The Government of Saint Lucia, through the Caribbean Digital Transformation Project (CARDTP), has strengthened its partnership with the Sir Arthur Lewis Community College (SALCC) through the official handover of digital devices and furniture to support the SALCC Innovation Hub.
The handover forms part of CARDTPโs investment in Digital Skills and Technology Adoption and supports the creation of an environment where students and other beneficiaries can access technology, strengthen their digital competencies and explore opportunities for innovation.
Speaking at the ceremony, CARDTP Project Manager Mrs. Sheralin Monrose-Gustave highlighted the importance of the partnership with SALCC within the Projectโs broader digital transformation agenda. She emphasized that the investment extends beyond the provision of equipment, creating opportunities for people to acquire practical digital skills and participate more effectively in an increasingly digital economy.
Ag. Chief ICT Officer, Mr. Kentus Eugene, within the Ministry of the Public Service, Transport, Information and Utilities Regulation, under which the CARDTP is being implemented, placed the initiative within the Government of Saint Luciaโs wider digital transformation programme, noting that the countryโs transformation cannot be achieved through technology and digital systems alone. Equally important is the development of the skills and competencies required to use these technologies effectively. The Innovation Hub therefore represents an important investment in developing Saint Luciaโs human capacity and preparing citizens for emerging opportunities in the digital economy.
Dr. Fortuna Anthony, Vice Chair of the SALCC Board of Governors, welcomed the investment and expressed appreciation for the continued partnership and support provided through CARDTP. In her remarks, she underscored the rapidly changing nature of technology and the importance of ensuring that educational institutions are equipped to prepare students for that changing environment. She emphasized that the value of the initiative extends beyond the equipment itself to the opportunities it provides for learning, skills development and innovation, and encouraged the College community to make effective use of the resources provided.
Through the partnership, CARDTP has provided digital equipment and furniture to support the establishment and operation of the Innovation Hub. The handover represents an important milestone, with additional equipment expected as the Project completes the remaining procurement activities.
The ceremony included the official ribbon cutting, followed by a tour of the Innovation Hub, providing participants with an opportunity to view the new resources and facilities.
The investment reflects CARDTPโs broader commitment to ensuring that digital transformation translates into tangible opportunities for Saint Lucians, providing people with the skills, tools and environment necessary to learn, innovate and participate in the digital future.

The Caribbean Digital Transformation Project (CARDTP) in Saint Lucia hosted national stakeholder consultations on the proposed Eastern Caribbean Currency Union Data Protection and Privacy Regional Framework on August 17 and 18, 2026.
The two-day engagement brought together senior officials, legal and regulatory stakeholders from key public-sector agencies that use and share personal data, and stakeholders involved in the Government of Saint Luciaโs digital-transformation initiatives.
Participants reviewed and discussed the draft Data Protection and Privacy Bill and the draft Treaty Establishing a Regional Framework for Cooperation in Data Protection in the Eastern Caribbean.
The initiative is being led by the Organisation of Eastern Caribbean States Commission and the Regional CARDTP team, in collaboration with the Eastern Caribbean Central Bank.
Welcoming participants, CARDTP Project Manager for Saint Lucia, Mrs. Sheralin Monrose-Gustave, highlighted the importance of protecting personal data as governments introduce more digital services.
โAs our governments continue to advance digital transformation and introduce more digital services, the question of how we protect personal data, while allowing data to be used and exchanged appropriately, becomes increasingly important,โ she stated.
Mrs. Monrose-Gustave explained that the initiative is a critical precursor to several digital-transformation activities being pursued under CARDTP. She also noted that the proposed framework is intended to support a coordinated and harmonised approach to data protection across the Eastern Caribbean.
โThis is our opportunity to help shape a framework that is not only legally sound, but practical and appropriate for our countries and our regional context,โ she told participants.
Ms. Jenna Flavien, representing the OECS Commission and the Regional CARDTP Project Implementation Unit, underscored the importance of the proposed instruments to the protection of personal information across the region.
โThe two instruments before usโฆwill influence how personal information is collected, used, shared, protected and governed across our region,โ Ms. Flavien stated.
She encouraged stakeholders to provide candid and practical feedback, noting that they would be responsible for implementing, complying with and advising on the proposed framework.
โTrust is the true currency of the digital economy, and like any currency it holds its value only when the institutions behind it are sound,โ she said.
The consultations were led by Mr. Rory Macmillan of Macmillan Keck, the principal consultant engaged to support the drafting of the proposed Bill and Treaty. The engagement was also supported by Ms. Gillian Skerritt and Mr. Malik Stuart of the ECCBโs Payments Modernisation and Financial Inclusion Unit.
During the two days, participants received an overview of the regional data-protection harmonisation framework, examined the draft instruments, raised questions and shared practical experiences and recommendations.
