UPDATE: Alleged Violent Serial Child Ra**st Faces Additional Charges as New Victims Identified

A 37-year-old Cambodian man, who previously appeared before the Kampong Speu Provincial Court and was charged with multiple counts of r**e and aggravated violence involving several child victims, now faces additional charges of r**e and violence following the identification of further alleged victims.

The newly alleged offences are reported to have occurred over the past 12 months in both Kampong Speu and Kampong Chhnang Provinces.

The suspect was arrested on 1 July 2026 by investigators from the Kampong Speu Provincial Police Command and Kampong Chhnang Provincial Police Command, working in close cooperation with the Child Protection Unit (CPU), following an extensive investigation into a series of alleged sexual assaults and violent offences committed against children, including victims as young as six years of age.

Since the arrest, the Cambodian National Police have continued an exhaustive investigation to identify additional victims and offences, ensuring that all victims receive justice while establishing the full extent of the alleged offending.

Investigators have gathered significant evidence linking the accused to multiple alleged sexual assault and violent offences. The arrest and subsequent investigation reflect the outstanding work of investigators from both the Kampong Speu and Kampong Chhnang Provincial Police Commands.

The investigation has involved close cooperation between specialist investigators, forensic personnel, and local police officers. To date, eight alleged victims have been identified. Investigators continue to examine whether additional victims or witnesses may have information relevant to the ongoing investigation.

James McCabe, Director of the Child Protection Unit, praised the dedication and professionalism of the investigators involved.

This individual is one of the most serious alleged serial sexual and violent offenders against children that I have encountered during my 14 years of operations in Cambodia. Two Active Homicide Investigations Underway After the Discovery of Two Children in Banteay Meanchey Province

The Cambodian National Police, in partnership with the Child Protection Unit (CPU), have confirmed that two separate homicide investigations are currently underway following the discovery of the bodies of two young children in Banteay Meanchey Province on 28 July 2026.

The investigations are not connected, and each incident is being treated as an independent homicide investigation.

At approximately 8:00 a.m. on 28 July, the body of a 15-month-old child was discovered in a pond in Mongkol Borei District.

In a separate incident, the body of a five-year-old child, who had been reported missing on 25 July 2026, was located at approximately 8:00 a.m. on 28 July in Teuk Thla Commune, Banteay Meanchey.

The Child Protection Unit's Homicide Investigation Team, working alongside the Banteay Meanchey Provincial Police Command and the Ministry of Interior Scientific Police Department, immediately commenced investigations into both deaths. Following initial crime scene examinations and investigative inquiries, both cases have been classified as homicides.

Investigators are conducting extensive forensic examinations, collecting physical evidence, interviewing witnesses, and following multiple investigative leads to identify and arrest those responsible.

"The Cambodian National Police and our partner agencies are committed to conducting thorough and professional investigations into these tragic crimes, every available investigative resource is being deployed. The person or persons responsible will be identified, arrested, and brought before the courts to face prosecution,” said James McCabe, Director of the Child Protection Unit.

The Cambodian National Police and the Child Protection Unit extend their deepest condolences to the families of both children and remain committed to ensuring justice is achieved.

Joint Task Force Arrests Suspect for Child Sexual Abuse and Child Exploitation Offences

A joint task force operating under the command of His Excellency Sar Thet, Commissioner General of the Cambodian National Police, has arrested a 20-year-old Cambodian male in connection with multiple serious child sexual abuse and child exploitation offences.

The operation was conducted by the Battambang Provincial Police Command in close cooperation with the Child Protection Unit (CPU) and Homeland Security Investigations (HSI).

The suspect is alleged to have committed offences involving the production and distribution of Child Sexual Abuse Material (CSAM), as well as the sexual exploitation, r**e, and abuse of up to six child victims aged between six and ten years.

The arrest follows a coordinated investigation by specialist investigators who worked to identify the offender, safeguard the child victims, and secure critical evidence.

The investigation highlights the continued commitment of the Cambodian National Police, the Child Protection Unit, and international law enforcement partners to combat online child exploitation and bring offenders to justice.

Investigators continue to provide specialist support and protection to the victims and their families while further inquiries remain ongoing.

James McCabe, Director of the Child Protection Unit, said the arrest demonstrates the continued determination of Cambodian and international law enforcement agencies to identify and prosecute those who exploit children. Life Imprisonment for Offender Convicted of Murdering Nine Family Members

The Kampong Cham Provincial Court has sentenced Soben Minea to life imprisonment after convicting him of the premeditated murder of nine members of his family in one of Cambodia's most brutal homicide cases.

