نظّم مشروع "تنسيق"، المُموّل من صندوق الأمم المتحدة للديمقراطية (UNDEF) والمُنفّذ من قِبل منظمة "جسر الى" الإيطالية UPP، جلسة تشاورية في أربيل جمعت أعضاء اللجنة التوجيهية لشبكة عراقية اُنشئت حديثًا للتنسيق والتعاون، ومجموعة مختارة من المنظمات غير الحكومية الدولية والمحلية الشريكة من الأمم المتحدة من مختلف أنحاء العراق وإقليم كردستان، وذلك لمراجعة معايير العضوية المقترحة للشبكة وتطويرها.
وركّزت الجلسة على تعزيز تنسيق المنظمات غير الحكومية، وتحسين الحوكمة والتمثيل، وتكثيف جهود المناصرة، وتهيئة بيئة أكثر تمكينًا للمجتمع المدني في العراق، بالتزامن مع مراجعة معايير العضوية كإحدى المحطات الرئيسية لمشروع "تنسيق".
ونُعلم شركاءنا وجمهورنا بأننا سنُعلن رسميًا عن دعوة المنظمات غير الحكومية الدولية والمحلية لتقديم طلبات الانضمام فور الانتهاء من تسجيل الشبكة الوطنية للتنسيق والتعاون، وذلك لبناء الشبكة والعمل على تعزيز التنسيق والتعاون بين منظمات المجتمع المدني والجهات المعنية.

پڕۆژەی “تەنسیق” کە لەلایەن سندوقی دیموکراسی نەتەوە یەکگرتووەکان (UNDEF)ەوە دارایی بۆ دابینکراوە ولەلایەن ڕێکخراوی "پردێک بۆ" (UPP)ی ئیتاڵییەوە جێبەجێکراوە، دانیشتنێکی ڕاوێژکاری لە شاری هەولێر ئەنجامدا. لە دانیشتنەکەدا ئەندامانی دەستەی بەڕێوەبەری تۆڕێکی هەماهەنگی وهاوکاریی عێراقی تازە دامەزراو، لەگەڵ گروپێکی هەڵبژێردراوی ڕێکخراوە ناحکومییە هاوبەشە نێودەوڵەتی وناوخۆییەکانی نەتەوە یەکگرتووەکان لە سەرانسەری عێراق وهەرێمی کوردستان کۆکردەوە. مەبەست لە دانیشتنەکە پێداچوونەوە وپەرەپێدانی پێوەرە پێشنیار کراوەکانی ئەندامێتی بوو بۆ تۆڕەکە.
لە دانیشتنەکەدا تیشک خرایە سەر بەهێزکردنی هەماهەنگی ڕێکخراوە ناحکومییەکان، باشترکردنی حوکمڕانی ونوێنەرایەتی، چڕکردنەوەی هەوڵەکانی داکۆکیکردن، ودروستکردنی کەشێکی کارا تر بۆ کۆمەڵگەی مەدەنی لە عێراق. ئەم پێداچوونەوەیە بە پێوەرەکانی ئەندامێتی، بڕگەیەکی سەرەکی پڕۆژەی “تەنسیق”.
ئاگاداری هاوبەشەکانمان وڕای گشتی دەکەینەوە کە بە فەرمی بانگەوازی داواکاری لە ڕێکخراوە ناحکومییە نێودەوڵەتی وناوخۆییەکان بۆ بەشداریکردن لە تۆڕەکەدا ڕادەگەیەنین هەر کە تۆمارکردنی تۆڕی هەماهەنگی وهاوکاری نیشتمانی تەواو بوو. ئەمەش ڕێگەمان پێدەدات تۆڕەکە بنیات بنێین وکاربکەین بۆ بەرزکردنەوەی هەماهەنگی وهاوکاری نێوان ڕێکخراوەکانی کۆمەڵگەی مەدەنی ولایەنە پەیوەندیدارەکان.

The Tanseeq Project, funded by the United Nations Democracy Fund (UNDEF) and implemented by Un Ponte Per (UPP), organized a Consultation Session in Erbil bringing together The Steering Committee Members of newly established Iraqi Network for Coordination and Cooperation, and a selection of partner UN, I/LNGOs from across Iraq and the Kurdistan Region to review and refine the proposed membership criteria for the Network
The session focused on strengthening NGO coordination, improving governance and representation, enhancing advocacy efforts, and fostering a more enabling environment for civil society in Iraq in parallel with reviewing the membership criteria as one of the milestones of TANSEEQ project
We inform our partners and constituencies that we will officially announce the call for expression of interest from L/INGOs upon finalizing the registration of the National Network for Coordination and Cooperation to build up the network and work towards enhancing coordination and cooperation among CSOs and stakeholders

- تعزيز أطر العدالة والمساعدة القانونية مسؤولية مشتركة ترتكز على سيادة القانون وحماية الإنسان!