Similar consultations are being conducted in Dominica, Grenada, and Saint Vincent and the Grenadines. The feedback received will help refine the proposed regional framework and ensure that it reflects the circumstances and needs of participating countries.
CARDTP extends its appreciation to the OECS Commission, the Regional CARDTP team, the ECCB, the consultants and all stakeholders who contributed to the consultations.

The Government of Saint Lucia, through the Ministry of the Public Service, Transport, Information and Utilities Regulation, has engaged Ernst & Young Services Limited (Jamaica) to undertake a comprehensive Review of the Job Classification and Pay Plan across the Saint Lucia Public Service.
The consultancy is being implemented under the Caribbean Digital Transformation Project (CARDTP), a World Bank-funded initiative supporting Saint Luciaโs digital transformation and wider public-sector modernisation agenda.
The Review of the Job Classification and Pay Plan is intended to ensure that the Governmentโs classification and compensation arrangements are fair, consistent, equitable and responsive to the requirements of a modern Public Service.
The consultancy will include the review and modernisation of job descriptions, benchmark qualifications, job-evaluation arrangements, job classifications and the pay framework. It will also establish job families, job bands and competency frameworks and give greater recognition to technical, vocational, professional and digital skills.
Approximately 1,000 roles are included within the scope of the assignment. The expected outcomes include clearer and more consistent job roles and descriptions, updated qualifications that reflect current and future skills requirements, a modernised and equitable classification framework, defined job families and competencies, and stronger alignment with the Governmentโs digital-transformation and public-sector reform priorities.
The first in-country stakeholder consultation mission was conducted during the week of August 10, 2026. During the mission, the Ernst & Young team met with key stakeholders from across Government ministries, departments and agencies.
The consultations form an important part of the assignment and are intended to gather the perspectives and experiences necessary to ensure that the revised framework reflects the realities and needs of the Saint Lucia Public Service.
The engagement process includes public officers, trade unions and staff associations, senior managers and other key stakeholders. Their participation and feedback will be critical to the successful completion of the exercise.
The Honourable Stephenson King, Senior Minister and Minister for the Public Service, Transport, Information and Utilities Regulations, welcomed the Ernst & Young team and highlighted the importance of the consultancy to the Governmentโs broader efforts to modernise and strengthen the Public Service.
Minister King noted that the existing Classification and Pay Plan came into effect in September 1991. A review was initiated in 2011 but could not be completed, largely because the job descriptions available at the time were not adequate to support the required job evaluations.
He explained that, more than three decades later, the nature of work has changed considerably. Technology has transformed the workplace, new professions have emerged, and the skills and competencies required within the Public Service continue to evolve.
The Minister indicated that, through the consultancy, the Government is seeking to comprehensively review and modernise the Classification and Pay Plan to promote greater fairness, consistency and equity and to ensure that the system reflects the requirements of a modern Public Service.
He further noted that the exercise should contribute to greater transparency and equity in classification and compensation, clearer career pathways, improved recruitment and retention, better workforce planning and stronger opportunities for the professional development of public officers.
Minister King also emphasised the importance of the stakeholder consultations, noting that the participation and feedback of public officers, unions and staff associations, senior managers and other key stakeholders will be critical to the success of the exercise.
He expressed the Governmentโs commitment to working closely with Ernst & Young, CARDTP and all stakeholders to deliver a fair, transparent, sustainable and future-focused framework that supports public officers and strengthens the effectiveness of the Saint Lucia Public Service.
CARDTP Project Manager, Mrs. Sheralin Monrose-Gustave, highlighted the strategic importance of the consultancy within the Projectโs wider digital-transformation programme.
She explained that digital transformation involves more than the introduction of new technologies and digital systems. It also requires a public-sector workforce equipped with the appropriate skills, competencies and capabilities to adopt, manage and sustain these investments.
The review is therefore particularly important as CARDTP continues to support several digital-transformation initiatives across Government. It will help ensure that job descriptions, benchmark qualifications and competency frameworks appropriately recognise digital literacy, technical expertise and emerging skills required within a modern Public Service.
The activity also complements the Projectโs wider investments in digital skills development, institutional strengthening and public-sector modernisation. Together, these interventions are intended to strengthen the capacity of public officers and enable Government institutions to deliver more efficient, responsive and digitally enabled public services.
Following the stakeholder consultation and information-gathering phase, the consultancy will progress to the review of job descriptions and qualifications, the modernisation of the job-evaluation framework, the development of revised job classifications, job families and competency frameworks, and the preparation of a revised Classification and Pay Plan.
The assignment will also include capacity building and training, a communication strategy and a structured implementation roadmap to support the Governmentโs readiness for implementation and the long-term sustainability of the revised framework.
