NEW DOMICILE CERTIFICATES FOR FOREIGN SPOUSES

The Ministry of Home Affairs, Immigration, Safety and Security has announced an important change affecting foreign nationals who are married in good faith to Namibian citizens.

From 21 September 2026, the Ministry will begin issuing Certificates of Domicile to qualifying foreign spouses.

These certificates replace the Certificates of Identity previously issued to spouses of Namibian citizens.

What applicants need to know:

Applicants will be required to submit various supporting documents, which may include:

• A completed application form
• A motivation and supporting affidavits
• Passport photographs
• Certified identification documents
• A marriage certificate
• Police clearance certificates
• Proof of residence
• Other supporting documentation as required

Applicants and their Namibian spouses may also be required to attend an interview to verify the information provided and establish the bona fides of the marriage.

Is your marriage registered?

Where a marriage has not been registered in the Marriage Register, the couple will first need to have the marriage properly registered before applying.

Applications must be made in person

Applications must be submitted in person at designated Ministry of Home Affairs, Immigration, Safety and Security counters.

Applications submitted by email will not be accepted.

What about existing confirmation letters?

Existing Confirmation Letters of Domicile will remain valid until further notice. However, holders are encouraged to apply for the new Certificates of Domicile.

What about dependent children?

The new Certificates of Domicile are not applicable to dependent children. Children will continue to be dealt with under the existing provisions relating to Confirmation Letters or Certificates of Identity.

NEW 5 YEAR WORK PERMIT UNVEILED

From 1 September 2026, qualifying foreign investors and business people will be able to apply for a new Employment Permit to Conduct Business, valid for up to five years.

The new permit is designed to make it easier for approved investors to conduct business and work in Namibia under a single permit, providing greater certainty for those establishing, managing or expanding their operations in the country.

The changes follow amendments to Regulation 17 of the Immigration Control Act, 1993, as part of Government’s ongoing efforts to streamline investment-related immigration processes.