نظمت منظمة (UPP) الإيطالية، يرافقها وفدٌ من المنظمات المحلية الشريكة في المشروع (منظمة بيت التعايش، منظمة المحقق لسيادة القانون والديمقراطية، مركز العدالة، وشبكة العيادات القانونية) وبحضور وفد من السفارة البريطانية برئاسة السيدة ريبيكا كاترال (نائب مدير التنمية والتطوير)، اجتماعا ومباحثات مشتركة مع المفوضية العليا لحقوق الإنسان في العراق حول "سبل تطبيق قانون المساعدة القانونية وتعزيز بنيته التطبيقية".
وشهد الاجتماع مناقشات معمقة قدم خلالها مستشار المفوضية السيد سعد العبدلي شرحاً مفصلاً ليتعرف وفد منظمة (UPP) والمنظمات الشريكة عن قرب على المفوضية العليا لحقوق الإنسان، طبيعة عملها، ومهامها، والتعرف على آليات العمل وكيفية التعاون والتنسيق المشترك مستقبلاً بخصوص تقديم المساعدات القانونية للفئات المستهدفة.
كما تركزت المباحثات على تهيئة الأرضية المناسبة والآليات الكفيلة بتنفيذ تعليمات قانون المساعدة القانونية، واستكمال ما بدأت به المفوضية بالتنسيق مع لجنة المساعدة القانونية، لاسيما فيما يتعلق بجمع الأطراف والجهات ذات العلاقة، وإعداد مسودة الدليل الاسترشادي، فضلاً عن الشروع في إعداد النظام الداخلي وتحديد أطر مشاركة منظمات المجتمع المدني والجهات الدولية في هذا المجال.

هذا النشاط في إطار مشروع "بناء السلام والاستقرار في العراق" الذي تنفّذه منظمة بالشراكة مع مجموعة من المنظمات المحلية والدولية وبتمويل من وزارة الخاريجة وشؤون الكومنولث والتنمية.
- Strengthening Frameworks for Justice and Legal Aid is a Shared Responsibility Rooted in the Rule of Law and Human Rights Protection!
The accompanied by a delegation of local partner organizations in the project (House of Coexistence, Investigator Organization for the Rule of Law, Justice Center, and the Legal Clinics Network), and in the presence of a delegation from the British Embassy led by Ms. Rebecca Catterall (Deputy Director of Development), organized a joint meeting and discussions with the High Commission for Human Rights in Iraq (IHCHR) on "Ways to Implement the Legal Aid Law and Strengthen its Operational Framework."
The meeting featured in-depth discussions during which the Commission's Advisor, Mr. Saad Al-Abdali, presented a detailed overview allowing the UPP delegation and partner organizations to gain firsthand insight into the High Commission for Human Rights, its operational nature, and its duties. Discussions also focused on understanding working mechanisms and exploring avenues for future collaboration and coordination regarding the provision of legal aid to target groups.
Furthermore, deliberations centered on establishing the proper ground and mechanisms necessary to execute the regulations of the Legal Aid Law, building upon the Commission’s ongoing work in coordination with the Legal Aid Committee. This includes bringing together relevant stakeholders, drafting the guiding manual, initiating the preparation of internal bylaws, and defining frameworks for the participation of civil society organizations and international entities in this field.
This activity was organized as part of the "Building Peace and Stability in Iraq" (BPSI) project, implemented by UPP in partnership with a coalition of local and international NGOs, and funded by the Foreign, Commonwealth & Development Office (FCDO).

