Kupwara Police Arrest Habitual Offender Behind Karnah Panic;Stolen Mobile Phone Recovered

Kupwara : During the last one and a half weeks, panic has gripped the Karnah area due to a series of incidents in which miscreants allegedly pelted stones at residential houses, looted mobile phones, assaulted women, and created an atmosphere of fear among the local population.

A complaint was received at Police Post Teetwal on 30-07-2026 from Ismail Ahmad Gujar Banth S/o Taj Din, R/o Ibkote, against Nazakat Raina S/o Abdul Hamid Raina, R/o Nawa Gabra. The complainant alleged that during the intervening night of 18/19-07-2026, the accused forcibly entered his house, assaulted his wife, Mst. Amina Begum, snatched two mobile phones (Redmi and Realme) along with their SIM cards, and outraged her modesty.

At that time, the area was already under tension due to the activities of unidentified miscreants. The police were on high alert and were actively conducting operations to identify and apprehend those responsible for these incidents.

During the course of the inquiry, one of the stolen mobile phones was placed under electronic surveillance. Based on technical evidence and prompt police action, it came to light that the accused, Nazakat Raina, was one of the principal miscreants responsible for disturbing public peace, creating fear and panic among the residents, and adversely affecting the law and order situation in the area.

During sustained questioning, the accused confessed to having committed the offence. The investigation further established his involvement in creating fear and panic among the general public. The two stolen mobile phones were also recovered from his possession.

Accordingly, Case FIR No. 42/2026 under Sections 331(4), 309(4), and 74 of the Bharatiya Nyaya Sanhita (BNS) was registered at Police Station Karnah, and investigation was taken up.

The accused is a habitual offender and is involved in several criminal cases, including offences under the POCSO Act. Accordingly, he has been lodged in District Jail Kupwara under the orders of the Hon'ble Court.
Kupwara Police remains committed to maintaining peace and order and warns that strict legal action will be taken against anyone found involved in activities aimed at disturbing public tranquility.

*SDM Karnah Reviews Flood Resilience Measures at Hajinarh*

Karnah, August 01: Sub-Divisional Magistrate (SDM) Karnah, conducted an on-spot inspection of the Nallah at Hajinarh along with Tehsildar Karnah and officials of Irrigation & Flood Control Department to assess the requirement of flood protection measures.

During the visit, locals apprised the administration about damages caused during recent rains and highlighted the need for flood protection works, improvement of the existing culvert, and strict action against illegal mining activities affecting the natural course of the Nallah.

Taking immediate cognizance, the SDM directed the concerned department to prepare a DPR and detailed estimate for the required flood protection works on priority. Directions were also issued for checking illegal mining and ensuring protection of adjoining habitations and public infrastructure.

*Bridging the Digital Divide: Kupwara Administration Takes Governance to the Last Mile with CSC at Seemari Border Village*

Kupwara July 31 :In a significant step towards ensuring inclusive governance and extending digital services to the remotest areas, the District Administration Kupwara today established a Common Service Centre (CSC) at Seemari Village of Sub-Division Karnah, a strategically located border village covered under the *Vibrant Village Programme Phase-II* .

The initiative reflects the commitment of the District Administration towards proactive governance, digital inclusion, and last-mile delivery of public services, enabling residents of the far-flung border areas to access essential government services closer to their homes.

The CSC will facilitate various online services, including government service delivery, banking facilities, e-KYC services, Aadhaar updation and other digital services*.

Additional services and necessary logistics support are being strengthened to make the centre more effective and citizen-friendly in the coming days.

The establishment of the CSC is part of a series of initiatives being undertaken by the District Administration Kupwara under the Vibrant Village Programme Phase-II to bridge the digital divide and ensure that the benefits of development reach every citizen, including those residing in remote border villages.

SDM Karnah, along with sectoral officers and Nodal Officer Kupwara associated with CSC operations, were present during the establishment of the facility.

The local residents appreciated the initiative and expressed their gratitude to the District Administration for bringing essential digital services closer to the people of Seemari.

The initiative further reinforces the vision of accessible, responsive and technology-driven governance in border areas.

AI-Enabled Community Healthcare Initiative Launched in Kashmir Border Areas

Karnah, July 28th: The Rouble Nagi Art Foundation (RNAF), in collaboration with the A Mashelkar Foundation, on Tuesday launched an AI-enabled community healthcare initiative in Kashmir, beginning with the border areas of Amrohi, Tangdhar and Shounglipora-Sangam Road, Lokchar Colony.

According to a statement, the initiative will deploy the AffEx Kit, a CDSCO-certified suite of AI-enabled medical devices capable of screening people for anaemia, malnutrition, hypertension, diabetes, cardiac murmurs, tuberculosis (TB), asthma, COPD and several other common health conditions during a single community visit. Individuals found to be at risk will be referred to the nearest healthcare facilities for further diagnosis and treatment.

The programme also focuses on empowering local women and girls by training them to operate AI-enabled diagnostic devices, manage digital health systems and lead community health screening drives. The organisers said the initiative aims to improve preventive healthcare while creating employment and leadership opportunities for women in remote border regions.

Founder of the Rouble Nagi Art Foundation, Rouble Nagi, said the initiative holds special significance for her as she belongs to an Army family from Jammu and Kashmir and has long been associated with education, women's empowerment, skill development and community welfare in the region.

"Jammu & Kashmir has always held a special place in my heart. Our mission is to ensure that every family, irrespective of where they live, has access to quality healthcare, education and opportunities. By empowering local women with AI-enabled healthcare skills, we are not only improving health outcomes but also building resilient communities from within," she said.

The collaboration between the Rouble Nagi Art Foundation and the A Mashelkar Foundation is aimed at expanding technology-driven healthcare solutions to underserved communities across Jammu and Kashmir while promoting inclusive development and community empowerment.
