Welfare Office under the supervision of the District Administration Kakching at HFAO Senior Citizen Home at Arong Khunou, Kakching District.

The programme was held with an objective to enhance digital inclusion and financial awareness among elderly citizens by equipping them with essential digital skills and promoting safe use of online services.

During the session, the elders were sensitised regarding safe digital practices. The officials educated them on basic smartphone operations, communication apps and secure online navigation.

At the event, the organisers also sensitised the senior citizens on digital payment systems and safe online banking. They cautioned and advised the senior citizens to protect their PINs, passwords and OTPs to avoid unwanted incidents.

Regarding the cyber fraud prevention, the participants were made aware about precautions against fake calls, suspicious links and online financial scams.

On pension and welfare awareness, they were sensitised about the Government-backed financial schemes and support services. The senior citizens were guided on financial planning, pension management, safe investments and effective savings management.

An interactive session was also held where the participants cleared their doubts with the officials regarding various topics. (DIO)

The State Government, in its Cabinet meeting held today, decided to fill 2,720 vacancies in the Manipur Police across various categories. Government spokesperson MLA Shri Th. Radheshyam, during a press briefing held this evening, stated that the recruitment would also include 125 posts reserved for Meritorious Sportspersons, constituting 5% of the total vacancies.

Deputy Commissioner Visits Relief Camps

Churachandpur, September 07 (DIO): Continuing his visits to relief centres to reach out to internally displaced persons (IDPs), Deputy Commissioner Shri Krishna Kumar, IAS, today visited the Sadbhavna Mandap relief camps in Tuibong Sub-Division and interacted with the inmates.

A medical camp was also organized for the residents under the supervision of Chief Medical Officer Dr. Henkhoneng Mate, with the support of the District Administration, Churachandpur. During the visit, the Deputy Commissioner also distributed fire extinguishers to the camp residents.

Speaking to media persons at the site, Shri Krishna Kumar emphasized the administration’s commitment to extend all possible assistance and continued support to the displaced families. He patiently listened to the grievances of the inmates and assured that their concerns would be addressed. He assured that the fire department will conduct training sessions to equip the IDPs with knowledge on how to use the extinguishers effectively.

The district administration is closely monitoring the conditions of all relief camps, including the prefabricated shelters, with a strong resolve to ensure adequate relief assistance through the concerned Sub-Divisional Officers.

The Deputy Commissioner was accompanied by Shri Seiminthang Lenthang, Additional Deputy Commissioner; Shri Jangminlen Lupho, SDO, Tuibong; and other line staff.