في إطار تعزيز الشراكة بين مؤسسات الدولة ومنظمات المجتمع المدني، نظّمت منظمة في الناصرية جلسة حوارية في إطار مشروع "تنسيق لتعزيز التفاعل بين المنظمات غير الحكومية والحكومة"، بدعم من صندوق الأمم المتحدة للديمقراطية (UNDEF)
شهدت الجلسة مشاركة ممثلين عن دائرة المنظمات غير الحكومية، ودائرة الضمان الاجتماعي، والهيئة العامة للضرائب في ذي قار، إلى جانب عدد من منظمات المجتمع المدني المحلية والدولية.
ناقش المشاركون أبرز التحديات المتعلقة بالضمان الاجتماعي والتحاسب الضريبي، وسبل تبسيط الإجراءات وتعزيز التواصل المباشر بين الجهات الحكومية والمنظمات. كما خرجت الجلسة بعدد من التوصيات، من أبرزها إعداد أدلة إرشادية مبسطة، وتسهيل الإجراءات بما ينسجم مع طبيعة عمل المنظمات غير الربحية، وتعزيز التنسيق المستدام لمعالجة التحديات المشتركة.
تأتي هذه الجلسة ضمن الجهود الرامية إلى بناء بيئة قانونية وتنظيمية أكثر دعماً للعمل المدني، وتعزيز التعاون بين القطاعين الحكومي والمدني بما يسهم في تحقيق التنمية المستدامة في محافظة ذي قار.

- Stronger Partnerships and Streamlined Procedures: A Dialogue in Nasiriyah on Social Security and Tax Compliance!
In an effort to foster closer cooperation between state institutions and civil society, organized a dialogue session in Nasiriyah. The event was held under the project “Tanseeq (Coordination) Project for Strengthening NGOs Interaction with Government” made possible through support from the UN Democracy Fund.
The session brought together representatives from the NGO Directorate, the Social Security Department, and the General Commission for Taxes in Dhi Qar, alongside several local and international civil society organizations.
Participants discussed key challenges regarding social security and tax compliance, exploring avenues to simplify bureaucracy and strengthen direct communication channels between government bodies and NGOs.

Key Recommendations:
- Tailored Procedures: Simplifying administrative processes to align with the non-profit nature of NGOs.
- Practical Guidance: Developing simplified, user-friendly guidelines and manuals.
- Sustainable Coordination: Enhancing ongoing communication to swiftly address shared challenges.
This session is part of ongoing efforts to cultivate a more supportive legal and regulatory environment for civic work, reinforcing collaboration between the public and civic sectors to drive sustainable development in Dhi Qar Governorate.

- لتعزيز الامتثال وتبسيط الإجراءات، جلسة حوارية في تكريت تجمع منظمات المجتمع المدني مع الضمان الاجتماعي والضريبة

نظّمت منظمة في مدينة تكريت جلسة حوارية بعنوان "الضمان الاجتماعي والتحاسب الضريبي بين الآليات والتحديات" ضمن مشروع "تنسيق لتعزيز التفاعل بين المنظمات غير الحكومية والحكومة"، بدعم من صندوق الأمم المتحدة للديمقراطية.
شهدت الجلسة مشاركة ممثلين عن دائرة الضمان الاجتماعي ودائرة الضريبة في صلاح الدين، إلى جانب عدد من ممثلي منظمات المجتمع المدني المحلية والدولية.

ناقش المشاركون أبرز التحديات القانونية والإجرائية التي تواجه المنظمات في ملفات الضمان الاجتماعي والتحاسب الضريبي، واستعرضوا سبل تبسيط الإجراءات وتعزيز التواصل المباشر بين المؤسسات الحكومية والمنظمات.

ومن أبرز التوصيات التي خرج بها المشاركون:

1- تبسيط إجراءات التحاسب الضريبي للمنظمات غير الربحية.
2- إعداد أدلة وإرشادات واضحة لآليات الامتثال للضمان والضريبة.
3- تعزيز قنوات التواصل والتنسيق لمعالجة التحديات بشكل أسرع وأكثر مرونة.

وتؤكد هذه المبادرة أهمية بناء بيئة تنظيمية داعمة للعمل المدني، بما يعزز الشراكة المستدامة بين المنظمات والمؤسسات الحكومية ويسهم في تحقيق التنمية في محافظة صلاح الدين.
- To Enhance Compliance and Simplify Procedures: A Dialogue Session in Tikrit Brings Together Civil Society Organizations with Social Security and Tax Authorities!

​Un Ponte Per (UPP) organized a dialogue session in the city of Tikrit entitled "Social Security and Tax Assessment: Mechanisms and Challenges." The session was held under the “Tanseeq (Coordination) Project for Strengthening NGOs Interaction with Government” made possible through support from the UN Democracy Fund.

