ASEANAPOL STUDY VISIT PROGRAMME COORDINATION MEETING

On 2 September 2026 at 10.00 hrs, the ASEANAPOL Secretariat convened a virtual coordination meeting chaired by the Executive Director of the ASEANAPOL Secretariat, Police Senior Colonel Dr. Kongkrissada Kittithiraphong.

The meeting brought together representatives from ASEANAPOL Member Countries, as well as senior officials from the ASEAN Secretariat, the Government of Japan and the Ministry of Home Affairs of Singapore.

The meeting focused on finalising preparations for the ASEANAPOL Study Visit Programme, scheduled to take place from 20 to 26 September 2026 in Thailand, Malaysia and Singapore. Discussions covered programme arrangements, participant registration, travel and accommodation, transportation, security and other logistical requirements.

The Study Visit supports the implementation of the ASEAN Cooperation Project Proposal entitled “Study Visits on Anti-Scam Centre Practices in ASEAN: Advancing a Regional Framework to Counter Scam Centres Linked to Trafficking in Persons & Forced Criminality,” as well as the Bangkok Declaration and Plan of Action to Eliminate Scams.

Through visits and engagements with relevant anti-scam centres in the three host countries, the programme aims to promote knowledge-sharing, exchange best practices and strengthen regional approaches to combating scam centres and associated transnational crimes.

ASEANAPOL remains committed to strengthening regional law enforcement cooperation and advancing collective efforts to combat scams, trafficking in persons, forced criminality and other transnational crimes.

ASEANAPOL Secretariat Welcomes Royal Thai Police Delegation to Strengthen Regional Counter-Terrorism Cooperation

Kuala Lumpur, Malaysia – 27 August 2026

On 27 August 2026, Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, together with Police Senior Superintendent Huntal Tambunan, Director of Police Services, and Police Colonel Jean Mary Mangahis, Director of Plan and Programmes, welcomed Police Lieutenant General Voravat Amornvivat, Police Major General Surapong Thamphitak of the Special Branch, Royal Thai Police, and their delegation to the ASEANAPOL Secretariat in Kuala Lumpur.

The visit provided an opportunity to exchange views on strengthening intelligence sharing and law enforcement cooperation in countering terrorism, with particular emphasis on enhancing coordination between Thailand and ASEAN law enforcement agencies.

The discussions underscored the importance of timely intelligence exchange, effective inter-agency communication, and the use of existing regional cooperation mechanisms to support the prevention of and response to terrorism and other related transnational security threats.

Dr. Kongkrissada reaffirmed ASEANAPOL’s commitment to serving as a regional platform for practical police-to-police cooperation among ASEAN Member Countries. He emphasized that closer intelligence cooperation, stronger professional networks, and effective coordination among law enforcement agencies are essential to addressing security threats that transcend national borders.

The visit further strengthened relations between the ASEANAPOL Secretariat and the Royal Thai Police and reflected their shared commitment to advancing regional security cooperation and contributing to a safer ASEAN Community.

ASEANAPOL JOINS PREPARATORY MEETING FOR FRAUD AND FINANCIAL CRIME ASIA 2026
On 26 August 2026, the ASEANAPOL Secretariat represented by Police Colonel Jean Mary A. Mangahis, Director for Plans and Programmes, participated in a virtual preparatory meeting with Regulation Asia, together with representatives from INTERPOL and Western Union, ahead of the Fraud and Financial Crime Asia 2026 Malaysia conference.
The meeting focused on coordinating the perspectives and key discussion areas for Panel 4: “Crossing Borders: Tracing, Freezing and Confiscating in a High-Velocity Environment,” scheduled to take place on 9 September 2026 in Kuala Lumpur.
Police Colonel Mangahis highlighted the regional law enforcement perspective, particularly the importance of police-to-police cooperation, timely information-sharing and coordinated cross-border action in responding to financial crimes that increasingly transcend national jurisdictions. As illicit funds move rapidly across institutions and jurisdictions, timely information-sharing and coordinated action are essential to trace, intercept and recover criminal proceeds.
The discussion also underscored the value of cooperation among law enforcement, international organizations and the private sector in strengthening collective responses to transnational financial crime and contributing to a safer and more secure region.

ASEANAPOL Prepares for Regional Anti-Scam Centre Study Visit

On 24 August 2026, Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, together with relevant officials from the Secretariat, SOMTC Japan, SOMTC Singapore, and the ASEAN Secretariat, convened a Working Group Meeting to prepare for the upcoming ASEAN Study Visit to Anti-Scam Centres in Thailand, Malaysia and Singapore.

The meeting focused on programme coordination and logistical arrangements to ensure the smooth implementation of the Study Visit in September 2026 and strengthen regional cooperation in combating scams.