The sentence, handed down on 30 July 2026, is the maximum penalty available under Cambodian law. The Court also ordered the offender to pay US$20,000 in moral damages to the civil plaintiffs.
The murders occurred on 23 November 2025 in Kien Khleang Village, Tuol Sambuor Commune, Stueng Trang District, Kampong Cham Province.

The investigation was conducted by the Cambodian National Police, with specialist support from the Child Protection Unit (CPU). Investigators meticulously examined the crime scene, collected forensic evidence, conducted witness interviews, and reconstructed the sequence of events that led to the successful prosecution.

The Court found that the offender murdered one family member by decapitation before deliberately setting fire to the family home, killing eight additional family members who were asleep inside the residence.

During the investigation, the offender confessed to the murders, admitting he had harboured longstanding resentment towards his wife following repeated domestic disputes. He confessed to killing his wife, mother-in-law, brother-in-law and several young relatives.
The successful conviction reflects the professionalism and dedication of the Cambodian National Police, prosecutors, forensic specialists and the Child Protection Unit, whose coordinated investigation ensured that the offender was brought before the courts and held accountable for these horrific crimes.

This outcome sends a clear message that those responsible for the most serious acts of violence will be relentlessly pursued and prosecuted to the fullest extent of the law.

Violent Serial Child Ra**st arrested in Kampong Speu Province.

A 37-year-old male will face the Kompong Spue Court of first instance and is to be charged with multiple counts of R**e and Aggravated Serious Violence against multiple child victims. The offences are alleged to have occurred over the past 12 months in both Kompong Speu and Kompong Chhnang Provinces.

Investigators from Kompong Spue Police Command and Kompong Chhnang Police Command in cooperation with the Child Protection Unit (CPU), arrested a man alleged to be responsible for a series of r**es and serious assault offences committed against child victims as young as 9 years old, in Kampong Speu on the 1st of July 2026.

The arrest follows an extensive investigation in which Cambodian National Police investigators gathered evidence identifying the suspect as the alleged offender in multiple sexual assault and violence cases. The suspect has been taken into custody and will be charged in accordance with Cambodian law. The arrest was the result of excellent work by the Kompong Speu and Kompong Chhnang Police Commands.

The investigation involved close cooperation between specialist investigators, forensic personnel, and local police officers. To date 6 victims have been identified and Police continue to examine whether some additional victims or witnesses may have information relevant to the investigation.

James McCabe, Director of the Child Protection Unit, commended the dedication of the investigators involved. "The arrest of this alleged offender demonstrates the commitment of Cambodian law enforcement to protecting vulnerable members of the community. Sexual violence has devastating and long-lasting effects on victims, and we remain committed to ensuring offenders are identified, arrested, and brought before the courts. Joint Task Force Arrest Suspect for Child Sexual Abuse and Child Exploitation Offences

A joint task force under the command his Excellency Sar Thet, the Commissioner General, in cooperation with Banteay Meanchey Provincial Police Command and Siem Reap Provincial Police Command, working in close cooperation with the Child Protection Unit (CPU) and Homeland Security Investigation (HSI), have arrested a 24-year-old Cambodian male in connection with serious offences involving the production and distribution of child sexual abuse material (CSAM) and the sexual exploitation and abuse of children.

The suspect has been arrested after a 2-month operation for offences including the production and distribution of child sexual abuse material and aggravated indecent assault involving six child victims, ranging in age from 1 to 12 years.

The arrest follows a coordinated investigation by specialist investigators, who worked diligently to identify the suspect, safeguard the victims, and secure evidence.

The Child Protection Unit and the Cambodian National Police remain committed to protecting children and ensuring those who exploit and abuse children are brought before the courts. Investigators continue to provide support to the victims and their families while further inquiries are undertaken.