​The session was attended by representatives from the Social Security Department and the Tax Department in Salah al-Din, alongside several representatives from local and international civil society organizations (CSOs).
​During the session, participants discussed the key legal and procedural challenges facing organizations regarding social security and tax assessment. They also explored practical ways to streamline procedures and strengthen direct communication channels between government institutions and CSOs.
​Key recommendations put forward by the participants included:
- ​Simplifying tax assessment procedures specifically tailored for non-profit organizations.
- ​Developing clear guidelines and handbooks explaining compliance mechanisms for both social security and taxation.
- ​Strengthening communication and coordination channels to address outstanding challenges more rapidly and with greater flexibility.

​This initiative underscores the vital importance of building a supportive regulatory environment for civil society. By doing so, it fosters a sustainable partnership between NGOs and government institutions, ultimately contributing to the overall development of Salah al-Din Governorate.

- مكافحة المخدرات مسؤولية مشتركة ترتكز على حماية الإنسان والعلاج والتأهيل!

نظمت منظمة بالتعاون مع المفوضية العليا لحقوق الإنسان والمديرية العامة لشؤون المخدرات والمؤثرات العقلية ورشة عمل بعنوان "دور منظمات المجتمع المدني في تعزيز جهود مكافحة المخدرات وحماية حقوق الإنسان"، بمشاركة واسعة لأكثر من (35) مؤسسة وجهة حكومية ومدنية معنية بهذا الملف الحيوي.

وشهدت الورشة مناقشات معمقة حول سبل تعزيز الشراكة بين المؤسسات الحكومية ومنظمات المجتمع المدني لمواجهة آفة المخدرات، مع التأكيد على أهمية تبني مقاربة إنسانية وحقوقية في التعامل مع المتعاطين، باعتبارهم أفراداً بحاجة إلى العلاج والتأهيل والرعاية، بعيداً عن الخلط بينهم وبين شبكات الاتجار والترويج.

كما حذرت المفوضية من تنامي التحديات المرتبطة بانتشار المخدرات، وما يشكله ذلك من تهديد مباشر لفئة الشباب، فضلاً عن المخاطر المستجدة المرتبطة بالمخدرات الرقمية عبر الفضاء الإلكتروني، الأمر الذي يستدعي تكثيف الجهود التوعوية والوقائية.

واستعرضت المديرية العامة لشؤون المخدرات والمؤثرات العقلية أبرز منجزاتها الميدانية، والإجراءات المتخذة لملاحقة المتاجرين بالمخدرات والحد من انتشارها، مؤكدة استمرار العمل الأمني والتوعوي بالتنسيق مع الجهات المختصة.

وفي ختام الورشة، خرج المشاركون بجملة من التوصيات، أبرزها تحديث التشريعات ذات الصلة، وتعزيز الرقابة على مراكز التأهيل والمصحات، وتوسيع حملات التوعية المجتمعية والإعلامية، بما يسهم في حماية المجتمع وترسيخ ثقافة الوقاية واحترام حقوق الإنسان.

هذا النشاط في إطار مشروع "بناء السلام والاستقرار في العراق" الذي تنفّذه منظمة بالشراكة مع مجموعة من المنظمات المحلية والدولية وبتمويل من وزارة الخاريجة وشؤون الكومنولث والتنمية.

- Combating Drugs is a Shared Responsibility Centered on Human Protection, Treatment, and Rehabilitation!

UPP in cooperation with the High Commission for Human Rights and the General Directorate for Drug and Psychotropic Substances Affairs, organized a workshop titled "The Role of Civil Society Organizations in Enhancing Drug Control Efforts and Protecting Human Rights." The event saw broad participation from over 35 relevant government institutions and civil society organizations active in this vital file.
The workshop featured in-depth discussions on ways to strengthen partnerships between government institutions and civil society organizations to combat the scourge of drugs. Attendees emphasized the importance of adopting a humanitarian and rights-based approach when dealing with drug users viewing them as individuals in need of treatment, rehabilitation, and care, while strictly distinguishing them from trafficking and promotion networks.
Furthermore, the High Commission warned of growing challenges associated with drug proliferation and the direct threat it poses to youth. It also highlighted emerging risks linked to "digital drugs" across cyberspace, which necessitates intensifying awareness and prevention campaigns.
For its part, the General Directorate for Drug and Psychotropic Substances Affairs reviewed its key field achievements and measures taken to prosecute traffickers and curb drug spread, reaffirming its ongoing security and awareness-raising efforts in coordination with competent authorities.
At the conclusion of the workshop, participants put forward a set of recommendations, most notably: updating relevant legislation, strengthening oversight of rehabilitation centers and clinics, and expanding community and media awareness campaigns to contribute to protecting society and consolidating a culture of prevention and respect for human rights.
