How does the Yazidi Survivors Law work for survivors living outside Iraq?
C4JR surveyed Yazidi survivors in Germany, Australia, and Canada to understand their experiences with accessing reparations from abroad.
The findings highlight significant barriers: 92% of respondents rely on a representative in Iraq to receive compensation, while 60% did not feel fully informed about other YSL benefits, and 98% had not been contacted about symbolic reparations.
The report highlights the need to rethink how reparations can work across borders and adapt to the realities of survivors living in the diaspora.

“Our demands should be focused on justice, accountability, reparations, and guarantees of non-recurrence. But years of neglect and the lack of basic services in Sinjar have pushed people to focus on water, electricity, roads, and jobs. When even the most basic needs are not met, core demands for justice are pushed aside by the realities of daily survival.”

Talal Murad says the lack of real guarantees of non-recurrence has pushed him to think about one thing above all: getting his family and daughters out of Iraq, because he fears there is no guarantee that the atrocities Yazidi women and girls endured in 2014 will not one day happen to his own daughters.

On 17 September, members of the Iraqi Parliament and the Council of Ministers joined the Coalition for Just Reparations (C4JR) and survivor representatives for a critical workshop. The discussion centered on C4JR’s recommendations to improve the draft Law on Core International Crimes, currently moving through the parliamentary process. Developed through six months of expert research and civil society consultations, C4JR’s proposed amendments aim to align national legislation with international legal standards while prioritizing survivor-centered accountability, fair trial guarantees, and victim protection. C4JR and its members extend their heartfelt thanks to survivors, parliamentarians, NGOs, and experts for joining forces and making an extra effort to see survivor-centered justice realized in Iraqi courts!
في 17 أيلول/سبتمبر، شارك أعضاء في مجلس النواب العراقي وممثلون عن مجلس الوزراء، إلى جانب التحالف للتعويضات العادلة (C4JR) وممثلين عن الناجين والناجيات، في ورشة عمل مهمة لمناقشة توصيات التحالف بشأن تحسين مشروع قانون الجرائم الدولية الأساسية، الذي يمر حاليًا بالمراحل التشريعية في مجلس النواب.
وتستند التعديلات التي يقترحها التحالف إلى ستة أشهر من الأبحاث المتخصصة والمشاورات مع المجتمع المدني، وتهدف إلى مواءمة التشريعات الوطنية مع المعايير القانونية الدولية، مع إعطاء الأولوية للمساءلة التي تتمحور حول الناجين والناجيات، وضمانات المحاكمة العادلة، وحماية الضحايا.
