SMEX is a non-profit that advocates for and advances human rights in digital spaces across West Asia and North Africa. Our Vision: Our vision is for everyone living in West Asia-North Africa and the diaspora to be able to access and engage with the internet, mobile services, and other networked spaces safely and without fear of censorship, surveillance, or repercussion. Our mission: SMEX advances freedom of expression and the right to privacy in WANA through research and reporting, monitoring state and tech companies’ policies, protecting the safety and security of online users, and collaborating with regional advocates to sustain a safer digital space.

SMEX Executive Director Mohamad Najem joined ABAAD's latest event on child abuse in Lebanon, highlighting online and offline risks, social media bans for minors, and what effective child protection should look like.
Najem argued that the answer isn’t simply more restrictions. The prevention of online harms should start with rights-based policies, stronger protection systems, and by demanding accountability from tech companies.
SMEX continues to work with the Ministry of Information’s Interministerial Committee and other stakeholders to advance child safety online in Lebanon. Follow along to learn more about our efforts!

شارك محمد نجم، المدير التنفيذي لمنظمة "سمكس"، في فعالية "أبعاد" حول "إساءة معاملة الأطفال في لبنان".
سلط نجم الضوء على المخاطر الرقمية والفعلية، ومسألة حظر استخدام القاصرين لوسائل التواصل الاجتماعي، والشكل الأمثل لآليات حماية الأطفال الفعالة.
وأكد أن الحل لا يكمن ببساطة في فرض المزيد من القيود، بل يجب أن تبدأ الوقاية من الأضرار الرقمية بتبني سياسات قائمة على الحقوق، وتعزيز أنظمة الحماية، والمطالبة بمحاسبة شركات التكنولوجيا.

هل يُعدّ حظر وسائل التواصل الاجتماعي على الأطفال والمراهقين الوسيلة الأمثل لمواجهة المخاطر الإلكترونية في لبنان؟
شكّل هذا السؤال محور ورقة بحثية جديدة نشرتها منظمة "سمكس" والمركز العربي للأبحاث ودراسة السياسات. عُرِضت الورقة خلال اجتماع طاولة مستديرة ضمّ عدداً من المهتمين، من بينهم ممثلون عن المجلس الأعلى للطفولة في لبنان، والوزارات المعنية، ونواب يعملون على تنظيم وسائل التواصل الاجتماعي.
واتفق المشاركون على أن حظر هذه المنصات ليس الحل الأمثل، مؤكدين ضرورة إيجاد بيئة إلكترونية شاملة ووقائية ومنظمة.

Is a social media ban for children and adolescents the most effective way to address online risks in Lebanon?
This question is central to a new policy paper published by SMEX and the Arab Center for Research and Policy Studies.
The paper was presented during a roundtable discussion with representatives from Lebanon's Higher Council for Childhood, relevant ministries, and parliamentarians working on social media regulation. Most participants agreed that banning social media is not an ideal solution; instead, they emphasized the need for a holistic, protective, and regulated online environment.

تتجه وزارة الاتصالات لفرض معادلة مجحفة بحجة "ضبط الإيرادات"، تضع اللبنانيين أمام خيارين: دفع مبالغ زائدة أو خسارة أرقامهم.
وهذا الابتزاز يهدد الهوية الرقمية للمواطنين والمغتربين، كون الرقم بات مرتبطاً بحساباتهم المصرفية، وتطبيقاتهم، وحياتهم اليومية.
لذا، فإيقاف الهدر لا يكون بتحميل الفئات الأضعف الثمن، بل بتوفير باقات ميسّرة تضمن حق الجميع في الاتصال والإنترنت.
