🗣️ EVENT REPORT | Dinner Dialogue on Oceans, Climate Change, and Health

📣 This week at New York Climate Week 2026, the COP31 Türkiye Presidency launched the action agenda. Oceans and health are among the key focus areas interlinked to climate change, as well as the need for means of implementation, including investment for relevant action.

🔎 Our recent dinner dialogue, which was held back to back with the annual research gathering we organised with the Maritime Research Alliance in August, examined this nexus at the interface of evidence and policy.
Key stakeholders came together to discuss the links between oceans, climate change, security, and health—and, importantly, how research and evidence can help move these agendas from commitments to implementation.

🎯 The discussions highlighted critical gaps that need to be filled and key actions to be taken, including the need to:
1️⃣ Develop strategies for integrating health into climate and ocean processes;
2️⃣ Identify and address evidence gaps; and
3️⃣ Recognize and build upon opportunities and platforms for partnerships.
🗣️ Further work on these topics will continue at the Pre-COP in Fiji and Tuvalu from 5 to 8 October 2026. We will be at PreCOP ready to carry this discussion forward.

🗣️ On Monday, we held a networking reception on security, climate change, and human mobility as part of our Climate Event Hub programme at The Stage Gallery in Bonn, Germany.

🎯 The reception took place alongside the UN Climate Change June Climate Meetings and brought together negotiators, experts, practitioners, researchers, and advocates for an informal exchange on three guiding questions:

1⃣ What are the possible entry points for human mobility in the negotiations at ?
⁠2⃣ What are the possible benefits of a security lens when it comes to addressing the human mobility and climate change nexus?
⁠3⃣ How do we avoid a “securitization” of climate mobility?

🔎 In what was a rich discussion, respondents highlighted a number of entry points at SB 64 including adaptation, gender, the global stocktake, action for climate empowerment, and the Local Communities and Indigenous Peoples Platform. They also drew attention to ongoing Loss and Damage work despite there being no dedicated agenda item at SB64.

On security, respondents highlighted the linkages between conflict, climate change and human mobility, and stressed the need to avoid the intrumentalisation of climate-conflict casualty. They also discussed how the issue of fragility and conflict sensitivity has featured within UNFCCC negotiations and considered what underpins the views of different Parties and stakeholders on these matters.

🤝 Last Sunday, SLYCAN Trust hosted a pre-SB64 reception and networking gathering at our Climate Event Hub at The Stage Gallery.

The reception brought together partners, collaborators, negotiators, experts, and other stakeholders to exchange and connect through work with SLYCAN Trust, including our ongoing engagement across different regions, thematic areas, and agenda items.

Through an informal evening of conversations, we had an opportunity to connect, exchange perspectives, and catch up before the start of the negotiations.

👋 The Climate Event Hub returns to Bonn during !

From 5–10 June, SLYCAN Trust together with and will once again turn into a hub for dialogue, collaboration, and storytelling on the sidelines of the UN Climate Change hashtag

Throughout the week, the Hub will host a diverse programme of discussions, workshops, receptions, exhibitions, and partner-led events exploring topics including climate finance, adaptation, human mobility, climate fiction, food systems, security, ocean governance and inclusive climate action.

📍 On 21 May, SLYCAN Trust convened a Lighthouse Event on Climate and Disaster Risk Finance and the Multi-Actor Partnership in Sri Lanka, which brought together government institutions, the finance sector, development partners, technical experts, and other key actors.

The discussions reflected on 6+ years of work under the Multi-Actor Partnership initiated by SLYCAN Trust as part of a consortium supported by the Federal Ministry for Economic Cooperation and Development (BMZ).

Several themes emerged across the sessions:
🏛️ Sri Lanka has made important progress in building its climate and disaster risk finance architecture. But stronger coordination, clearer roles, and practical delivery pathways are further needed to turn policy frameworks into protection on the ground.

⚠️ Risk financing cannot remain reactive. Pre-arranged instruments, insurance solutions, contingency mechanisms, and longer-term recovery planning need to be better connected before disasters occur.

📊 Data remains a major gap, not only because it does not exist, but because it is often fragmented across institutions, sectors, and projects. Better access to hazards, exposure, vulnerability, loss, and sector-level data is essential for designing products, developing financing proposals, and decision-making.

💰 Access to climate finance remains difficult and challenging, in particular for adaptation and loss and damage. Stronger climate rationale, better project preparation, and blended finance approaches will be important to mobilise resources at the scale required.

🤝 Commercial banks, insurers, DFIs, and public institutions all have a role to play, but private sector solutions need an enabling environment, reliable data, risk-sharing mechanisms, and products that are affordable and relevant to users.

How can we strengthen risk management and finance in Sri Lanka in the face of increasing climate impacts?

The Lighthouse Event on Climate and Disaster Risk Finance and the Multi-Actor Partnership (MAP) in Sri Lanka on May 21 will bring together stakeholders from government, finance, academia, civil society, and development sectors to discuss partnerships, finance solutions, lessons learned, and future priorities for resilience-building.

🎉 We are pleased to look back at the High-Level Dialogue on Climate Change, Health, and Security organized by SLYCAN Trust in Berlin on Monday, April 20th.

Ahead of the 17th Petersberg Climate Dialogue, the event brought together high-level participants to discuss interlinkages with health and security and their integration into climate policy processes on the road to COP31.

Key areas of conversation included:
➡️The role of health-related issues in putting a human face to the climate crisis
➡️Health across existing UNFCCC agenda items and other formal and informal entry points
➡️ Moving from the identification of issues to concrete implementation and resource mobilization
➡️Means of implementation, the gap between donors and recipient countries, and the need for a closer dialogue on financing and support
➡️ The importance of a long-term analysis and vision on health and security in both climate policy and research

📋These contributions were part of a rich discussion among on challenges and strategic entry points for health and security in the context of climate policy processes.
