J&K PCI Colleges Association has voiced serious concerns over regulatory lapses and policy shortcomings affecting pharmacy education in the Union Territory, calling for urgent Government intervention to safeguard the interests of pharmacy institutions and students.

The Association highlighted these issues during a press conference at Press Club Jammu. Mr. Sushil Sudan, President, J&K PCI Colleges Association, drew attention to the following key issues affecting the pharmacy sector:
1. Examining Authority for Pharmacy Courses:
The Association demanded that the examining authority for the conduct of examinations of Pharmacy courses should be vested with the Jammu & Kashmir State Pharmacy Council instead of the Jammu & Kashmir State Nursing Council, as the present practice is in explicit contravention of Section 12 of the Pharmacy Act, 1948. The State Pharmacy Council has already submitted representations to the Government on two occasions and has demonstrated its capability and preparedness to conduct Pharmacy examinations with the necessary infrastructure and resources.

2. Domiciliary Bar:
The domiciliary bar has adversely affected the children of Government employees, including personnel serving in the Armed Forces and Central Armed Police Forces such as the CRPF and BSF, who are posted in or otherwise connected with the Union Territory of Jammu & Kashmir. These students are rendered ineligible for admission to Nursing and Pharmacy courses solely on the ground that they do not possess domicile status. Such a restriction causes undue hardship and runs contrary to the spirit of the abrogation of Article 370, which was intended to promote greater integration, equality and the removal of discriminatory barriers in educational opportunities.

3. Exemption of D.Pharmacy Admissions from JKBOPEE Counselling:
The Association also urged the Government to exempt admissions to the Diploma in Pharmacy (D.Pharmacy) course from the JKBOPEE counselling process. Considering the unique nature of the D.Pharmacy programme, the limited intake capacity of PCI-approved institutions, and the need for timely admissions, the Association recommended that admissions be conducted directly by Pharmacy Council of India (PCI)-approved institutions in accordance with the applicable PCI norms and guidelines instead of through JKBOPEE. The Association emphasized that such a mechanism would facilitate timely and efficient admissions, minimize administrative delays, ensure optimum utilization of available seats, reduce the financial burden on students and institutions, and promote the overall growth of pharmacy education in the Union Territory while maintaining complete transparency and compliance with the regulations of the Pharmacy Council of India.
Mr. Sushil Sudan urged the Government to redress the genuine demands of the Association at the earliest.
