New C4JR Podcast Episode | Shared Pain, Solidarity and the Pursuit of Justice

To mark the anniversary of the Yazidi genocide, C4JR releases a new episode of “More Than Ink on Paper: Implementing the Yazidi Survivors Law.”

The episode brings together Adeeba Murad, a Yazidi survivor and human rights defender, and Umm Mustafa, the mother of a son who remains missing following the Camp Speicher massacre.

They discuss reparations, accountability for ISIS crimes, the search for missing persons, psychological recovery, and the implementation of the Yazidi Survivors Law and the Camp Speicher Law. Their conversation highlights how shared experiences of pain can strengthen solidarity and collective healing among communities harmed by ISIS.

اليوم، في اليوم الدولي للعدالة الجنائية (17 تموز/يوليو)، تؤكد مجموعة العمل المعنية بالعدالة الجنائية في تحالف التعويضات العادلة (C4JR) مجدداً الحاجة الملحة في العراق إلى تحقيق مساءلة شاملة تتمحور حول الناجين وتستجيب لحقوقهم واحتياجاتهم.

إن نقل أكثر من 5,000 من المنتمين إلى تنظيم داعش من سوريا إلى العراق في مطلع عام 2026 يشكل فرصة تاريخية لضمان محاسبة المسؤولين عن فظائع التنظيم على كامل نطاق الجرائم التي ارتكبوها.

إلا أن جهود المساءلة حتى الآن ظلت محدودة. ففي العراق، جرت مقاضاة عناصر داعش في الغالب بموجب تهم تتعلق بالإرهاب، دون مساءلتهم عن الجرائم الدولية الأساسية، بما في ذلك الإبادة الجماعية، والجرائم ضد الإنسانية، وجرائم الحرب، والعنف الجنسي، والقتل، والتعذيب، والاسترقاق، والتجنيد والعسكرة القسرية، والتهجير القسري. وقد أدى هذا النهج إلى حرمان القضاء من توثيق سجل قضائي شامل وموثوق للجرائم التي ارتكبها داعش بحق جميع المكونات المتضررة، كما حرم الناجين من المشاركة الفاعلة والهادفة في إجراءات العدالة.

فالعدالة بالنسبة للناجين لا تقتصر على إصدار الأحكام، بل تشمل أيضاً كشف الحقيقة، والاعتراف بما تعرضوا له من انتهاكات وأضرار، وضمان مشاركتهم الفاعلة في الإجراءات القضائية، وتمكينهم من الحصول على تعويضات وجبر ضرر فعالة تسهم في استعادة كرامتهم وإعادة بناء حياتهم.

إن المساءلة عن جرائم داعش ليست مجرد التزام قانوني، بل تمثل ركيزة أساسية لتحقيق المصالحة، وترسيخ السلام المستدام، وتعزيز الأمن على المستويين الوطني والدولي.

ومع تولي العراق مسؤولية مقاضاة آلاف المشتبه بانتمائهم إلى تنظيم داعش، فإن هذه اللحظة تمثل محطة مفصلية لتعزيز الإطار القانوني الوطني من خلال إقرار قانون الجرائم الدولية الأساسية، وترسيخ سيادة القانون، وتحقيق عدالة لا تقتصر على معاقبة الجناة، بل تعترف أيضاً بحقوق الضحايا والناجين، وتمكنهم من استعادة دورهم وكرامتهم، وتسهم في منع تكرار مثل هذه الفظائع مستقبلاً.

Today, on the International Day of Criminal Justice, the Coalition for Just Reparations (C4JR) reaffirms the urgent need for comprehensive, survivor-centered accountability in Iraq.

The transfer of more than 5,000 ISIS affiliates from Syria to Iraq in early 2026 presents a historic opportunity to ensure accountability for the full scope of alleged international crimes** committed by ISIS, including genocide, crimes against humanity, war crimes, sexual violence, torture, enslavement, forced displacement, and other serious violations of international law.

