🇷🇴➡️🇮🇹 Research is not only about the lab. This week Narcis, Tecla and Sebastian, here from Iași, worked with OpenCom on project management and AI assisted research methods, led by Erina Guraziu, president of OpenCom.

They are in Arezzo with Talent Pass, a Horizon Europe project through which OpenCom hosts eleven researchers before 2029.

MeDCare isn't a standalone initiative. It's part of a specific action within the Erasmus+ 2021-2027 programme: Capacity Building in Vocational Education and Training, targeting partner countries outside Europe. It's worth understanding what that means. 🎯

Capacity Building in VET doesn't fund temporary training courses. It funds the structural strengthening of vocational training systems in countries where VET is not yet aligned with European standards for quality, qualification recognition, and transparency. The aim isn't to bring students to Europe — it's to improve training where it already takes place.

Tunisia is a priority partner country for this type of action. Its vocational training system is substantial — ATFP alone manages 136 training centres — but the gap from European standards in high-technology sectors such as biomedical engineering is documented and acknowledged. 🏥

MeDCare responds to this priority with a systemic approach: not a one-off intervention, but a change in institutional capacity designed to last.

What remains when the project ends Sustainability isn't a section of the application form

Every European project must answer an uncomfortable question: what happens in month 37? When the funding runs out, the team disperses, and the deadlines disappear. 📅

MeDCare builds the answer into the project itself — not as a final annex.
The VR laboratories installed at Elemtiez and ATFP remain the property of the Tunisian institutions and continue to be used in regular training. The e-learning platform, with its modular and scalable architecture, stays operational and updatable. The EQF Level 5 curriculum is formalised through Memoranda of Understanding signed by the partner institutions: not a verbal agreement, but a traceable institutional commitment. The trained teachers keep teaching, transferring competencies, forming new cohorts. 🏛️

MeDCare's sustainability isn't measured in years of website uptime. It's measured in the number of students who will continue receiving better biomedical training because of the infrastructure, expertise, and institutional agreements the project has made permanent.

OpenCom and ATAS: the invisible side that holds it all together *Research, communication, support for workers

In a European project, there are results you can see — the curriculum, the laboratories, the diplomas — and there are the processes that make them possible. OpenCom and ATAS work at that second level. 🔧

OpenCom is a research and non-formal training organisation with expertise in labour markets, VET, and institutional communication. Within MeDCare it coordinates WP2 — the needs analysis — and WP6 — communication, dissemination, and sustainability. It also leads the development of the e-learning platform and the Europass Digital Credentials. A cross-cutting role that runs through the entire project.

ATAS — Association Tunisienne d'Assistance Sociale — brings a different and necessary perspective: that of Tunisian workers already living in Europe.

The organisation supports the guidance, training, and professional integration of Tunisian migrants in Italy, connecting the project to the real dimension of international mobility. 🌐

Two partners who don't build laboratories — but create the conditions for laboratories to matter.

40 students, 6 months, a real challenge The pilot programme at the heart of it all

In the end, every training project is measured in one place: in the classroom. Or more precisely, in the laboratory. 🔬

MeDCare's pilot programme selects 40 Tunisian students and takes them through six months of integrated training combining VR-based sessions, interdisciplinary workshops, expert-led instruction from both European and Tunisian professionals, and competency-based assessments.

The pilot runs at Elemtiez and ATFP, with VR laboratories installed, the e-learning platform operational, and trainers already prepared through the ToT programme. Not an isolated experiment — the culmination of two years of preparation. 🗓️

Students who pass their assessments receive blockchain micro-credentials and Europass Digital Credentials. The pilot's results — data, feedback, evidence — then inform the final refinement of the curriculum, making it a replicable model ready for wider rollout.

The in-person Info Day took place at the OpenCom offices, the very first official moment of orientation and a chance to discover what their journey will bring. 👋

A meeting designed to put the students at ease, guide them through everything that lies ahead and answer all their questions about the training experience and life in Arezzo, with a 22-day mobility ahead of them. 📋✨

An excited group, full of energy and ready to dive into their brand-new professional and cultural reality.

Europass: the skills passport 40 students. 40 digital profiles recognised across Europe

Europass isn't a new tool. But within Tunisian vocational training, holding a Europass Digital Credential aligned with European standards is still far from standard practice. 📄

MeDCare ensures that all 40 students completing the pilot programme receive a Europass Digital Credential upon graduation. Not a formal add-on to the diploma — a practical instrument that describes acquired competencies in a standardised format, recognisable by any European institution.

The process isn't automatic. It requires aligning the curriculum with Europass standards, setting up the technical infrastructure, and defining learning outcomes in a format compatible with European frameworks. OpenCom leads this work within MeDCare. 🇪🇺

For students completing the programme, it means holding a professional profile that speaks for itself across Europe — without having to explain from scratch what they learned and where.