ASEANAPOL Strengthens Scam Prevention: From Awareness to Action

KAMPAR, MALAYSIA | 19 AUGUST 2026

As combating scams remains one of ASEANAPOL’s key priorities, Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, joined the Anti-Scam Campaign for ASEAN at Universiti Tunku Abdul Rahman (UTAR), participating in the Opening Ceremony and as a panelist in two sessions: “Pause Before You Act” and “Check Before You Trust.”

The programme directly supports ASEANAPOL’s regional direction on scam prevention by strengthening public awareness, critical thinking and community resilience alongside law enforcement cooperation.

A key highlight was the launch of the “C.H.E.C.K. First, Stay Safe” Campaign — Calm Down, Hold Your Emotions, Evaluate the Situation, Confirm the Information, and Keep Yourself Safe.

ASEANAPOL–KNPA: Strengthening Partnerships, Advancing Regional Security

Marriot Hotel MANILA, PHILIPPINES | 25 JULY 2026

The ASEANAPOL Secretariat held a Bilateral Meeting with the Korean National Police Agency (KNPA) on the sidelines of the 44th ASEANAPOL Conference, led by Director General Superintendent General Park Jun Sung, Head of the Korean Delegation, and chaired by Police Senior Colonel Dr. Kongkrissada Khittithiraphong, Executive Director of the ASEANAPOL Secretariat. The meeting reaffirmed the strong partnership between ASEANAPOL and KNPA and provided a valuable platform to exchange views on strengthening regional law enforcement cooperation.

Both parties highlighted the importance of enhancing information exchange, operational cooperation, capacity building and professional exchanges, while exploring opportunities for joint programmes, study visits and expert engagement. Discussions also covered the proposed rescheduling of the Royal Brunei Police Force Study Visit from 2028 to 2029, as well as the proposed deployment of an additional KNPA officer to further support ASEANAPOL-related cooperation, subject to the relevant approval process.

The meeting concluded in a warm, constructive and cordial atmosphere, reflecting the shared commitment of KNPA and ASEANAPOL to maintaining close communication, strengthening mutual cooperation and developing practical initiatives to address emerging transnational crime challenges. Through continued partnership and collective efforts, both sides remain committed to building stronger regional police networks and contributing towards a safer, more secure and resilient ASEAN region.

ASEANAPOL–GCCPOL: Advancing the Joint Plan of Action

The ASEANAPOL Secretariat and the Gulf Cooperation Council Police (GCCPOL) held a bilateral meeting to follow up on the Joint Plan of Action previously agreed between both organisations.

The meeting was chaired by Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, with the GCCPOL delegation led by Colonel Ahmed Alkaabi, Head of the GCCPOL Delegation.

The Joint Plan of Action provides a framework for ASEANAPOL and GCCPOL to strengthen cooperation in combating multiple forms of transnational crime that pose common and interconnected threats across Southeast Asia and the Gulf region.

ASEANAPOL has completed its internal process and endorsed the Joint Plan of Action, while GCCPOL is currently undertaking its respective internal process to obtain the necessary approval.

Upon completion of this process, ASEANAPOL and GCCPOL will continue discussions on the details, priority areas and implementation arrangements, with the aim of translating the agreed framework into practical cooperation and coordinated action between the two regions.

This progress marks another important step towards strengthening ASEANAPOL–GCCPOL cooperation and developing a more effective cross-regional response to shared transnational crime threats.

ASEANAPOL Secretariat–International Association of Chiefs of Police (IACP) Bilateral Meeting.

Along with 44th ASEANAPOL Conference, Manila, Philippines, on 24 July 2026, Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, held a bilateral meeting with Mr. David B. Rausch, President of the International Association of Chiefs of Police (IACP).

The discussion focused on strengthening strategic cooperation in capacity building, professional development, training, membership engagement, and international law enforcement collaboration.

Both sides explored opportunities for closer institutional engagement, including the proposed ASEANAPOL Academy initiative, access to IACP’s global training network, women’s leadership development, sustainable funding partnerships, and potential pathways for enhanced ASEANAPOL–IACP cooperation.

The engagement reflects the shared commitment to strengthening professional policing networks and advancing regional and international law enforcement cooperation.

Strategic Consultation between ASEANAPOL Secretariat and ASEAN Secretariat
On 23 July 2026, in conjunction to the 44th ASEANAPOL Conference 2026 which was successful held in Manila, Philippines, Police Senior Colonel Dr. Kongkrissada Kittithiraphong, Executive Director of the ASEANAPOL Secretariat, held a strategic consultation with Dato’ Astanah Abdul Aziz, Deputy Secretary-General of ASEAN for the ASEAN Political-Security Community.

The discussion covered ASEANAPOL’s institutional framework, legal personality, externally funded initiatives, and mechanisms to support its expanding regional and international partnerships.

Both sides exchanged views on strengthening institutional arrangements, financial governance, and ASEAN coordination mechanisms to support ASEANAPOL’s evolving operational needs and regional mandate.