To date, accountability efforts in Iraq have largely relied on terrorism-related charges. As a result, the true nature and gravity of ISIS crimes have often remained unaddressed in judicial proceedings, limiting the establishment of a comprehensive judicial record and preventing survivors from meaningfully participating in justice processes.

This is why adopting Iraq's Draft Law on Core International Crimes is more important than ever. Enacting this law would enable Iraqi courts to prosecute international crimes in line with international standards, ensure that the full gravity of ISIS crimes is recognized, and place survivors' rights, voices, and experiences at the center of justice.

For survivors, justice means more than convictions. It means truth, acknowledgment of the harm they endured, meaningful participation in judicial processes, and access to effective reparations that restore dignity and help rebuild lives.

As Iraq assumes responsibility for prosecuting thousands of ISIS suspects, this is a defining moment to strengthen the rule of law, deliver survivor-centered justice, and contribute to lasting peace and the prevention of future atrocities.

خلال مؤتمر "من القوانين إلى العدالة: إحياء الذكرى الثانية عشرة لمجزرة معسكر سبايكر"، قدّمت فاطمة، شقيقة الشهيد أحمد كامل، أحد ضحايا مجزرة سبايكر، شهادة مؤثرة عن الأثر العميق الذي تركه فقدان شقيقها على حياتهم العائلية، قائلة:

"كان أحمد أحد أعمدة بيتنا، وبعد فقدانه أصبح البيت مكسوراً."

وسلّطت شهادتها الضوء على المعاناة المستمرة التي تعيشها عائلات الضحايا، داعيةً إلى تعزيز الدعم المقدم لهم، وضمان تحقيق العدالة، وتوفير التعويضات المستحقة لعائلات ضحايا المجزرة.

بعد اثني عشر عاماً على مجزرة معسكر سبايكر، وما يقارب اثني عشر عاماً على الفظائع التي ارتُكبت بحق الإيزيديين وغيرهم من المكونات، لا تزال قضايا العدالة والمساءلة والتعويضات تحتل مكانة محورية في حياة الضحايا والناجين وعائلاتهم.

يتناول هذا التقرير تنفيذ كل من قانون معسكر سبايكر وقانون الناجيات الإيزيديات، مسلطاً الضوء على الإنجازات المتحققة والتحديات المستمرة في ضمان العدالة والتعويضات للمتضررين من جرائم داعش في العراق. ومن خلال التحليل القانوني والمقابلات مع مسؤولين حكوميين وممثلين عن منظمات المجتمع المدني والناجين وعائلات الضحايا، يحدد التقرير الثغرات المشتركة في التنفيذ ويستكشف فرص تعزيز النهج المرتكز على الناجين في كلا الإطارين القانونيين.

On the 12th Anniversary of the Camp Speicher Massacre, Jiyan Foundation for Human Rights, Victims of Iraq in Speicher-1700 and the Coalition for Just Reparations (C4JR) are pleased to launch a new report: Comparative Study of the Yazidi Survivors Law and Camp Speicher Law: Implementation and Intersections

Twelve years after the Camp Speicher Massacre and nearly twelve years after the atrocities committed against Yazidis and other minorities, questions of justice, accountability, and reparations remain central to the experiences of victims, survivors, and their families.

This report examines the implementation of the Camp Speicher Law and the Yazidi Survivors Law, highlighting both achievements and persistent challenges in delivering justice and reparations to those affected by ISIS atrocities in Iraq. Through legal analysis, interviews with government officials, civil society representatives, survivors, and victims’ families, the study identifies common implementation gaps and explores opportunities to strengthen survivor-centered approaches across both frameworks.