“The production and distribution of Child Sexual Abuse Material (CSAM) is a global issue. Individuals who wish to exploit children and produce (CSAM) in Cambodia be warned, the Cambodian National Police, the Cambodian Government and the CPU are committed to detecting such offences, finding the suspect and prosecuting them to the full extent of the law. រងគ្រោះ ការពិនិត្យកោសល្យវិច័យ ការសាកសួរសាក្សី និងកិច្ចសហការដ៏ជិតស្និទ្ធរវាងអគ្គស្នងការដ្ឋាននគរបាលជាតិ ភ្នាក់ងារអនុវត្តច្បាប់អន្តរជាតិ និងភ្នាក់ងារដៃគូនានា។ មន្រ្តីស៊ើបអង្កេតបានរកឃើញសកម្មភាពប្រព្រឹត្តរបស់ជនល្មើសមានលក្ខណៈជាប្រព័ន្ធ ដែលក្នុងនោះ មេខ្យល់ជនជាតិខ្មែរបានធ្វើសកម្មភាពយ៉ាងសកម្មក្នុងការជ្រើសរើសកុមារងាយរងគ្រោះប្រគល់ឲ្យ ជនល្មើសបរទេសក្នុងគោលបំណងប្រព្រឹត្តអំពើកេងប្រវ័ញ្ចផ្លូវភេទលើកុមារ។ តាមរយៈការស៊ើបអង្កេត យ៉ាងល្អិតល្អន់ អាជ្ញាធរមានសមត្ថកិច្ចឈានដល់កំណត់អត្តសញ្ញាណ និងជួយការពារសុវត្ថិភាពជនរងគ្រោះជាច្រើននាក់ ខណៈកំពុងស្រាវជ្រាវប្រមូលនូវភស្តុតាងចាំបាច់ដើម្បីនាំខ្លួនជនល្មើសយកមកផ្តន្ទា ទោសតាមផ្លូវច្បាប់។

លោក ជេមស៍ ម៉ាកខេប (James McCABE) នាយកអង្គភាពការពារកុមារ (CPU) បានលើកឡើងថា "ការផ្តន្ទាទោសចំពោះជនល្មើសនេះជាការផ្ញើសារយ៉ាងច្បាស់ថាជនទាំងឡាយណាដែលប្រព្រឹត្តអំពើកេងប្រវ័ញ្ចលើកុមារនៅក្នុងប្រទេសកម្ពុជា មិនថាជាជនបរទេស ឬជាមេខ្យល់ក្នុងស្រុកនោះទេ នឹងត្រូវបានស្រាវជ្រាវកំណត់អត្តសញ្ញាណ និងផ្តន្ទាទោសយ៉ាងធ្ងន់ធ្ងរស្របតាមច្បាប់បានកំណត់។ លទ្ធផលដ៏ជោគជ័យនេះ ឆ្លុះបញ្ចាំង ពីការខិតខំប្រឹងប្រែងនិងការបំពេញការងារប្រកបដោយវិជ្ជាជីវៈរបស់អគ្គស្នងការដ្ឋាននគរបាលជាតិ និងរាជរដ្ឋាភិបាលកម្ពុជា ព្រមទាំងភ្នាក់ងារស៊ើបអង្កេតដែលជាដៃគូ ដែលបានលះបង់មិនខ្លាចនឿយហត់ក្នុងការស្វែង រកយុត្តិធម៌ជូនជនរងគ្រោះ។

American and Cambodian Broker Sentenced Following Major Child Exploitation Investigation

Phnom Penh, Cambodia – 25th of June 2026

William Chandler White an American teacher and his Cambodian broker have been sentenced to lengthy prison terms following an exhaustive investigation. In May 2025 His Excellency the Commissioner General Sar Thet approved a joint task force comprising Cambodian National Police, Homeland Security Investigation and the Child Protection Unit to investigate the procurement and sexual exploitation of vulnerable children.

On the 25th of June 2026, at the Phnom Penh Court of First Instance, William WHITE, the American offender, was sentenced to 10 years imprisonment, while his Cambodian accomplice and broker received a 12-year prison sentence for their roles in procuring and facilitating the abuse of more than 20 child victims.

The convictions are the result of a complex and intensive investigation led by Task Force Bravo25, which involved extensive intelligence gathering, victim identification, forensic examination, witness interviews, and close cooperation between Cambodian National Police, International law enforcement authorities and partner agencies.

Investigators uncovered a systematic operation in which the Cambodian broker actively recruited and supplied vulnerable children to the foreign offender for the purpose of sexual exploitation. Through meticulous investigative work, authorities were able to identify and safeguard numerous victims while securing the evidence necessary to bring both offenders before the courts.

"These sentences send a clear message that those who seek to exploit children in Cambodia, whether foreign nationals or local facilitators, will be identified, investigated, and prosecuted to the full extent of the law. The successful outcome of this case reflects the dedication and professionalism of the Cambodian National Police, Cambodian Government and partner investigators who worked tirelessly to secure justice for the victims." Said James McCabe the Director of the CPU.

The CPU acknowledged the courage of the victims and witnesses who assisted throughout the investigation and reaffirmed its commitment to protecting children from sexual exploitation and holding offenders accountable.
