📢 Strengthening the Voice of Persons with Disabilities in Tharaka Nithi County
Yesterday, GRADIF-K participated in a consultative meeting with the Caucus of Organizations of Persons with Disabilities (OPD) leaders in Tharaka Nithi County. The forum was facilitated by the Meru Chapter of the OPD Network under the theme:
"Strengthening OPD Leadership for Effective Advocacy and Implementation of Disability Laws and Policies."
The engagement provided an opportunity for OPD leaders to deepen their understanding of the Persons with Disabilities Act, 2025, with a focus on the rights of persons with disabilities and the important role of OPD leadership in advancing inclusion, accountability, and the implementation of disability laws and policies.
The meeting culminated in a media press briefing where the leaders amplified key advocacy messages and reaffirmed their commitment to championing the rights of persons with disabilities. They also developed a collective action plan to guide future advocacy efforts and strengthen collaboration across the county.
At GRADIF-K, we remain committed to working with OPDs and other stakeholders to promote inclusive governance, equal opportunities, and a society where the rights and dignity of every person are respected and protected.

Democracy doesn't end at the ballot—it continues through active citizen participation.
This week, we engaged residents of Itugururu Market, Igambang'ombe Ward through an interactive theatre for civic education outreach under the Strengthening Electoral Participation for Accountable Governance project.
Through an engaging skit, community members were challenged to graduate from being passive voters to active voters. The performance highlighted that voting is only one step in the democratic process. Active citizens also participate in public participation forums, where they influence government plans, budgets, policies, and development priorities.
The theatre performance demonstrated how public participation gives citizens a voice in decision-making, strengthens accountability, and contributes to improved service delivery. The lively discussions that followed showed that creative approaches such as theatre can simplify governance issues, encourage dialogue, and inspire more people to take an active role in shaping the future of their communities.
An informed and engaged citizen is the foundation of accountable governance. Let's move beyond voting and actively participate in the decisions that shape our counties.

Voices United. Priorities Defined. Citizens Leading the Agenda.

This week, we successfully convened the Maara Constituency People's Assembly, bringing together citizens from Maara and Muthambi Sub-Counties to identify and prioritize the issues that matter most to their communities.

The People's Assembly provided an inclusive platform where women, youth, persons with disabilities, community leaders, civil society, and other stakeholders engaged in meaningful dialogue on the development challenges affecting their lives. Through open discussions and consensus building, participants identified key priorities that will inform the Maara Constituency People's Manifesto—a citizen-driven agenda that will strengthen advocacy, accountability, and responsive governance.

This process demonstrates that when citizens are empowered to participate, development priorities become more reflective of community needs and public leaders are better placed to respond to the aspirations of the people.

We extend our sincere appreciation to Uraia Trust and ELGIA for their invaluable support through the Ajenda Yetu Project, which continues to strengthen citizen participation and promote inclusive governance across Kenya.

Together, we are ensuring that citizens are not just heard—they are shaping the future of their communities.

Today, we had another impactful community dialogue with the people of Marimanti Ward, Tharaka Nithi County, strengthening citizens' voices in promoting accountable governance and improved service delivery.
During the forum, community members critically assessed election and leadership promises against approved plans, allocated budgets, and actual implementation, creating an evidence-based dialogue on the status of development projects and public services in the ward. The engagement also provided an opportunity for citizens to directly interact with duty bearers and seek accountability on commitments made to the community.
A key outcome of the dialogue was increased awareness of citizens' constitutional right to petition county governments on matters affecting governance and service delivery. Participants learned that this right is guaranteed under the Constitution of Kenya, 2010, and further reinforced by the County Governments Act, 2012 (Sections 88 and 89), with Section 89 providing the legal framework for submitting petitions to county governments.
Putting this knowledge into action, Kithingiri Welfare Self Help Group formally presented a memorandum to the Marimanti Ward Administrator, highlighting the urgent need to improve the ward's deplorable feeder roads and requesting the establishment of a dispensary, noting that many residents currently travel more than 10 kilometers to access essential healthcare services.
This is what meaningful public participation looks like—citizens who are informed, organized, and actively engaging duty bearers to demand responsive, equitable, and people-centered development.
Together, we are strengthening accountability, deepening civic participation, and ensuring that community priorities translate into tangible action.

Today, GRADIF-K was pleased to participate in a multi-stakeholder engagement convened by the NEC Hub, bringing together representatives from the Tharaka Nithi County Department of Economic Planning, the County Assembly, Civil Society Organizations, and Budget Champions to reflect on the findings of the recently released County Budget Transparency Survey (CBTS) 2025.
The dialogue provided an important platform to review Tharaka Nithi County's performance in budget transparency, celebrate areas of progress, and openly discuss opportunities for improvement. The survey indicates that the County scored 61 out of 100 in the 2025 Transparency Index, a slight decline from 67 out of 100 in 2024, highlighting the need for more timely publication of key budget documents, stronger public participation reporting, and enhanced disclosure of pending bills and budget information.
As GRADIF-K, we reaffirm our commitment to working collaboratively with government institutions, citizens, and other stakeholders to promote open budgets, meaningful public participation, and accountable governance. Transparency is not just about publishing documents—it is about empowering citizens with timely information to participate effectively in decisions that shape development.
We appreciate NEC Hub for convening this timely conversation and commend all stakeholders for their willingness to work together towards a more transparent, accountable, and responsive public finance management system in Tharaka Nithi County.