The report underscores the importance of meaningful victim participation, transparent procedures, effective institutional coordination, and accessible reparations mechanisms that respond to the needs and rights of survivors and victims’ families. It concludes with recommendations for Iraqi authorities, civil society organizations, and international partners aimed at improving the implementation of reparations programs and advancing accountability efforts.
As we commemorate the victims of the Camp Speicher Massacre, we reaffirm that remembrance must be accompanied by concrete measures to ensure justice, dignity, and reparations for all victims and survivors of ISIS crimes.

في 10 حزيران/يونيو في بغداد، نظّمت مؤسسة ژيان لحقوق الإنسان، وتحالف للتعويضات العادلة (C4JR)، ومنظمة ضحايا العراق في سبايكر 1700 مؤتمرًا بعنوان "من القوانين إلى العدالة: إحياء الذكرى الثانية عشرة لمجزرة معسكر سبايكر".

جمع المؤتمر عائلات ضحايا مجزرة سبايكر، والناجين الإيزيديين، وممثلين عن المؤسسات الحكومية، وأعضاء مجلس النواب، ومنظمات المجتمع المدني، وشخصيات مجتمعية، لإحياء ذكرى الضحايا ومناقشة سبل تحقيق العدالة والمساءلة والتعويضات.

وفي كلمته الافتتاحية، عبّر ممثل السيد عمار الحكيم، رئيس تيار الحكمة الوطني، عن تضامنه مع عائلات الضحايا، مؤكداً أهمية تحقيق العدالة والمساءلة، وضرورة منع تكرار مثل هذه الفظائع.

ومن جانبه، أكد الدكتور يوسف صالح، ممثلاً عن مؤسسة ژيان لحقوق الإنسان والتحالف من أجل التعويضات العادلة (C4JR)، تضامنه مع الضحايا والناجين، مشدداً على التزام التحالف المستمر بالمناصرة من أجل تحقيق العدالة والتعويضات لجميع ضحايا جرائم داعش.

وفي رسالة أُلقيت نيابةً عن الناجين الإيزيديين، عبّر أزهر سهيل عن تضامنه مع عائلات ضحايا مجزرة سبايكر، قائلاً:
"في الذكرى الثانية عشرة لمجزرة معسكر سبايكر، نعرب عن تضامننا الكامل مع عائلات الضحايا، ونؤكد أن سعينا المشترك نحو العدالة والكرامة هو ما يوحّدنا. وبوصفي ناجياً، أدرك أن الألم لا يزول بسهولة، لكن التضامن والاعتراف بالحقوق والجهود الحقيقية لتحقيق العدالة تمنح الضحايا والناجين الأمل بأن معاناتهم لم تُنسَ."

كما دعا صادق الربيعي، المدير التنفيذي لمنظمة ضحايا العراق في سبايكر 1700، إلى مواصلة دعم عائلات الضحايا، مؤكداً المسؤولية الجماعية في ضمان عدم تكرار مثل هذه الجرائم.

وشهد المؤتمر أيضاً شهادة مؤثرة قدّمتها فاطمة، شقيقة الشهيد أحمد كامل، أحد ضحايا مجزرة سبايكر، حيث تحدثت عن الأثر العميق لفقدان شقيقها على حياتهم العائلية. وقالت: "كان أحمد أحد أعمدة بيتنا، وبعد فقدانه أصبح البيت مكسوراً." كما دعت إلى توفير المزيد من الدعم والعدالة والتعويضات لعائلات الضحايا.

وتضمن المؤتمر إطلاق وعرض تقرير تحالف للتعويضات العادلة (C4JR) بعنوان "دراسة مقارنة بين قانون الناجيات الإيزيديات وقانون معسكر سبايكر: التنفيذ ونقاط التقاطع"، والذي قدمته زوزان محمد، منسقة المشاريع في التحالف.

واختُتمت الفعالية بجلسة نقاشية شارك فيها كل من السيد سعد رعد، مدير دائرة سبايكر في مؤسسة الشهداء؛ وعلي ضياء، ممثل المركز الوطني للتعاون القضائي الدولي؛ وفراس صفا، من المديرية العامة لشؤون الناجيات الايزيديات؛ وسوزان سفر، رئيسة منظمة DAK؛ وصادق الربيعي، المدير التنفيذي لمنظمة ضحايا العراق في سبايكر 1700. وناقش المشاركون الدروس المستفادة من تنفيذ برامج التعويضات لضحايا وناجي جرائم داعش في العراق، إلى جانب الإنجازات والتحديات المتعلقة بتطبيق كل من قانون معسكر سبايكر وقانون الناجيات الإيزيديات.

وبعد اثني عشر عاماً على مجزرة معسكر سبايكر، لا يزال السعي لتحقيق العدالة مستمراً. فإحياء ذكرى الضحايا يجب أن يقترن بجهود مستدامة لتعزيز المساءلة، وحماية حقوق الناجين، وضمان تقديم تعويضات عادلة وفعالة لجميع المتضررين من هذه الجرائم.

On 10 June in Baghdad, Jiyan Foundation for Human Rights, the Coalition for Just Reparations (C4JR), and The Victims of Iraq in Speicher-1700 NGO organized the conference “From Laws to Justice: Commemorating the 12th Anniversary of the Camp Speicher Massacre.”

The event brought together families of Camp Speicher victims, Yazidi survivors, representatives of government institutions, members of parliament, civil society organizations, and community leaders to honor the victims and discuss pathways toward justice, accountability, and reparations.

In his opening remarks, the representative of Sayyid Ammar Al-Hakim Head of Hikma National Movement expressed solidarity with the families of the victims, stressed the importance of achieving justice and accountability, and emphasized the need to prevent the recurrence of such atrocities.

Speaking on behalf of Jiyan Foundation for Human Rights and C4JR, Dr. Yousif Salih reaffirmed solidarity with the families of the victims and survivors and highlighted the C4JR’s continued commitment to advocating for justice and reparations for all victims of ISIS crimes.

In a message delivered on behalf of Yazidi survivors, Azhar Suhail expressed solidarity with the families of the Camp Speicher victims, stating:
“On the 12th anniversary of the Camp Speicher Massacre, we express our full solidarity with the families of the victims and reaffirm that our shared pursuit of justice and dignity is what unites us. As a survivor myself, I understand that the pain does not fade easily. However, solidarity, recognition of rights, and genuine efforts to achieve justice give victims and survivors hope that their suffering has not been forgotten.”

Sadiq Al-Rubaie, Executive Director of The Victims of Iraq in Speicher-1700 NGO, called for continued support for victims’ families and underscored the collective responsibility to ensure that such crimes are never repeated.

A powerful testimony was also delivered by Fatima, sister of martyr Ahmed Kamil, who shared the lasting impact of her brother’s loss on her family. As she expressed, “Ahmed was one of the pillars of our home, and after his loss, the home was left shattered.” Fatima called for greater support, justice, and reparations for the families of the victims.

The conference featured the launch and presentation of C4JR’s report, “Comparative Study of the Yazidi Survivors Law and Camp Speicher Law: Implementation and Intersections,” presented by Zozan Mohammed, Project Coordinator at C4JR.
The event concluded with a panel discussion featuring Mr. Saad Raad, Director of the Speicher Department at the Martyrs Foundation; Ali Dhiya, Representative of the National Center for International Judicial Cooperation; Firas Safa, General Directorate of Survivors Affairs; Sozan Safar, President of DAK Organization; and Sadiq Al-Rubaie, Executive Director of The Victims of Iraq in Speicher-1700 NGO. Panelists discussed lessons learned from implementing reparations programs for survivors of ISIS crimes, as well as the achievements and challenges surrounding the administration of both the Camp Speicher Law and the Yazidi Survivors Law.

Twelve years after the Camp Speicher Massacre, the pursuit of justice continues. Remembering the victims must be accompanied by sustained efforts to advance accountability, protect survivors’ rights, and ensure meaningful reparations for those affected by these crimes.
